
Punjab to set up special fraud detection unit to check GST violations

Chandigarh, Aug 4 (PTI) Punjab Finance Minister Harpal Singh Cheema on Monday said a state-level special fraud detection unit will be set up in Patiala to uncover and probe high-value Goods and Services Tax violations.
This dedicated unit will detect and investigate GST frauds, with particular focus on breaking down circular trading operations, unearthing benami transactions, and eliminating the practice of fake invoicing.
'The Special Fraud Detection Unit (SFDU) will be empowered to initiate stringent enforcement actions, including cancellation of suspicious GST Identification Numbers (GSTIN), blocking wrongful Input Tax Credit claims, and recommending prosecution against offenders to uphold legal accountability," he added.
Cheema said the SFDU will leverage advanced technologies, including artificial intelligence, data analytics and centralised back-end operations to enhance its detection capabilities.
The unit will conduct comprehensive data mining and pattern recognition across the state to identify anomalies in tax returns, transaction networks, and goods movement, he said.
The finance minister added that the unit will use data-driven red flags to selectively verify only dubious taxpayers, protecting honest taxpayers from unnecessary scrutiny.
Detailing the composition of the SFDU, Cheema stated that the unit will comprise a multidisciplinary team consisting of experienced tax officers, skilled IT professionals, a chartered accountant, and a legal officer.
He said this team will be equipped with real-time access to critical data sets such as GSTN information, e-way bill tracking, toll records, and RFID (radio frequency identification) trail analytics, enabling prompt and precise action against tax evasion.
Cheema informed that the SFDU will be empowered by robust legal provisions under relevant sections of the CGST (Central Goods and Services Tax) and Punjab GST Acts.
He said this will enable the SFDU to function as a technologically advanced, intelligence-driven enforcement agency.
'This initiative marks a decisive step toward safeguarding the state's revenue and dismantling elaborate tax fraud networks that threaten economic integrity," said Cheema.
The minister said the SFDU will play a pivotal role in safeguarding the state's revenue and promoting a culture of compliance by taking proactive measures to detect and prevent tax evasion, ultimately contributing to the state's economic stability and growth. PTI CHS RUK RUK

Another set of skeletal remains found in Dharmasthala: Police
The special investigation team (SIT) probing the alleged mass burials near the Nethravathi river in Dharmasthala on Monday recovered a set of skeletal remains including a skull, along with fragments of a saree, at a freshly dug site. The latest find was made at a location marked as spot 11, where excavation efforts resumed following a request by the complainant who had earlier identified several possible burial grounds. Workers leave from a site of an alleged burial related to the Dharmasthala mass burial case, at Dharmasthala, in Dakshina Kannada district, on Monday. (PTI) According to police officers involved in the case, the SIT had planned to begin digging at the 11th spot on Monday. However, acting on the complainant's suggestion, the team initially diverted attention to a different area while digging at the spot 11 continued, eventually leading to the discovery of the remains. 'The digging at this spot was already planned for Monday, but we adjusted our sequence of operations based on a request from the complainant,' said an SIT officer who did not want to be named. This is the second time the team has recovered human remains during the operation. The first discovery was made at spot 6 on the third day of the excavation process. The remains have been sent for forensic examination. Till now, 10 locations have been explored under the direction of the SIT. One SIT officer involved in the search operation said the bones and skull were discovered without any digging. 'It was found on a hillock, not underground. A saree was tied to a nearby tree, which may also suggest the possibility of a suicide,' the officer said, noting that this angle would also be looked into. The case stems from allegations made by a former sanitation worker, who claimed he was ordered to bury multiple bodies near the river, including those of women and girls who he believed were sexually abused, between 1995 and 2014. He has since recorded a statement before a magistrate in connection with these claims. On July 28, the complainant guided officials from multiple government departments to specific locations, offering detailed descriptions of each site. A formal complaint was filed on July 3 and an FIR was registered a day later. The SIT began its field investigation on July 11 and is currently working to identify the recovered remains and determine whether more burial sites exist among the ones already marked. Meanwhile, the incident has triggered backlash from sections of the Jain community. In Hubballi, Sri Gunadhar Nandi Maharaj of Navagraha Teertha voiced concern over defamatory remarks being circulated online that link Jain rulers to the alleged crimes. 'Using the Dharmasthala case as a pretext, miscreants have started maligning the legacy of Jain rulers by accusing them of exploiting women. This is not only baseless but deeply hurtful,' he said, adding that Jain leaders from across Karnataka will meet on August 10 in Varur to register their protest. He further said, 'There is no record of atrocities by Jain kings in any inscription or historical document. We are being vilified without cause.' He urged the state government to take action against those spreading such defamatory content online.

50% fall in tourists taking Palace on Wheels; RTDC,private co play blame game
Jaipur: Occupancies have fallen by over 50% in the state's flagship heritage tourist train, Palace on Wheels, in the past two years, with the Rajasthan Tourism Development Corporation (RTDC) raising contractual violations by the private company which had taken up operations in 2023-24 at its review meeting on Monday, sources said. In 2024-25, the number of tourists taking the luxury train fell to 685 compared to 811 the year before. In fact, the number has come down to less than 50% when compared to FY19 and FY20, when over 1,500 tourists took the train. In 2023-24, the train was leased to a private company for operation and management (O&M) with an annual fee of Rs 5 crore with an additional 18% on revenues. RTDC officials say the private company is delaying the payments. Even though it recently paid the annual fees, it has not yet deposited the GST. Sources also blamed the laxity of RTDC for the issue. The private company, in a letter to the RTDC MD, stated that the GST was a dispute that had to be resolved. "The private operator of the train has given discounts of up to 40% to sales agents, overshooting the 18% stipulated in the agreement. If the discounts are high, then the corporation loses revenue," said the source. Similarly, the private operator is liable to pay about Rs 75 lakh interest on payment delays, which the RTDC has not pursued in earnest. However, the O&M company is contesting the interest liability. Also, there has been a diversion of destinations, which was not addressed by the corporation. Sources in the corporation alleged violations of the contract as space for the spa and gym in the train was reduced in the name of renovation to make room for an additional berth. Similarly, all income that needed to come to the escrow account did not happen, sources said. The account was mandated by the agreement, but RTDC overlooked the irregularities. While the private company has said that the bookings have been affected due to the reduction in foreign tourist arrivals, the tourism department's numbers show an increase. The arrival of foreign visitors crossed the pre-Covid level in 2023-24 and 2024-25, according to the department. In 2024, 20.68 lakh foreign tourists visited Rajasthan, up from the pre-Covid peak of 17.54 lakh.
