Karnataka Legislative Council Chairman Basavaraj Horatti slams use of teachers for caste census
HUBBALLI: Karnataka Legislative Council Chairman Basavaraj Horatti has strongly opposed deploying teachers to conduct the upcoming caste census in the state. He has suggested to the State Government to use 10% of the staff from all departments to avoid disturbing the functioning of the Education Department. In a strongly worded letter to the State Government, Horatti expressed deep anguish over the declining quality of school education, blaming systemic flaws and the overburdening of teachers with non-academic duties as the key reasons. He opposed the government's move to deploy school teachers, especially those from primary and high schools, for the upcoming caste census, warning that such practices will harm students' academic foundation. Referring to a study conducted in Yadgir district under the Education Department's foundational literacy and numeracy initiative, Horatti said it was shocking to discover that many SSLC students still lacked basic skills such as reading, writing, and arithmetic. He stressed that the failure to build foundational literacy in primary school is a serious indictment of the current system and demanded accountability. 'When SSLC students do not know Kannada or English alphabet and cannot even perform basic addition or subtraction, we must ask, who is responsible?' Horatti said, adding that teachers are unable to focus on teaching due to being repeatedly pulled into non-teaching roles such as surveys, census work, and election duties. 'Teachers are made to handle caste surveys, flood assessments, child enumeration, polling officer duties and more. With all this, when can they actually teach?' he asked. Calling it a violation of the spirit of Article 21 A of the Constitution, which guarantees free and compulsory education to all children aged 6 to 14, Horatti urged the government to relieve teachers of non-academic duties immediately.

Govt pushes mega infra projects in Warangal
Hyderabad: With a goal of reshaping Warangal's urban and political identity, the government is working with renewed vigour to establish the city as the state's second capital. Revenue Minister Ponguleti Srinivas Reddy chaired a high-level review meeting at the Secretariat in Hyderabad on Saturday in this regard. Joined by Ministers D Anasuya (Seethakka), Konda Surekha, and CM's advisor Vem Narender Reddy, the minister reviewed an array of projects aimed at transforming Warangal into an administrative and economic hub. Top of the agenda was the Mamnoor Airport, a long-pending dream for locals, which is now slated for expedited land acquisition. 'We're fast-tracking land procurement through green channel funds,' the minister stated, expressing confidence that the airport would soon become operational. The review also focused on key infrastructure initiatives including the Rs 4,170 crore underground drainage system, designed to meet Warangal's projected 2057 population needs, and the Kakatiya Mega Textile Park, where 863 plots have already been allotted to 1,398 displaced families under the R&R package in Rajiv Gandhi Township. Basic amenities for the township are to be completed by September-end. Ponguleti also set deadlines for development works at the Bhadrakali Temple, including ropeway and glass bridge installations, all of which are to be completed by December. Already, 3.5 lakh cubic meters of silt has been removed from Bhadrakali Lake, generating Rs 2.06 crore through soil sales. On the welfare front, the minister directed district collectors to identify landless eligible families under the Indiramma housing scheme and allocate unfinished double-bedroom homes by August 15. A toll-free helpline will soon be launched to address housing-related grievances. Following the CM's instructions, Minister Ponguleti ordered officials to involve MLAs and distribute ration cards in every mandal.

Fiscal stress worsened in first quarter: Jagan
Vijayawada: Former chief minister Y S Jagan Mohan Reddy, in a tweet, highlighted concerns over Andhra Pradesh's financial stability based on the CAG's Monthly Key Indicators for Q1 of FY 2025-26. The data reveals weak revenue growth, reflecting poor fiscal management in a state already struggling post-bifurcation. Effective public spending on welfare and development is crucial to stimulate private investment and consumption, but corruption has stifled revenue growth across categories. He said the state-owned tax and non-tax revenues saw dismal growth in Q1, with GST and sales tax — key indicators of consumption — registering declines compared to the previous year. Overall, the state's own revenues grew just 3.47 per cent while total revenue receipts (including central funds) rose 6.14 per cent. 'Alarmingly, debt surged by 15.61 per cent in just three months, exposing excessive reliance on borrowing,' he added. The low or negative growth in multiple revenue categories signals a loss of economic buoyancy. Without corrective measures, Andhra Pradesh's financial health risks further deterioration, jeopardising development and welfare initiatives, Jagan Mohan Reddy said.
