UAE showcases its experience in developing legislative framework for competition protection at 6th Arab Competition Forum in Iraq

The United Arab Emirates, represented by the Ministry of Economy and Tourism, participated in the 6th Arab Competition Forum held in Baghdad, Iraq, under the theme 'Competition Law Enforcement in the Arab Region.' The delegation engaged in high-level discussions aimed at strengthening collaboration with Arab competition authorities, with a particular focus on recent market developments – especially in mergers and acquisitions M&As, cross-border anti-competitive practices, and regulatory frameworks.
The forum served as a significant platform to explore the pivotal role of competition policy in fostering innovation and attracting foreign investments. It underscored the importance of establishing institutions for competition and strengthening investigative capacities in line with global best practices. Through a series of engaging discussions, participants explored key topics such as the enforcement of competition law, the transformative impact of technology on markets, and strategies for improving coordination among Arab competition authorities. Additionally, the event highlighted successful experiences and best practices from member states.
In his keynote address at the forum, Mohammed Sultan Janahi, Director of the Competition Department at the UAE Ministry of Economy and Tourism, highlighted the UAE's pioneering efforts in establishing a robust legislative framework to safeguard competition. 'By aligning with global best practices, this framework fosters fair business practices, drives sector-wide productivity, and reinforces the UAE's position as a highly competitive and attractive destination for both regional and international investors,' he added.
The Federal Decree-Law No. (36) of 2023 on Competition Regulation marks a transformative advancement in the UAE's competition protection framework. This landmark legislation significantly strengthens the legal system's autonomy while broadening its jurisdictional reach to encompass all activities affecting UAE markets – including cross-border operations and digital marketplaces.
The new law reaffirms the UAE's commitment to aligning with global best practices by limiting exemptions exclusively to fully government-owned entities that play a vital role in the national economy. To ensure effective implementation, the Ministry of Economy and Tourism, in partnership with key government stakeholders, will conduct a nationwide series of workshops in 2025, engaging judicial authorities, local economic departments, legal experts, and private sector representatives. These initiatives aim to deepen understanding of the new legislation and its compliance requirements, directly supporting the 'We the UAE 2031' vision.
In this regard, Cabinet Decision No. (3) of 2025 concerning the thresholds for notification of economic concentration operations reinforces the role of the Ministry of Economy and Tourism in monitoring and supervising economic concentration activities of establishments in the country, ensuring compliance with fair competition rules. This is achieved by specifying the thresholds and controls related to dominant positions and the obligatory notification of economic concentration operations implemented under the Competition Regulation Law. These measures are designed to strengthen fair competition, ensure market stability, deter monopolistic practices, and promote market access for new entrants – an essential step given that the UAE is home to over 1.1 million companies and economic institutions.
The Cabinet's decision establishes clear notification thresholds based on two key financial criteria: when the combined annual local sales of the parties in the relevant market exceed AED 300 million in the preceding fiscal year, or when their aggregate market share surpasses 40 per cent of total transactions in that market. To ensure thorough evaluation, the review period for such transactions has been extended to 90 days, allowing for comprehensive technical and economic analysis.
The UAE will host the 7th Arab Competition Forum in 2026, which is one of the most important regional platforms dedicated to enhancing Arab and international cooperation in the field of competition protection and anti-monopoly efforts. This forum supports the objectives of the 'The UAE Charter of Economic Principles,' which aims to build a competitive national economy that provides a thriving business environment filled with opportunities and possibilities.

