GVMC launches AI-based ‘Project SARTHI' for smart traffic management in Visakhapatnam
The project, being implemented in coordination with the Traffic Police Department, involves five IT companies working across selected city stretches. It includes Automatic Number Plate Recognition (ANPR), Red Light Violation Detection (RLVD), and Facial Recognition Systems (FRS). ANPR and RLVD systems are being tested at Akkayyapalem, Urvasi, R&B, Gopalapatnam, and Yendada Junctions, while FRS is being piloted at Sampath Vinayaka Temple, Dwaraka RTC Complex, Passport Office-R&B, Simhachalam RTC Complex, and VIMS Hospital area.
The Commissioner said the objective is to ensure smooth vehicular movement, reduce accidents and traffic violations, and align with smart city goals. The pilot will run for a month, following which the most effective model will be scaled up across the city.
Garbage collection
In a separate review meeting with Public Health Officials, Mr. Garg instructed them to personally inspect sanitation work every morning. He emphasised that daily household garbage collection through CLAP vehicles must be ensured, with each vehicle making three mandatory trips as per route maps. He also directed that microphone announcements be made during garbage collection to spread public awareness. Ward sanitary secretaries and inspectors were asked to identify and monitor frequent garbage dumping points and to move compactor bins periodically to avoid accumulation.
Any waste found outside commercial complexes must attract penalties from shop owners, he said.

Delhi sees sharp jump in PUC challans this year
The transport department has issued nearly 163,000 Pollution Under Control (PUC) challans in 2025 so far — indicating a more than 300%jump in the monthly average from the past year, data showed. Out of the around 8.2 million active vehicles in the city, nearly 2.6 million do not have a valid PUC certificate. (HT Archive) While the data for the corresponding period in 2024 was not available, a total of 68,000 challans were issued in the entire year. Prior to that too, the number of challans issued remained low -- in 2023, 36,000 challans were issued, 43,500 challans in 2022, and 29500 in 2023. The sharp rise in the number of challans issued so far this year is due to installation of Automatic Number Plate Recognition (ANPR) cameras, renewed enforcement push and the government's growing reliance on digital tools such as online issuance of PUC challans using API technology linked with the Centre's Vahan database to track and penalise violators, officials said. ANPR cameras have been installed at around 300 fuel stations across the city. 'High-resolution ANPR cameras capture the licence plate details of vehicles when they come for refilling. These details are cross-referenced in real time with the central vehicle database via the mParivahan API to check for valid PUC certification. If a vehicle is found to have an expired or missing PUC certificate, and it is not renewed within one hour of detection, the system automatically triggers the generation of an e-challan. The entire process is managed through a centralised server infrastructure housed at the transport department headquarters, ensuring seamless and automated enforcement,' said an official of the transport department. The vehicle owner is intimated about the PUC challan through a text message on the registered mobile number. Delhi has 966 PUC checking centres, where the tailpipe emission standards of the vehicles can be checked by paying a nominal fee. According to transport department officials, as of January 2025, out of the around 8.2 million active vehicles in the city, nearly 2.6 million do not have a valid PUC certificate, meaning their certificates had either expired or were never issued. Section 190(2) of the Motor Vehicles Act makes it mandatory for vehicles to have PUC certificates. The owner of a vehicle plying without a valid PUC certificate is liable to be prosecuted and may be imprisoned for up to three months or fined up to ₹10,000, or both. 'Besides digital intervention, around eight to ten enforcement teams of the transport department are also deployed every day at various locations in the city for carrying out random checks for PUC certificate checks,' said a second department official. A breakdown of online challans and manual challans was not immediately available. According to a recent report by the Delhi government, under the updated PUC certificate regime, emission readings are automatically captured and assessed, removing human discretion and ensuring objectivity. This system ensures only compliant vehicles remain in operation, regardless of age and based on actual emissions being emitted from the vehicle. Anumita Roychowdhury, executive director of research and advocacy at the Centre for Science and Environment (CSE), said there is a need for stricter emission monitoring of vehicles. 'Strict monitoring of emissions from vehicles on the road is necessary because the vehicles are among the key contributors to Delhi's poor air quality. The government should also ensure that 100% compliance with basic PUC norms also requires credible and properly conducted PUC tests.'

