
New Income Tax Bill: Taxpayers can expect THESE changes in the legislation likely to be in force from April 1 next year
Lok Sabha's select committee -- which is examining the Income Tax Bill 2025 -- made 285 suggestions. "We have made 285 suggestions to the Bill,' a committee member told PTI when asked about the report.
These changes relate to simplifying the language of the draft legislation. Now, the committee will present the report in the Lok Sabha on July 21. Some of the changes recommended include the following.
1. Removal of provision that denies income tax refunds if returns are filed after the due date. The bill requires that a person seeking refunds must mandatorily file income tax returns within the due date. And section 433 of the new IT bill states that a refund is sought only while filing a return.
2. Deduction under section 80M (which is mentioned under clause 148 of the new bill) for inter corporate dividends for the companies which avail the benefit of special rate of rate under section 115BAA was also missed out in the new income bill. So, this is also proposed to be reinstated.
3. NIL TDS certificate can also be availed by taxpayers, per the committee's suggestions, reported Business Standard. In the current version, new I-T Bill only low TDS deduction certificates were available to the taxpayers.
The Income Tax Act, 1961 has been in force from April 1, 1962. It was amended 65 times with more than 4,000 amendments.
The focus of new income tax bill is on simplification, ease of understanding and clarity. The Bill uses lucid language, active voice and shorter sentences and will remove redundancy and hard-to-understand explanations. The new Bill entails 2.6 lakh words and consists of 536 sections, with the number of chapters reduced to 23.
The bill aims to resolve the issues which arise out of interpretation done by various courts of law. The new bill avoids cross-referencing which means referring to multiple provisions to make sense of what is said in one of them.

PM Modi's foreign visits cost state exchequer over ₹350 crore since 2021: MEA
India spent over ₹67 crore on Prime Minister Narendra Modi's visit to five countries in 2025, and more than ₹295 crore on foreign trips between 2021 and 2024, the ministry of external affairs (MEA) told the Parliament on Thursday. The MEA provided details of expenditures on visits to five countries so far in 2025 – France, the United States, Thailand, Sri Lanka, and Saudi Arabia – while clarifying that bills for visits to the remaining nine countries undertaken this year are still being processed. Among the disclosed figures for 2025, ₹25.5 crore were spent on the visit to France, ₹16.5 crore for the US, ₹4.9 crore for Thailand, ₹4.4 crore for Sri Lanka and ₹15.5 crore for Saudi Arabia. A year-wise breakdown shows that foreign visits by the Prime Minister cost over ₹100 crore in 2024, ₹93 crore in 2023, ₹55 crore in 2022, and ₹36 crore in 2021. The most expensive single destination so far has been the United States, where four visits since 2021 cost over ₹74.44 crore. This was followed by France ( ₹41.29 crore across three visits) and Japan ( ₹32.96 crore across three visits). The MEA also provided data on publicity-related expenses, noting that over ₹1.03 crore was spent on advertising and broadcasting the PM's public engagements abroad. The highest of these expenses was in Egypt ( ₹11.90 lakh), while several countries registered zero expenditure under this head. Common activities listed as part of PM Modi's foreign itinerary included bilateral meetings, interactions with the Indian diaspora, participation in international summits, memorial visits and state banquets. In terms of official delegations, the Prime Minister travelled with 145 officials to 16 countries in 2024. In 2025 so far, he visited France and the US with 15 delegates each; Thailand and Sri Lanka with 16; Saudi Arabia and Mauritius with 11; and several others, including Cyprus, Canada, and Argentina, with delegations ranging from 13 to 15 members. In comparison, 85 officials accompanied him to 10 countries in 2023, 84 to eight countries in 2022 and 41 to four countries in 2021.

