
What F-16 Loss Means For Ukraine's Air Power

Ukraine's air force on Sunday confirmed that a third Ukrainian F-16 fighter pilot had been killed in action, a unwelcome blow for a military with a limited number of fourth-generation Western jets and a small pool of pilots trained to fly them.
Lieutenant Colonel Maksym Ustimenko intercepted seven incoming Russian air targets in his F-16 jet before his aircraft was damaged and started to lose altitude, Ukraine's air force said in a statement on Sunday.
He is the third known F-16 pilot to be killed while operating the U.S.-made aircraft, which Ukraine has been using for little under a year.
Kyiv had long clamored for donations of the Lockheed Martin-manufactured F-16s to boost its Soviet-era aircraft while staring down Russia's more advanced — and much more numerous — fleet that has taken far fewer hits in the war than Moscow's land forces.

But Kyiv has not yet received all of the aircraft promised to its military, and fully-trained pilots are in short supply, despite intensive rounds of training abroad.
"With such intense fighting, losses are to be expected," an official with Ukraine's air force, Colonel Yuriy Ignat, said during an interview with the country's Ukrainska Pravda outlet, published in early June.
Losing aircraft is "always part of air warfare, and while individual cases should never be decisive, attrition hurts," said Frederik Mertens, a strategic analyst with Dutch think tank, TNO. Losing pilots is also a painful prospect, he told Newsweek.
In late August, just weeks after Kyiv confirmed it was operating the first of its donated jets, Ukraine said Oleksiy Mes — a famed pilot also known by his call sign, Moonfish — had died while "repelling a massive Russian combined air and missile attack."
A second F-16 was shot down over the northeastern Sumy region in mid-April this year, killing its 26-year-old pilot, Pavlo Ivanov.
The following month, the air force said it had lost communication with an F-16 intercepting Russian attacks, but that the pilot had managed to eject from the aircraft. Search and rescue teams quickly located and evacuated the pilot, the military said.
Ukrainian President Volodymyr Zelensky said on Sunday he had ordered a full investigation into Ustimenko's death. Ustimenko "mastered four types of aircraft, and his record includes truly significant achievements for Ukraine," the Ukrainian leader said in his evening address.
All three Ukrainian F-16 pilots killed while operating the jets were posthumously made Heroes of Ukraine, the country's highest honor.
Kyiv's military reported in the early hours of Sunday that Russia had launched hundreds of drones and decoys at the country overnight, as well as various different types of missiles. Ignat told Newsweek it was the highest number of aerial threats recorded since the start of the full-scale war in February 2022.
Russia's Defense Ministry said in a statement it had launched a "massive strike with high-precision long-range air, sea and land-based weapons," including Kinzhal missiles, targeting Ukraine's military industry and the country's oil refineries. Andriy Yermak, Zelensky's chief of staff, said Moscow had "struck energy facilities, infrastructure, and residential areas."
Ukraine has repeatedly used its F-16 fighter jets, as well French-made Mirage 2000 aircraft Kyiv received in early 2025, to intercept Russian attacks on the country.
"This loss and earlier losses clearly point at the dangers of intercepting low-flying targets at close range with low-flying aircraft," Mertens said, adding the drive to "do the utmost and take serious risks" when in the air can be especially strong when trying to shield civilians and residential buildings.
It's not clear exactly how many of the approximately 85 F-16s committed by Denmark, the Netherlands, Norway and Belgium are now being used by Ukraine.
Rustem Umerov, Ukraine's defense minister, said in February that Denmark had "already delivered most of the promised F-16s, with the remaining ones to arrive soon." Umerov's Danish counterpart, Troels Lund Poulsen, said shortly after that Copenhagen had transferred 12 out of the 19 jets it had promised Ukraine.
It's not immediately apparent whether the remaining seven jets have been delivered. Newsweek has reached out to the Danish Defense Ministry for comment via email.
The Dutch defense ministry said in late May that the last of its 24 pledged F-16s had left the country, bound for Ukraine.
Norwegian Defense Minister Tore Sandvik told the country's state-run NRK broadcaster in mid-May that Oslo would finish transferring F-16s to Ukraine by the end of 2025, but refused to confirm how many jets had already been donated.
Norway has officially confirmed it will send six F-16s by the end of 2025. Newsweek has contacted the Norwegian Defense Ministry for comment via email.
Then-Belgian Foreign Minister Hadja Lahbib told domestic broadcaster RTL in May 2024 that Belgium would deliver 30 F-16s to Ukraine by 2028. Belgian Prime Minister Bart De Wever said in March this year that the F-16 transfers to Ukraine were on hold until 2026, a delay blamed on hiccups to the delivery of Brussels' replacement F-35 fifth-generation jets. Standing next to Zelensky during a press conference in April in the Ukrainian capital, the Belgian prime minister said Brussels would send two F-16s for spare parts in 2025 and two more aircraft the following year.
Belgium's current defense minister, Theo Francken, said in May Brussels "would try to deliver the aircraft even earlier," according to remarks reported by the Radio Free Europe/Radio Liberty outlet. The Belgian Defense Ministry has been approached for comment.

Movie Review: In ‘Heads of State,' a buddy comedy with statesmen
Say what you will about the Idris Elba-John Cena vehicle 'Heads of State,' but it's surely the first buddy comedy about the fraying bonds of NATO. The potential collapse of the North Atlantic Treaty Organization plays a surprisingly pivotal role in this fitfully diverting, for-background-noise-only, straight-to-streaming movie. Elba plays the embattled British Prime Minister Sam Clarke, while Cena co-stars as the recently elected U.S. President Will Derringer, a former action star. 'Heads of State,' directed by Ilya Naishuller ('Nobody'), is mostly about their relationship, a tense and adversarial one challenged further when an assassination plot leaves them stranded together in Belarus. But that 'Heads of State,' which debuts Wednesday on Prime Video, is such a mild romp makes it all the more surprising to hear a line uttered like: 'If NATO falls, there's backstop against despots and dictators.'not It's a funny time to release a comedy set around international political disconnection and imperiled Western democracy. But if you were beginning to worry that 'Heads of State' is too timely, don't. Any nods to current events here serve more as reminders of how much 'Heads of State' — like most of Hollywood's output — is unengaged with anything resembling our political reality. You could argue that that's not necessarily a bad thing. You could also argue that the greater sin of 'Heads of State' is underusing Stephen Root. (He plays an expert working for the bad guys.) But the vaguest hints of real-world intrigue only cast a pale light on the movie's mostly lackluster comic chops and uninspired action sequences. The best thing going for 'Heads of State' is that the chemistry between Elba and Cena is solid. The 'Suicide Squad' co-stars trade barbs with a genial ease. Most of the time, those revolve around their characters' divergent histories — Clarke was a commando before becoming a politician — in debates like which one of them is 'gym strong' as opposed to 'strong strong.' That's one of the few decent gags in the script by Josh Applebaum, Andre Nemec and Harrison Query. But one problem in 'Heads of State' goes beyond the high-concept set-up. The best buddy comedies — 'Midnight Run,' '48 Hrs.,' 'The Nice Guys' — are predicated on opposites thrown together. Elba and Cena have their obvious differences. (Cena's Derringer is exaggeratedly optimistic here, too.) But ultimately they're both beefy dudes in suits. As the MI6 agent Noel Bisset, Priyanka Chopra Jones gives the movie a kick. But her scenes are left to the beginning and end of the movie. In between, we're left to wonder where she went, how two political leaders would have such non-existent security and whether a few half-decent jokes are enough to forgive the movie's geopolitical delusions. 'Heads of State,' an Amazon MGM Studios release is rated PG-13 by the Motion Picture Association for sequences of strong violence/action, language and some smoking. Running time: 113 minutes. One and a half stars out of four.

