Integrity must be embedded in all levels of Sabah's administration – Tun Musa
KOTA KINABALU (June 21): Integrity must be upheld across all levels of administration and leadership in Sabah to maintain public trust in government institutions, said Yang Dipertua Negeri Tun Musa Aman.
He said it is his aspiration to see the state governed with integrity, accountability and wisdom, supported by sustainable development plans that prioritise the people's well-being.
'I believe with strong leadership and the support of the people, Sabah will continue to grow and prosper,' he said in a special address in conjunction with his 74th official birthday here on Saturday.
He delivered the address at the 2025 Sabah Investiture Ceremony at Istana Seri Kinabalu, where 60 individuals received state awards, medals and honours.
Also present were Chief Minister Datuk Seri Hajiji Noor and other state leaders.
Justice of the Peace (JP) title to senior lawyer and Society of Hope Sabah president Josephine Hadikusumo.
Tun Musa emphasised the need to strengthen development efforts to ensure sustainable and inclusive progress, through close cooperation between the government and the people.
He also stressed the importance of addressing global challenges through progressive approaches, including the promotion of technological innovation, development of quality human capital, and the building of a resilient economy.
'Building a dynamic and competitive society is crucial to ensuring the long-term sustainability of the state's development,' he said.
He further called for continued unity among the people, describing it as the foundation for peace and progress in Sabah.
Tun Musa also commended Chief Minister Datuk Seri Hajiji Noor and his Cabinet for their commitment to advancing the state in line with a more inclusive and sustainable development agenda.

Sabah Rural Development Minister Datuk Jahid Jahim led Saturday's honours list after being conferred the Seri Panglima Darjah Kinabalu (SPDK), which carries the title 'Datuk Seri Panglima'.
Businessmen Datuk Ahmad Fuad Md Ali and Datuk Albert Lim Yu Ming were also awarded the SPDK.
A total of 37 individuals received the Panglima Gemilang Darjah Kinabalu (PGDK), which confers the title 'Datuk'. Among the recipients were Deputy Minister of Domestic Trade and Cost of Living Dr Fuziah Salleh and Kapayan assemblyman Jannie Lasimbang.
Other PGDK recipients included Senator Anna Bell@Suzieana Perian, Sabah Parks director Dr Maklarin Lakim, Amanah Sabah chairman Lahirul Latigu, Kota Kinabalu High Court Judge Alexander Siew How Wai, Sabah Special Branch chief SAC Abdul Rahman Ishak, State Health director Dr Maria Suleiman, and veteran journalist Emin Madi of Malaysian National News Agency (Bernama) Sabah Bureau.
The first session of the investiture ceremony also saw five individuals receiving the Ahli Setia Darjah Kinabalu (ASDK), four each receiving the Ahli Darjah Kinabalu (ADK) and Bintang Setia Kinabalu (BSK), and six receiving the Justice of the Peace (JP) title.
Earlier, Musa, accompanied by his wife Toh Puan Faridah Tussin, attended the parade held in conjunction with the official birthday celebration of the Yang Dipertua Negeri of Sabah at Padang Merdeka.-Bernama

Sabah launches first Disaster Command Centre in Malaysia
Hajiji launching the State Disaster Command Centre. KOTA KINABALU (July 2): Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor launched the State Disaster Command Centre (SDCC), the first such centre in Malaysia funded by the National Disaster Management Agency (NADMA). 'Developed jointly by the State Disaster Management Community and the National Disaster Management Agency (NADMA), the SDCC would ensure swifter and more coordinated actions in the event of a disaster,' said Hajiji at the opening ceremony of the SDCC at Menara Kinabalu, near here on Wednesday. Located on the fourth floor, Block A Menara Kinabalu, the SDCC will serve as an integrated platform to coordinate the actions of security and rescue agencies, NGOs and research bodies during disasters. The SDCC is equipped with the latest information and communication technology, including a video conferencing system and a comprehensive database for gathering and analysing disaster information. The RM750,000 centre took eight months to be completed. Present were Minister of Science, Technology and Innovation Datuk Ariffin Arif, NADMA Deputy Director General Datuk Dr Abdul Gapar Abu Bakar, State Secretary Datuk Seri Panglima Sr Safar Untong, Sabah Commissioner of Police Datuk Jauteh Dikun, State Internal Affairs and Research Secretary Datuk Ag Shahminan Ag Sahari as the State Disaster Management Committee secretariat and Malaysia Civil Defence Sabah director Mohd Yusoff Samad.

Federal court rules in favour of LHDN over RM1.8bil tax appeal against TNB
PUTRAJAYA: The Federal Court on Wednesday (July 2) allowed the Inland Revenue Board's (LHDN) appeal to reinstate an additional tax assessment of RM1.8bil against Tenaga Nasional Berhad (TNB) for the 2018 assessment year. A five-member panel chaired by Court of Appeal President Tan Sri Abang Iskandar Abang Hashim unanimously overturned the earlier decisions of both the High Court and the Court of Appeal, which had ruled in favour of TNB and quashed the LHDN's tax assessment. The other members of the panel were Federal Court judges Tan Sri Nallini Pathmanathan, Datuk Zabariah Mohd Yusof, Datuk Rhodzariah Bujang, and Datuk Abu Bakar Jais. No order as to costs was made, with the court noting that the matter involved issues of public interest. Delivering the court's judgment, Justice Rhodzariah held that TNB's claim for reinvestment allowance (RA) under Schedule 7A of the Income Tax Act 1967 (ITA) was misconceived and not in accordance with the provisions of the Act. She added that TNB ought to have applied for an investment allowance under Schedule 7B of the ITA, rather than seeking RA under Schedule 7A. She explained that the legislative intent behind Schedule 7A was to incentivise manufacturing companies to reinvest in their existing operations in Malaysia. In contrast, Schedule 7B provides for investment allowance incentives specifically tailored to companies in the services sector, as approved by the Minister of Finance. Justice Rhodzariah further noted that TNB is authorised to impose a service charge under the Service Tax Act 2018, which reinforces its status as a service provider. As such, the court found that TNB falls within the ambit of the services sector and is therefore subject to Schedule 7B, not Schedule 7A. The LHDN argued that TNB, as a utility provider, does not qualify as a manufacturer and is thus not entitled to the RA granted to entities engaged in manufacturing activities. On July 21, 2020, TNB filed a judicial review application seeking, among others, to quash the LHDN's decision dated July 13, 2020, which had disallowed its RA claim amounting to RM1,812,506,384.64. The company also sought a declaration that it was entitled to claim the RA under Schedule 7A of the ITA. TNB had included its RA claim for the year of assessment 2018 in its tax return. However, the LHDN informed the company that the claim had been disallowed in a letter dated July 3, 2020. Subsequently, on July 13, 2020, the LHDN issued a notice of additional assessment against TNB for RM1,812,506,384.64 in tax. TNB then initiated judicial review proceedings to challenge the assessment. In February 2022, the High Court allowed the application and set aside the LHDN's additional assessment for the year 2018. The Court of Appeal, in a decision delivered in May 2023, affirmed the High Court's ruling. Despite the dispute, TNB has already paid the assessed sum. At Wednesday's hearing, the LHDN was represented by Datuk Dr Cyrus Das and senior revenue counsel Ashrina Ramzan Ali, while counsels Datuk D. P. Naban and S. Saravana Kumar appeared for TNB. - Bernama
