Bid to make HMO lawful that 'plays crucial role providing affordable housing' in city
The planning application was submitted by Mr Fernando Enrique Mendoza Contreras on June 6 this year for a lawful development certificate for a long-standing HMO at 4 Fields Road in Newport.
The application seeks legal recognition of the property's use as a C4-class HMO.
Mr Mendoza Contreras said the property has operated as a HMO since at least October 12, 2013.
This is before the introduction of Class C4 under Welsh planning regulations in 2015 and well before Mr Mendoza Contreras acquired the property in 2018.
The applicant said the property is run responsibly, with shared facilities and private rooms for tenants.
Weekly safety inspections are carried out by an estate agent, and the property complies fully with housing and safety regulations.
Mr Mendoza Contreras said: "The HMO plays a crucial role in providing affordable housing for students, young professionals, and individuals referred by local authorities."
"No complaints have been received from neighbours since 2018.
"We manage tenancy agreements properly, maintain strong community relations, and support tenants in achieving their personal goals."

The application was prompted by a mortgage lender's request for planning documentation.
Upon consultation with local authority representatives, Mr Mendoza Contreras was advised to apply for a lawful development certificate to clarify the legal use of the property.
In support of the application, the applicant has submitted a copy of his Rent Smart Wales landlord licence which was granted on June 19, 2018, and was valid until June 18, 2023, with the property now under the care of an estate agent.
The licence confirms his compliance with the Housing (Wales) Act 2014 and adherence to the national Code of Practice.
No objections have been reported as part of the application to date.
A decision from Newport City Council is pending.

Why does this city have so many empty shops?
It may be Bradford's City of Culture year but, according to a report from the Centre for Cities, the city has more empty shops than nearly every city in the UK, and double those in London and Cambridge. The think tank report claims Newport, Bradford and Blackpool have the highest retail vacancy rate, while London, Cambridge and Oxford have the lowest. So, why is the city so empty, what is being done about it and is UK City of Culture 2025 the boost Bradford needs? John Varey and his family have been running Blossoms Florist from a unit in Market Street for nine months. "It started off as a florist but we're evolving to fit in with the Bradford community," he says. "We're also opening up in Darley Street Market. We're opening a plant emporium up there [and] this shop here is going to be turned into a flower cafe. We're evolving." He suggests the city's empty shop problem could be minimised if the council took more of a role in deciding which businesses were based in which units. "If all these businesses were owned by Bradford Council it wouldn't end up like this," he says. "Because they're privately owned and the guys who own the businesses just want to fill them, they don't care what gets in them. If we had control of what goes in here and the council could sign it off, you stand a better chance." But he adds the City of Culture year has been a boost, and he hopes the city can build on the momentum. He says: "Ever since the City of Culture signs have gone up, we're getting quite a lot of tourists coming in here and we're changing things into gifts for tourism promoting Bradford. "Bradford Council has done an excellent job. What they're doing now is not for today as such. Rome wasn't built in a day. Bradford wasn't built in a day. But it's evolving. "This year is a good standard now to build on." Jonny Noble, chief executive of Bradford BID, says the news that Bradford has a lot of empty shops is not exactly new for those who know the city. "I've lived in Bradford all my life and it has been recognised for some time to be honest," he says. "We've got a lot of not fit-for-purpose retail. In the 1980s and 1990s, obviously Bradford was much more vibrant, shall we say, than it might be classed as now, or the retail scene, generally, in the UK was." Independent retail expert Catherine Shuttleworth agrees. "The landlords of Bradford have got to get real and rethink the space, invest in it, and the council have got to work with the landlords to make it somewhere attractive for people to come and open shops," she says. "Fundamentally, for a modern retailer, you need easy access. "You need air-conditioned shops, you need buildings you can get in and out of, and you need footfall." The report backs their claims, advising one of the reasons Bradford has a high rate of vacant units is too much space. On Thursday morning in the Kirkgate Centre - which is earmarked for demolition but is yet to have an exact date - there are empty units everywhere. And in the Broadway shopping centre, though busier, there are a considerable number of empty shops. A number of retailers, who did not want to speak on the record, say this is because the Broadway rents are too high and the closure of the Kirkgate Centre is affecting the businesses in