How consumers are responding to tariffs — and what CX leaders can do about it
Businesses and consumers looking for some clarity when it comes to the Trump administration's tariff policy will have to keep looking.
The Trump administration on Tuesday delayed some of its most severe reciprocal duties by August 1. But just a day prior, the White House sent letters to more than a dozen countries threatening to raise tariffs.
The uncertainty caused by tariffs is changing consumer behavior. Shoppers concerned about the state of the economy and the ability to fund their lifestyle are taking a defensive posture with their spending, according to Kate Muhl, VP analyst in Gartner's marketing practice. CX leaders need to meet them where they are and highlight the value that they're providing.
Consumers are scaling back spending, switching to store label brands, and reconsidering big purchases. A UserTesting survey of 4,000 people in the U.S., U.K. and Australia, released Tuesday, found that 2 in 5 are buying fewer products overall. A Gartner survey of nearly 400 people released this week, found 2 in 5 are looking to spend less.
The turmoil caused by tariffs is 'a play in two acts,' Muhl said. 'Act one: uncertainty. Everybody's freaked out. When they think about their future plans, they want to secure themselves. Act two is not just uncertainty — we actually have changes [like higher prices] on the ground.'
Currently, it's unclear how much prices are rising because of tariffs, but as more tariffs go into effect, prices for certain goods could rise, spurring more consumer reaction.
'As we get towards the end of the year, we're going to see potentially another round of behavior change and attitude change when we have the second act of this play,' Muhl said.
For now, the reaction has been pretty consistent throughout the spring and into the summer, Muhl said. 'The weight of uncertainty, the sense of negativity around the idea of tariffs, and I think most importantly the commitment to putting off big purchases — those have been pretty consistent from pre-Liberation Day to post.'
Over one-third of U.S. consumers are stressed by tariffs, and nearly one-quarter feel overwhelmed hearing about economic changes tied to shifting trade policies, according to UserTesting.
In general, saving money is top of mind at the moment. Over one-quarter of consumers globally are switching to generic or store-brand alternatives, UserTesting found. Another 20% are traveling less and 39% are reconsidering summer travel entirely. In the U.S., half of consumers reported switching to lower-cost alternatives, straining loyalty.
Gartner, too, found evidence of consumers looking to save money. Half of those surveyed said they would cook at home more often and 2 in 5 would trade down.
As shoppers look to save money without sacrificing quality, they'll do more research, especially on big purchases, Muhl said.
'We can expect on the journey that the consumers are going to be consulting more sources at the kind of inspiration and research phases of the journey,' Muhl said.
Many brands won't be able to reduce prices to attract customers, so Muhl encourages brands to stress the value of their products and services.
That includes providing a permission structure — 'more information about not just what the benefits of the purchase are going to be, but also how this is not going to bring additional risk into your life,' she said. In turn, 'people can give themselves in some sense permission to make that purchase.'
A shoe company, for example, might prominently display a quote from a customer about how its sandals are long lasting, timeless or require no break-in period. A shopper might then be more reassured that the sandals are high quality and that they won't regret purchasing a pair.
'In addition to finding ways along the journey to to signal value, which is to say you're getting a lot for the money you're spending, we have to also start to incorporate more signals of future value,' Muhl said.
'So it's not just what a great price you're getting for this shoe, it's that this shoe is durable,' Muhl continued. 'This shoe is going to go with everything in your wardrobe. This shoe is classic or timeless — things that signal along the way that this is not just going to be a good deal today, but that it's going to serve you later as well.'
And as tariffs take hold and prices rise, UserTesting urges brands to be transparent about pricing changes. Nearly three-quarters of consumers say transparency about pricing changes are critical to maintaining trust.
'Consumers understand that price hikes may be out of a company's control,' Bobby Meixner, VP of solution marketing at UserTesting, said in a prepared statement. 'What they're looking for is honest, upfront communication — and they're making purchase decisions based on it.'

