"Ang nakausap po natin mismo ay si Secretary Jay Ruiz at tinanong natin kung ano 'yung affair kung saan siya naruroon at nakuhaan ng litrato. Ayon sa kanya, ito raw ay kaarawan ng isang social media content creator. At kung siya man ay nakumbida, ito ay kanyang pinaunlakan," Castro told reporters.
Malacañang on Friday explained the photo circulating on social media showing Presidential Communications Office Acting Secretary Jay Ruiz with a certain Brown, a former employee of businessman Atong Ang.
Palace Press Officer Undersecretary Atty. Claire Castro said Ruiz told her that he was at the gathering because he was invited to a birthday party of a content creator.
"Ang nakausap po natin mismo ay si Secretary Jay Ruiz at tinanong natin kung ano 'yung affair kung saan siya naruroon at nakuhaan ng litrato. Ayon sa kanya, ito raw ay kaarawan ng isang social media content creator. At kung siya man ay nakumbida, ito ay kanyang pinaunlakan," Castro told reporters.
(We've talked with Secretary Jay Ruiz and asked him about the affair where he was photographed. According to him, it was the birthday of a social media content creator. Since he was invited, he decided to attend.)
"Pero kung sinuman 'yung mga nakasama doon na kinumbida ng nagsi-celebrate ng birthday, hindi na po niya hawak 'yun," she added.
(But he had no hand on other people who were invited by the celebrant to join the party.)
Julie "Dondon" Patidongan, one of the accused in the case of missing sabungeros, earlier linked Atong Ang and actress Gretchen Barretto to the abductions.
Patidongan, a former chief of security in Ang's farms and cockfight arenas, claimed that the missing cockfight watchers have all been killed.
Ang and Barretto both denied the allegations against them.
On Thursday, Ang filed a complaint against Patidongan for alleged conspiracy to commit attempted robbery with violence against or intimidation of persons, grave threats, grave coercion, slander, and incriminating against innocent persons.
Among the respondents in Ang's complaint was alias Brown.
Ang's camp said that it was Brown who asked that Patidongan be given P300 million so he could go into hiding with his family.

Police personnel receive up to P2M monthly payola from Atong Ang, says whistleblower

A whistleblower claimed that businessman Charlie 'Atong' Ang was paying some policemen up to P2 million monthly. In Emil Sumangil's exclusive report on '24 Oras' on Friday, Julie 'Dondon' Patidongan alleged that the go signal to abduct and kill the missing cockfight enthusiasts came from the businessman. Patidongan, who was former security chief in some of Ang's cockfight arenas, said that he was the one relaying the orders from Ang to the uniformed personnel. He recently turned over to the authorities the copies of petty cash vouchers for the cops. The highest amount allegedly paid was over P2.6 million to a police unit that allegedly did the job. 'Intel lang kasi nakalagay doon. Kapag sinabing intel, yun na yung P500,000, yun na yung bayad sa mga pinatay nila. Yung overall naman na kinukuha ng isang colonel, ang monthly niya ay P2 million,' said Patidongan. Patidongan vowed he would keep his statements until the trial. GMA Integrated News is trying to reach out to Ang and the Philippine National Police for comments regarding his new allegations. Patidongan earlier said Ang and three others were behind the abductions from 2021 to 2022. He said more than 100 were killed after being taken away. He also said that actress Gretchen Barretto knew about the kidnappings. But Ang and Barreto have already denied the allegations.—GMA Integrated News

Palace still hopeful of PH upper middle-income status under Marcos rule

Malacañang on Friday expressed hope that the Philippines will still become an upper middle-income country under the administration of President Ferdinand 'Bongbong' Marcos Jr. This, after the World Bank's latest classification for fiscal year 2026 showed that the Philippines remained a lower-middle-income economy, even as its gross national income (GNI) per capita in 2024 stood at $4,470, up from GNI per capita of $4,320 in 2023. GNI per capita measures the country's total income divided by its population. According to Palace Press Officer Undersecretary Atty. Claire Castro, the government has a plan to achieve an upper-middle income status within Marcos' term. 'Ang gagawin ng pamahalaan ay lalong palakasin ang macroeconomic foundation at ipagpatuloy pa po ang mga reporma sa infrastructure, education, innovation at digitalization pati na po ang ease of doing business like the CREATE MORE Act, pati po ang PPP or Private-Public Partnership Code,' Castro said in a palace briefing. (What the government will do is to further strengthen the macroeconomic foundation and continue the reforms in infrastructure, education, innovation and digitalization as well as the ease of doing business like the CREATE MORE Act, and the PPP or Private-Public Partnership Code.) 'So, makakasa po tayo na magiging positibo tayo para po makamit natin at makarating po sa upper middle-income group sa panahon po ni Pangulong Marcos Jr.,' she added. (So, we can hope that we will remain positive in achieving and reaching the upper middle-income status within the term of President Marcos Jr.) The World Bank earlier said that the Philippines' elevation to upper middle-income status might take longer, possibly by 2027. In his first State of the Nation Address (SONA) last July 2022, Marcos revealed his administration's goal for the Philippines to hit a GNI per capita of $4,256 to attain an upper-middle income status by 2024. The timeline to hit the target has been repeatedly adjusted, with Economic Planning Secretary Arsenio Balisacan expressing confidence that the country would move up to become an upper middle-income country by 2026, as he was optimistic that the economy would expand by 6% for the entire year 2025.—LDF, GMA Integrated News