that area of the city. Mr Noble says BID does its own research into vacancy rates, and that number is starting to drop. "I don't really like the phrase shrinking the city centre, but it's making it fit for purpose and making sure the right offers are there," he says. "We had far too much not fit-for-purpose space that was never going to be brought back into use [as] retail space and, with changing shopping habits, we need an experiential offer where people can touch and feel and smell and see." He says the city needs to shift away from mainstream retailers. "Retail used to be everything. You'd look down every street around the country and see all the same signs. Well, that is not happening anymore. "One thing I would be really keen to see is more independents - they are the life and soul of a city centre." Si Cunningham, chairperson of Bradford Civic Society, says the drop in retail is to do with online shopping. "There's an issue with wider national and international trends and retailers are not needing as many branches anymore, so they are consolidating the bricks and mortar branches into bigger regional centres. "We do risk cities like Bradford, that are not regional centres, losing out because of that, but that probably highlights why it's important for Bradford to have a really strong independent offer." Ms Shuttleworth believes part of Bradford's problem is its close proximity to Leeds and out-of-town retail hubs. "We've seen some really high-profile names pull out of Bradford, particularly Marks & Spencer. I think the reason for it is the provision of shopping outside of town," she says. "Places like Leeds' White Rose Shopping Centre pull a lot of people in from Bradford. "These are easy places to go to, easy places to get in and out of. Bradford's really hard to get in and out of. "Leeds has a fantastic retail offer and is super easy to access either by bus or train." Mr Cunningham says the answer is fewer shops, more restaurants and more culture. "We need to make sure we're promoting things like food and drink and cultural experiences rather than retail," he says. "If we just follow the retail trends internationally then we're always going to end up with high vacancy rates." Mr Noble says that shift is already under way, with the opening of Darley Street Market and more cultural venues across the city, such as Loading Bay and Bradford Live. "We've got a fantastic offer and the place has never looked as good as it currently does," he says. "I am absolutely confident that vacancy rates will drop significantly over the next couple of years and get back to where we feel we should be." 'Hotel guests were stripping beds to find our label and recreate quality sleep at home'
It is not often that a managing director secures the role via an initial Instagram giveaway, but this is the unusual path which befell Catherine Morris. During a corporate career with Nestlé ( and bringing up two small children, a sleep-deprived Morris had entered a social media competition for two 100% cotton thread count pillowcases and, 11 years on, still uses the same winning set. After researching the brand further, she applied for an interview and was hired six months later by Hertfordshire-based Tradelinens, which has over 80 years serving the luxury hospitality sector. Read More: 'My sofa took six months to arrive — so I built a £20m business' With a background in marketing and corporate communications, Morris then saw an opportunity to branch out further to consumers and bring hotel bedding to domestic households. 'When you are in a business for so long it sometimes takes a fresh pair of eyes to see an opportunity waiting to be grown,' she says. 'Hotel guests were literally stripping beds after night stays looking for the label and being very inventive at trying to find us. We were facilitating the orders on the side and it became clear we needed an outlet for people. Why wouldn't people want to replicate the same at home?' Morris, 45, could sense an opportunity to tell "the sleep story" to consumers and in 2014 founded bedding brand Tielle under its B2B sister company. Tradelinens' 74-year-old founder, Robert Lancaster Gaye, still works part-time for Morris, having originally started out as an architect before pivoting into selling luxury bedding. Read More: Meet Furl, the space-saving furniture specialists 'I realised as part of my previous life, marketing bottled water at Nestlé, that it would require the same kind of storytelling and getting underneath the product,' adds Morris. 'That's what 20 years of marketing does for you.' Morris took on the MD role at Tielle nine months before COVID. 'It was the biggest challenge but one of the best things that could happen to my career,' she admits. 'There wasn't an MD who had the playbook when half your customers are closed and half your team is on furlough.' Morris, who studied photography and media at De Montfort University in Leicester, argues that being in tune with company finances, supply chains and her small team saw Tielle pivot quicker into B2C than larger businesses when its hotels closed. The company saw a 49% increase in orders during November 2020. Tielle's products are largely produced from mills in Coimbatore, southern India, with its feather and down products from the UK, and towelling from Turkey and Portugal. Its linen is also exclusively white. 