‘Tourism on upward path': Goa minister slams ‘social media influencers' over ‘false narratives'
Goa minister Rohan Khaunte slammed 'social media influencers', alleging that they take money to create false narratives about a decline in the state's tourism. He countered their claims with official data that shows Goa's "strong upward trajectory". He dared the influencers to show proof of the 'decline' they are making claims about. He spoke about the reports of a decline in tourists to the coastal state. He said, "They (influencers) take money to create noise and circulate false narratives. But when we presented official data, none of them countered it. If there is a decline, show proof. We have nothing to hide, data speaks for itself." "There is a rise in tourist arrivals. Goa's tourism is on a strong upward trajectory, supported by robust efforts and initiatives undertaken by both the state and Central governments. Flights arriving in Goa and the hotels in the state are almost full with tourists," PTI news agency quoted the minister as saying. 'Increased flight arrivals, hotels mostly full' Citing official data, the Goa tourism minister said that between January and June this year, Goa recorded more than 57 lakh (57,12,758 precisely) tourist arrivals. Of these, over 34 lakh domestic arrivals were via Vasco's Goa Dabolim International Airport, and more than 22 lakh were through the Manohar International Airport at Mopa. There were a total of 3,23,835 international arrivals, with over 1 lakh via the Dabolim airport and over 2 lakh through Manohar airport. Khaunte said that in the past six months alone, Dabolim and Mopa airports have witnessed a huge number of arrivals. Additionally, hotels have also remained occupied between 70 and 100 per cent throughout the year. The state minister presented a comparative analysis, showing pre-pandemic numbers to illustrate Goa's remarkable recovery in tourism. "In 2019, Goa recorded 71,27,287 domestic and 9,37,113 international tourists, totalling 80,64,400. In 2024, the number surged to 99,41,285 domestic and 4,67,911 international tourists, totalling 1,04,09,196," he said. Khaunte went on to add, "This reflects a 39.48 per cent growth in domestic tourism compared to pre Covid-19 levels and a 50 per cent recovery in international tourism. Goa has bounced back stronger than ever. These numbers clearly show that tourism is thriving." Further, Goa has also tapped into new markets for tourism, with flights and international promotions for countries like Poland, Uzbekistan, and Kazakhstan driving the connections. "Goa is now linked to several parts of the world. Efforts like roadshows and marketing campaigns have opened up previously untapped tourist segments," the state tourism minister said in the assembly.

Decision on Manikrao Kokate after meeting him next week: Ajit Pawar
MUMBAI: Maharashtra deputy chief minister Ajit Pawar on Thursday said he will meet agriculture minister Manikrao Kokate of the Nationalist Congress Party (NCP) next week to hear him out on the controversy over the minister playing a card game on his phone in the legislative council, and then take a decision. 'He is yet to meet me. The last time he did something like this, I asked him to be careful. After the second incident, I had warned him. Now, I will meet him either on Monday or Tuesday to hear his side of the story and then take a call after discussing it with the chief minister (Devendra Fadnavis),' Pawar told reporters in the state secretariat on Thursday afternoon. To be sure, Fadnavis has already made his displeasure known at Kokate's conduct in the legislative council. 'It was absolutely wrong. Ministers are expected to take legislative business very seriously even if their business is not on the agenda. Members do read documents and news but the video of Kokate playing rummy was inappropriate. Even though he tried to clarify that the rummy game popped up on his mobile screen, what happened was indecorous,' Fadnavis told reporters on July 21 after the video of Kokate playing an online card game in the legislative council emerged. Kokate, who represents Sinnar assembly in Nashik, initially denied the accusation, insisting that he wanted to watch the proceedings on YouTube when an ad for a card game appeared on the screen and people thought he was playing. Legislator Rohit Pawar of the NCP (Sharad Pawar), who released the first video of the minister playing cards, put out two more to rebut the minister's claim and demonstrate that the card game visible on Kokate's phone was not an advertisement. Rohit said the NCP should sack the minister, a demand echoed by other opposition parties. Responding to the demands, Ajit Pawar said he was an outspoken leader who called the spade a spade and pointed to a probe ordered by the legislative council chairman Ram Shinde into the episode. Senior NCP leaders said Ajit Pawar has two options: to ask Fadnavis to drop Kokate from the council of ministers or change his portfolio. 'The final call will be taken by Ajit dada in consultation with senior leaders before meeting Fadnavis,' said a senior minister seeking anonymity. NCP state president Sunil Tatkare has already said Ajit Pawar will take a call on Kokate. Kokate is no stranger to controversies. In January, he embarrassed the ruling alliance when he said that there was '3% to 4% corruption in every government scheme'. In February, he compared farmers with beggars and said, 'Nowadays, even beggars do not even accept a single rupee but the government offers crop insurance to farmers for just one rupee.' In April, he again sparked a row when he accused farmers of deliberately defaulting on crop loans in the hope of getting a loan waiver, and splurging the money saved on weddings and engagements. The controversy further intensified when Kokate accused the media of twisting facts and offered a bizarre clarification for his previous statement about crop insurance for Re 1. 'The point of that statement was that the government takes Re 1 from farmers against insurance. It doesn't give money to them, so the beggar, in this case, is the government and not the farmers. But my statement was twisted,' he said. An irked Fadnavis again expressed his unhappiness at the latter's fresh remarks. 'I didn't hear what he said but if he has said something like this, then it is wrong,' he said on Tuesday.