AI-driven systems to help Visakhapatnam police enforce traffic rules, identify criminals
The city police are all set to use Artificial Intelligence (AI) for traffic management and real-time surveillance as part of the measures to improve public safety and law enforcement. This AI-driven system aims to address issues such as traffic enforcement and identification of criminals. In an interaction with The Hindu, Visakhapatnam Police Commissioner Shankabratha Bagchi said that one of the biggest challenges the urban police face is a shortage of personnel, especially in the traffic department. Traffic management comprises two core tasks — regulation and enforcement. While regulation involves regulating the flow of vehicles, enforcement is focused on identifying and penalising violations. 'On a daily basis, we find many traffic violations such as overspeeding, riding without helmets, not wearing seat belts, reckless and triple riding, minor driving, and overloading. Many of these lead to fatal accidents,' Mr. Bagchi said. 'Currently, the traffic police are engaged in manual checks and capturing photographs to generate e-challans against the violators. With an AI-based system in place, these tasks can be automated, allowing traffic personnel to focus more on regulation duties at major junctions,' he said. The new system will use Automatic Number Plate Recognition (ANPR) to detect violations and automatically generate e-challans. AI-powered traffic signals will adapt in real-time to the flow of traffic and coordinate across multiple junctions to reduce congestion. 'For instance, if a green signal allows traffic to pass through Hanumanthawaka Junction, the system ensures that vehicles will receive another green light at Venkojipalem Junction. This seamless coordination improves traffic flow and reduces waiting time,' Mr. Bagchi explained. He said that the IT companies working with the police are developing these real-time synchronisation features. In addition to improving enforcement and signal coordination, AI models will analyse traffic data to predict congestion patterns, suggest re-routing options during VIP movements or festivals, and help manage traffic more efficiently. Facial Recognition Cameras Another key feature of the initiative is the installation of Facial Recognition Cameras (FRCs) at major traffic junctions. These cameras will capture images of individuals and match them against databases from the National Crime Records Bureau (NCRB), State Crime Records Bureau (SCRB), and City Crime Records Bureau (CCRB). 'If a match is found with a criminal database, the system will instantly alert on-duty personnel, enabling quick and proactive response,' the Police Commissioner said. Several IT companies have presented the project to Visakhapatnam MP M. Sribharat, Collector M.N. Harendhira Prasad, and other top officials. Financial details are currently being finalised and will be submitted to the government for approval. 'Once approved, the system will be implemented in phases, beginning with the Beach Road stretch, followed by other key junctions along the NH-16. These locations will be equipped with multiple ANPR and facial recognition cameras offering 360-degree surveillance,' he said.

Smart signals in place, NMC begins installing AI-powered speed radars, ETInfra
Advt Advt The first phase of the ₹197 crore Integrated Intelligent Traffic Management System (IITMS) project underway, the Nagpur Municipal Corporation (NMC), through implementing agency Keltron, has now begun deploying AI-powered speed radar systems on the city's major roads. This comes after Keltron completed integration of IITMS at 10 of the 171 identified traffic junctions in the pilot installation of the speed radar system was completed on the busy Omkar Nagar Square–Manewada Square with radar sensors, ANPR (automatic number plate recognition) cameras, and high-intensity strobe flash units, the system is capable of detecting over speeding vehicles in real-time, capturing licence plates, and instantly transmitting data to the city's traffic control command centre "The radar system was successfully calibrated and integrated. Once a vehicle exceeds the speed limit, the system triggers the camera to capture high-resolution images of the number plate, even at night," said a senior Keltron AI-powered enforcement system is a major upgrade under the IITMS project, which aims to modernise traffic management , improve road safety, and bring down accident rates in the radar unit on the Omkar Nagar–Manewada stretch is the first of many planned across 32 major roads, where traffic volume and speeding are key concerns. At some junctions or routes, multiple radar units will be installed to cover both sides of the parallel, Keltron has also initiated the conversion of 50 traffic intersections under IITMS. This includes the installation of smart traffic signals , vehicle actuated systems, surveillance cameras, and real-time traffic data integration at each junction. These upgrades are part of the wider plan to cover all 171 junctions with intelligent radar and junction system is connected to the NMC's centralised traffic control room, allowing real-time monitoring, data collection, and automated violation civic officials, including the municipal commissioner, are likely to inspect the radar installation site soon.