'There is a move into people wanting pieces that will last,' Morris says of the consumer uptick. 'The backlash around fast fashion and the mood change around sustainability has been a great thing for Tielle.' Read More: 'It was scary writing a £80k cheque for our sparkling rhubarb idea' Working with some of the world's most famous five-star hotels, including The Dorchester and The Savoy, as well as interior designers across the globe, Morris believes the company is now seeing the benefits of a tried and tested marketplace, with consumers now investing in quality pieces for sleep and wellbeing at home. Morris is also investing into wellbeing at Tielle, where 85% of its staff are female. 'I was fortunate in my twenties to work for Nestlé and with that came a very distinct style of leadership and corporate mentality,' she says. 'Once I had a young family the notion that the fewer hours you get the more productive and successful you can be fell by the wayside. I knew I wasn't giving the best to any part of my life." As MD, she now prioritises a combination of flexible working, wellbeing programmes and a lunchtime walking club. Morris has a low turnover of staff but a company that continues to grow year-on-year. Tradelinens' turnover for last year was £4.2m. 'I trust my team implicitly," she adds. "It doesn't need to be the number of hours that people are staying in the office that equates to business success. I see myself as an empathetic leader but very, very competitive in terms of wanting to do well.' "I did the 5am club until my late thirties. It's not realistic for my body in my 40s but if it works for someone else, great – people need to trust their gut and do what works for them. I thought I was doing myself a favour and would give myself a pat on the back. I got up at 4:15am, ran 5km, then went to the gym and came back to spoon Weetabix into my children. But I realised I needed to restructure my day, as by the afternoon I wasn't firing on all cylinders. Shifting it up has been really important. I implemented a four-day week and connected with other staff in the company who felt the same — launching a countryside walking club, combined with a daily 8am pilates class before work." How long does it take to turn £20,000 into a £1,500 a year second income?
Turning £20,000 cash into a £1,500 annual second income requires a return of 7.5% a year. And there are a number of FTSE 100 stocks that can make this happen almost immediately. These are shares in companies that are big, well-established, and have been around for a long time. And in some cases, they're still growing even today. One of the nice things about the FTSE 100 is there are a number of stocks with high dividend yields. So investors looking for a 7.5% yield don't have to risk it all on just one company. There are life insurance firms, tobacco businesses, housebuilders, and mining companies. These are from different industries and have operations all around the world. With a bit of weighting, it's possible to build a reasonably well-diversified portfolio of FTSE 100 stocks that offers a 7.5% dividend yield. But dividends are never guaranteed and companies can – if they want to – decide to reduce, suspend, or cancel returns to investors. One example is Taylor Wimpey (LSE:TW) — the stock I think investors interested in FTSE 100 housebuilders should be looking at. The company's profits tend to fluctuate quite a bit as changes in interest rates affect demand for mortgages – and therefore, houses. This shows up in the company's sales and profits. Since 2022, both revenues and earnings per share have fallen and it's no accident this has coincided with a period of higher interest rates. Unusually however, that's not the main thing for Taylor Wimpey shareholders to pay attention to. The firm's dividend policy's based on its net assets, rather than the cash it generates. That makes it a more resilient income stock than some other UK builders. But it doesn't protect the dividend indefinitely – and May's distribution was lower than the previous year. This is why investors – even ones focused primarily on passive income – need to consider a company's long-term prospects. And there are reasons to be optimistic about Taylor Wimpey. Most obviously, it operates in a market where demand's set to be strong for a long time. The UK has a big shortage of housing and this isn't going to change any time soon. The dividend might be higher or lower in any given year, but I expect the fluctuations to be less dramatic than some of its competitors and that makes it worth considering. High dividend yields are, as a rule, a sign investors are concerned about the company's long-term prospects. And while I think this can be justified, Taylor Wimpey looks unusually resilient to me. In general, the FTSE 100's made up of businesses that have been around for a long time. And that means they are – by definition – relatively successful. There are always things that can go wrong and some stocks are clearly riskier than others. But the UK stock market's where I think investors trying to generate a second income should look.