Bid to make HMO lawful that 'plays crucial role providing affordable housing' in city
An application has been submitted to Newport City Council for a lawful development certificate for a house in multiple occupation (HMO). The planning application was submitted by Mr Fernando Enrique Mendoza Contreras on June 6 this year for a lawful development certificate for a long-standing HMO at 4 Fields Road in Newport. Mr Mendoza Contreras said: "The HMO plays a crucial role in providing affordable housing for students, young professionals, and individuals referred by local authorities." "No complaints have been received from neighbours since 2018. "We manage tenancy agreements properly, maintain strong community relations, and support tenants in achieving their personal goals." Upon consultation with local authority representatives, Mr Mendoza Contreras was advised to apply for a lawful development certificate to clarify the legal use of the property. In support of the application, the applicant has submitted a copy of his Rent Smart Wales landlord licence which was granted on June 19, 2018, and was valid until June 18, 2023, with the property now under the care of an estate agent. The licence confirms his compliance with the Housing (Wales) Act 2014 and adherence to the national Code of Practice. No objections have been reported as part of the application to date. A decision from Newport City Council is pending.

Derby gets tough on HMOs after refusal on 'free-for-all' estate
Plans to move more residents into a 'filthy' Derby estate have been quashed after it was claimed the number of HMOs in the area had 'gone too far'. More than 50 people signed a petition against plans for another house of multiple occupation (HMO) to be allowed in the New Zealand ward. The plans submitted called for a rear extension so a property could house six individual occupants on Howe Street. The street is part of an estate where there are serious concerns regarding its appearance, fly-tipping, bins left on streets and parking. The rejection is one of the first signs seen publicly that Derby City Council is getting tougher on HMOs after long campaigning, which triggered new rules to come into force. Earlier this year a new Article 4 Direction came into force following major concerns that a high concentration of HMOs were causing problems such as fly-tipping and parking. The Article 4 direction, which was approved by the Government, aims to give Derby City Council more control and powers in regulating HMOs. Before the new rules came in, any HMO of up to six occupants was allowed as permitted development. But now those of any size within certain areas must require planning permission. Howe Street resident Sally Bareham told the planning committee the area was 'filthy and neglected' and another HMO was not needed. She said: 'We have 86 private landlords in the area, mainly short-term lets vacating regularly, leaving messes. Unless you live here you can't imagine how depressed we are watching more family homes being sold cheaply to landlords because the area is so filthy and neglected.' ICE Agents in Despair Under Stephen Miller's Impossible Orders
A new report from The Atlantic's Nick Miroff finds morale at Immigration and Customs Enforcement is suffering as the agency, under the direction of President Trump and Homeland Security adviser Stephen Miller, targets undocumented immigrants who haven't committed crimes. While the Trump administration may claim its deportation campaign prioritizes violent criminals and gang members, in reality, it has focused on arresting noncriminals, evidently to hit quotas passed down by Trump and Miller. And while the administration may claim ICE agents are happier than ever, Miroff's report—based on conversations with 12 current and former ICE personnel—shows that the change is frustrating many agents and officers. One ICE veteran finds the job so 'infuriating' that the agent is considering quitting. 'No drug cases, no human trafficking, no child exploitation,' said the agent, who complained about having to focus instead on 'arresting gardeners.' A former agent told Miroff that 'morale is in the crapper,' and 'even those that are gung ho about the mission aren't happy with how they are asking to execute it—the quotas and the shift to the low-hanging fruit to make the numbers.' Another former ICE official suggested that this shift is vindicating criticisms the agency has faced in the past, observing, 'What we're seeing now is what, for many years, we were accused of being, and could always safely say, 'We don't do that.'' One of Miroff's interviewees was Adam Boyd, a young attorney who resigned from the agency's legal department because it's no longer focused on 'protecting the homeland from threats.' Instead, he said, 'It became a contest of how many deportations could be reported to Stephen Miller by December.' Boyd told Miroff: 'We still need good attorneys at ICE. There are drug traffickers and national-security threats and human-rights violators in our country who need to be dealt with. But we are now focusing on numbers over all else.' One former ICE official said that there are now 'national-security and public-safety threats that are not being addressed,' as the agency moves staff from its Homeland Security Investigations division, focused largely on transnational crime, to its Enforcement and Removal Operations division—a move that many perceive as retaliation for HSI in recent years distancing itself from the agency's deportation arm. When Miller issued his demand for 3,000 arrests per day, he reportedly steamrolled any veteran officials who dared to speak up about its impracticality, which has led many to keep silent since then for fear of drawing his ire, Miroff writes. This means that 'no one is saying, 'This is not obtainable,'' an ICE official told him. 'The answer is just to keep banging the [ICE rank-and-file] and tell [them] they suck. It's just not a good atmosphere.'