El-Sisi reviews key AOI projects in civilian and defence industries

President Abdel-Fattah El-Sisi on Monday followed up on the progress of implementing key activities and projects at factories and companies affiliated with the Arab Organization for Industrialization (AOI) in the fields of civil and defence industries. In a meeting with the Chairman of the Board of AOI Major General Mokhtar Abdel-Latif, El-Sisi was briefed on AOI's strategic framework focusing on enhancing local manufacturing, localizing modern technology, and partnering with leading local, Arab, and global companies to transfer expertise and develop national industries, thereby strengthening Egypt's position as a leading regional industrial power. Presidential spokesperson Ambassador Mohamed El-Shennawy stated that this strategy is pursued through several principal axes, including modernizing production lines in line with the Fourth Industrial Revolution to enhance manufacturing and technological capacities. It also includes qualifying and training human resources to keep pace with rapid technological changes, ensuring high standards of quality and efficiency, and supporting technical research in collaboration with research institutions. The strategy also focuses on deepening military industries manufacturing to meet the demands of the armed forces and export markets. It introduces new industries to cater to the needs and demands of both local and foreign markets. The official spokesperson noted that the meeting reviewed the developments in the civil industries undertaken by the organization, including transportation means, electronics, manufacturing of telecommunications towers and high-voltage electricity towers, design and manufacture of water pumps and sewage systems, water and sewage treatment plants, manufacturing of pipes for water, sewage, and natural gas, clean energy, wood industries, and medical industries. In this context, Abdel Latif mentioned that starting this year, in cooperation with the global Stellantis Group, production of the Citroën C4X car has begun on the production lines of the Arab American Vehicles (AAV) company, targeting an annual production rate of 7,000 vehicles and a total of 28,000 cars over four years. He added that the organization has also begun production of the new Jeep Cherokee, starting in September 2024, at an annual rate of 1,500 cars, and the Toyota Fortuner 4x4, at an annual rate of 1,200 vehicles. He explained that the organization is working on expanding local manufacturing of transportation means and, in the field of electronics, aims to add new production lines for laptops, tablets, mobile phones, prepaid electricity meters, and routers. The spokesperson also said that the Chairman reviewed the organization's efforts in the field of clean energy, particularly in producing solar panels using the latest technologies, including a project to establish a solar power plant connected to the government grid in Uganda, as part of the Egyptian initiative for Nile Basin countries. The Chairman also reviewed the most important new civil projects the organization is implementing, as well as the development of e-marketing tools and mechanisms within the organization in cooperation with specialized entities to promote products and services and expand the customer base through innovative digital platforms that align with market trends locally, regionally, and the requirements of digital transformation. He also reviewed the efforts made by the organization to qualify human resources through the Arab Institute for Advanced Technology, the AOI Academy for Engineering Training, the Helwan Academy for Technical Education, the Technical Secondary School for Dual Education and Training, and the Welding Academy in Helwan in cooperation with the International Institute of Welding in Italy. The spokesperson added that the President commended the organization's efforts in various fields. El-Sisi stressed the need to continue its endeavours aimed at increasing production and reducing prices to achieve competitiveness, deepen local manufacturing, localise advanced technology, and develop local supply chains to ensure the production of components with global quality and reduce reliance on imports, especially in vital sectors. The President also emphasized the importance of continuing ongoing coordination and fruitful, constructive integration between ministries, the private sector, and various Egyptian industrial bodies to achieve industrial harmony and optimize the exploitation of national manufacturing capabilities. Kuwait's Crown Prince, Egyptian minister discuss strengthening cooperation

Kuwait's Crown Prince, Sheikh Sabah Khaled Al-Hamad Al-Sabah, on Monday met with Egypt's Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, Kamel El-Wazir, to discuss strengthening cooperation between the two countries. The meeting was also attended by Kuwait's Minister of Public Works and Transport, Noura Al-Mashaan, and the Egyptian ambassador to Kuwait, Osama Shaltout. In a statement, the Egyptian transport ministry said Sheikh Sabah welcomed the Egyptian minister on his visit and praised Egypt's role in supporting various Arab issues and the wisdom of its leadership under President Abdel Fattah al-Sisi. The Crown Prince affirmed that the visit reflects the fraternal relationship between Kuwait and Egypt and the keenness of both countries' leadership to increase joint cooperation. He said Kuwait always welcomes Egyptian participation and cooperation in various fields. For his part, El-Wazir conveyed greetings from President Sisi to Kuwait's Emir, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, and to the Crown Prince. He highlighted the strong and historical positions of the two countries and noted President Sisi's visit to Kuwait in April 2025 and Prime Minister Mostafa Madbouly's visit in February 2025. The Egyptian minister said that President Al-Sisi had directed efforts to increase joint cooperation with Kuwait in all fields. He reviewed the developments in the Egyptian economy, Egypt's efforts to improve the investment climate, and the major national projects implemented by the country, particularly in the transport sector. El-Wazir added that a delegation of 17 Egyptian companies specialising in infrastructure and mega-projects, which accompanied him to Kuwait, is interested in cooperating with the Kuwaiti side in implementing development and infrastructure projects planned by the Kuwaiti government. He stressed that they could offer very suitable prices, high-quality standards, and timely execution in line with Kuwaiti priorities. He also pointed to promising investment opportunities in Egypt, especially in seaports, dry ports, and logistic zones, as well as in the industrial sector, which he said could be a strong starting point for joint cooperation.