Russia jails senior defence official for 13 years in corruption trial
By Mark Trevelyan (Reuters) -Russian former deputy defence minister Timur Ivanov was found guilty of corruption and condemned to 13 years in a penal colony on Tuesday, the harshest sentence yet in a series of graft cases against defence officials. Ivanov was arrested in April 2024 on suspicion of taking bribes, and investigators added new embezzlement charges in October. More than a dozen people, including two other former deputy ministers, have been arrested in investigations into separate cases. The trial was closed on grounds of state secrecy. Anton Filatov, a former logistics company boss on trial with Ivanov, received a 12-1/2 year sentence. State media reported that the total sum embezzled was 4.1 billion roubles ($48.8 million), mostly in the form of bank transfers to two foreign accounts. Ivanov, who pleaded not guilty, was stripped of all state awards and the court confiscated 2.5 billion roubles worth of property, cars and cash from him. Russian media said he and his wife owned a luxury apartment in central Moscow, a three-storey English-style mansion on the outskirts of the capital and an extensive collection of classic cars including a Bentley and an Aston Martin. Russia's "Z-bloggers", an influential group of war correspondents, have voiced outrage at the scale of corruption reported in the defence establishment while young Russians are dying fighting in Ukraine. One blogger, Alexander Kots, said 13 years was a long sentence but corrupt defence officials should be put on trial in wartime as "traitors to the Motherland". SHOIGU DEPUTIES Ivanov had since 2016 been responsible at the defence ministry for big logistics contracts including those related to property management, housing and medical care. He was a deputy to Sergei Shoigu, who was replaced as defence minister last year but retains an important role as secretary of President Vladimir Putin's Security Council. Two of Shoigu's other former deputies have been arrested in separate investigations. In April, the former deputy head of the army's general staff, Lieutenant-General Vadim Shamarin, was sentenced to seven years in a penal colony for taking hundreds of thousands of dollars in bribes. The prosecutions signal a drive by Putin to clamp down on graft, inefficiency and waste in Russia's huge military budget as it wages war in Ukraine. Defence spending accounts for 32% of the federal budget this year. Ukraine has also moved to clamp down on military corruption. A deputy defence minister in charge of weapons purchases was sacked in January, while in April authorities accused five suspects of involvement in a procurement scandal.

UN report lists companies complicit in Israel's ‘genocide': Who are they?
The United Nations special rapporteur on the situation of human rights in the occupied Palestinian territory (oPt) has released a new report mapping the corporations aiding Israel in the displacement of Palestinians and its genocidal war on Gaza, in breach of international law. Francesca Albanese's latest report, which is scheduled to be presented at a news conference in Geneva on Thursday, names 48 corporate actors, including United States tech giants Microsoft, Alphabet Inc. – Google's parent company – and Amazon. A database of more than 1000 corporate entities was also put together as part of the investigation. '[Israel's] forever-occupation has become the ideal testing ground for arms manufacturers and Big Tech – providing significant supply and demand, little oversight, and zero accountability – while investors and private and public institutions profit freely,' the report said. 'Companies are no longer merely implicated in occupation – they may be embedded in an economy of genocide,' it said, in a reference to Israel's ongoing assault on the Gaza Strip. In an expert opinion last year, Albanese said there were 'reasonable grounds' to believe Israel was committing genocide in the besieged Palestinian enclave. The report stated that its findings illustrate 'why Israel's genocide continues'. 'Because it is lucrative for many,' it procurement of F-35 fighter jets is part of the world's largest arms procurement programme, relying on at least 1,600 companies across eight nations. It is led by US-based Lockheed Martin, but F-35 components are constructed globally. Italian manufacturer Leonardo S.p.A is listed as a main contributor in the military sector, while Japan's FANUC Corporation provides robotic machinery for weapons production lines. The tech sector, meanwhile, has enabled the collection, storage and governmental use of biometric data on Palestinians, 'supporting Israel's discriminatory permit regime', the report said. Microsoft, Alphabet, and Amazon grant Israel 'virtually government-wide access to their cloud and AI technologies', enhancing its data processing and surveillance capacities. The US tech company IBM has also been responsible for training military and intelligence personnel, as well as managing the central database of Israel's Population, Immigration and Borders Authority (PIBA) that stores the biometric data of Palestinians, the report said. It found US software platform Palantir Technologies expanded its support to the Israeli military since the start of the war on Gaza in October 2023. The report said there were 'reasonable grounds' to believe the company provided automatic predictive policing technology used for automated decision-making in the battlefield, to process data and generate lists of