Anti-ragging regulations: UGC serves show cause notices to seven varsities in Karnataka

The University Grants Commission (UGC) has served show cause notices to seven public and private universities in the State, including the Indian Institute of Management Bangalore (IIMB) and Bengaluru City University, for not implementing the Anti-Ragging Regulations-2009 to prevent ragging on college and university campuses.
Apart from IIMB and BCU, public universities including Haveri University, Karnataka Janapada Vishwavidyalaya of Gotagodi, Karnataka State Dr. Gangubai Hangal Music and Performing Arts University of Mysuru, and private universities like Sri Sathya Sai University for Human Excellence of Kalaburagi, and KLE Technological University of Hubballi have failed to implement the rules in the State, as per the commission.
The higher education institution and universities have been given 30 days term to implement the anti-ragging regulations, failing which funds being provided for research projects will be withdrawn, in addition to de-recognition or withdrawal of affiliation.
'Ragging in all its forms shall be banned in the entire institution, including its departments, constituent units, all its premises (academic, residential, sports, canteen, etc), whether located within the campus or outside, and in all means of transportation of students, whether public or private. The institution shall take strict action against those found guilty of ragging and/or of abetting ragging,' states the regulation.
It is mandatory for all higher education institutions and universities to implement these regulations and submit appropriate documents to the UGC.
'As you are aware, adherence to the UGC Regulation on Ragging, 2009 is mandatory for all Higher Education Institutions. Failure to comply not only violates UGC guidelines but also compromises student safety, particularly in light of increasing concerns about ragging-related distress and campus hostility,' the UGC has said in the notice.
Further, the UGC directed the institutions to submit the anti-ragging compliance and get online undertakings from all students within 30 days from the date of notice.
The IIMB, in its response to the notice, told The Hindu that the institution has no tolerance for ragging of any kind.
'IIMB has an anti-ragging cell in place. All students are required to submit a declaration that they will not indulge in ragging. All students get several reminders not to indulge in any ragging activities from the administration. Precautionary and oversight measures are also in place. We will follow up with the authorities concerned to have our Institute's name removed from this list.'

Police officials said many of these weapons were smuggled along a well-trodden corridor extending from Dholpur, near the Uttar Pradesh border, to Pratapgarh, which shares boundaries with Madhya Pradesh. "The gangsters and suppliers work as a closely knit community; they procure weapons both from Madhya Pradesh and Uttar Pradesh," said an official. Since June, notable recoveries include an AK-56 rifle seized from criminal Rajveer Singh and an AK-46 recovered from a suspect in Dholpur. In Churu, gangster Jitendra Singh alias Jeetu Jodi was caught with an AK-47 and two magazines. This operation also led to the arrest of Ramashankar, a key illegal arms dealer in Uttar Pradesh. Police later arrested a UP-based gun shop owner who allegedly supplied ammunition to the network. Officials said that in several narcotics-related raids, weapons were also recovered, indicating that drug cartels are sourcing firearms alongside their trade. "In many such cases, weapons were seized alongside drugs," said an AGTF officer. According to sources, the seizure in Pratapgarh was one of the largest in recent years, with over 1,800 rounds of ammunition recovered, further exposing the supply networks that support criminal operations across the region. AGTF officials said that after they arrested the gun shop owner from Uttar Pradesh, they also began to keep an eye on similar businessmen in Rajasthan. Mumbai: In yet another language-related violence in Maharashtra, an auto driver has been beaten up and forced to apologise by Shiv Sena (UBT) workers in Palghar district's Virar for 'anti-Marathi' comments. A video of the incident has gone viral on social media. Virar police on Sunday claimed that it hasn't received a formal complaint in the matter and hence no case has been registered. According to the video that has gone viral, arguments on overtaking snowballed into Marathi versus non-Marathi issues. While auto driver Raju Patwa, originally from UP, refused to speak in Marathi, he can also be heard saying: "Hindi Bolunga, Bhojpuri bolunga, par Marathi nahi bolunga, do what you want to do." It is alleged Patwa also made some derogatory remarks against the Marathi language, Maharashtra and Marathi icons. Apparently, those who had heated exchange with Patwa are from UP's Jhansi, but they are well-versed in Marathi. In the video, UBT Sena workers can be seen assaulting the auto driver. 1 2 Jaisalmer: In a significant crackdown on corruption, Settlement Commissioner Nikaya Gohaen dismissed four govt officials from the settlement department of Ram Nagar, Jaisalmer district, following an investigation into fraudulent plot allocations. The officials, RI Vikram Singh, Patwari Kishor Ram, senior assistant Yogendra Kumar, and junior assistant Shivraj Singh, were removed from service on Saturday. The investigation revealed that the Nachna settlement has been a hub of corruption, with fraudulent activities dating back to 2006. One case involved the allocation of plots originally intended for 2006 but executed in 2016, resulting in loss to govt of approximately Rs 5 crore. The investigation found that a committee formed in 2006 made 54 allocations but left the register unsigned, allowing officials in 2016 to allocate 17 canal plots in these vacant spaces. A complaint highlighted that the plot book used for these allocations was issued in 2016, raising suspicions about the legitimacy of the allocations. The Anti-Corruption Bureau (ACB) is currently reviewing several cases, with departmental investigations ongoing. The investigation continues, with around five thousand bighas of government land in the Nachna area under scrutiny. The case remains unresolved as further evidence is sought to complete the investigation.