targets including through artificial intelligence systems like 'Lavender', 'Gospel' and 'Where's Daddy?' The report also lists several companies developing civilian technologies that serve as 'dual-use tools' for Israel's occupation of Palestinian territory. These include Caterpillar, Leonardo-owned Rada Electronic Industries, South Korea's HD Hyundai and Sweden's Volvo Group, which provide heavy machinery for home demolitions and the development of illegal settlements in the West Bank. Rental platforms Booking and Airbnb also aid illegal settlements by listing properties and hotel rooms in Israeli-occupied territory. The report named the US's Drummond Company and Switzerland's Glencore as the primary suppliers of coal for electricity to Israel, originating primarily from Colombia. In the agriculture sector, Chinese Bright Dairy & Food is a majority owner of Tnuva, Israel's largest food conglomerate, which benefits from land seized from Palestinians in Israel's illegal outposts. Netafim, a company providing drip irrigation technology that is 80-percent owned by Mexico's Orbia Advance Corporation, provides infrastructure to exploit water resources in the occupied West Bank. Treasury bonds have also played a critical role in funding the ongoing war on Gaza, according to the report, with some of the world's largest banks, including France's BNP Paribas and the UK's Barclays, listed as having stepped in to allow Israel to contain the interest rate premium despite a credit report identified US multinational investment companies BlackRock and Vanguard as the main investors behind several listed companies. BlackRock, the world's largest asset manager, is listed as the second largest institutional investor in Palantir (8.6 percent), Microsoft (7.8 percent), Amazon (6.6 percent), Alphabet (6.6 percent) and IBM (8.6 per cent), and the third largest in Lockheed Martin (7.2 percent) and Caterpillar (7.5 percent). Vanguard, the world's second-largest asset manager, is the largest institutional investor in Caterpillar (9.8 percent), Chevron (8.9 percent) and Palantir (9.1 percent), and the second largest in Lockheed Martin (9.2 percent) and Israeli weapons manufacturer Elbit Systems (2 percent). The report states that 'colonial endeavours and their associated genocides have historically been driven and enabled by the corporate sector.' Israel's expansion on Palestinian land is one example of 'colonial racial capitalism', where corporate entities profit from an illegal occupation. Since Israel launched its war on Gaza in October 2023, 'entities that previously enabled and profited from Palestinian elimination and erasure within the economy of occupation, instead of disengaging are now involved in the economy of genocide,' the report said. For foreign arms companies, the war has been a lucrative venture. Israel's military spending from 2023 to 2024 surged 65 percent, amounting to $46.5bn – one of the highest per capita worldwide. Several entities listed on the exchange market – particularly in the arms, tech and infrastructure sectors – have seen their profits rise since October 2023. The Tel Aviv Stock Exchange also rose an unprecedented 179 percent, adding $157.9bn in market value. Global insurance companies, including Allianz and AXA, invested large sums in shares and bonds linked to Israel's occupation, the report said, partly as capital reserves but primarily to generate returns. Booking and Airbnb also continue to profit from rentals in Israeli-occupied land. Airbnb briefly delisted properties on illegal settlements in 2018 but later reverted to donating profits from such listings to humanitarian causes, a practice the report referred to as 'humanitarian-washing'. According to Albanese's report, yes. Corporate entities are under an obligation to avoid violating human rights through direct action or in their business partnerships. States have the primary responsibility to ensure that corporate entities respect human rights and must prevent, investigate and punish abuses by private actors. However, corporations must respect human rights even if the state where they operate does not. A company must therefore assess whether activities or relationships throughout its supply chain risk causing human rights violations or contributing to them, according to the report. The failure to act in line with international law may result in criminal liability. Individual executives can be held criminally liable, including before international courts. The report called on companies to divest from all activities linked to Israel's occupation of Palestinian territory, which is illegal under international law. In July 2024, the International Court of Justice issued an advisory opinion ruling that Israel's continued presence in the occupied West Bank and East Jerusalem should come to an end 'as rapidly as possible'. In light of this advisory opinion, the UN General Assembly demanded that Israel bring to an end its unlawful presence in the occupied Palestinian territory by September 2025. Albanese's report said the ICJ's ruling 'effectively qualifies the occupation as an act of aggression … Consequently, any dealings that support or sustain the occupation and its associated apparatus may amount to complicity in an international crime under the Rome Statute. 'States must not provide aid or assistance or enter into economic or trade dealings, and must take steps to prevent trade or investment relations that would assist in maintaining the illegal situation created by Israel in the oPt.'
