51st OIC FM Council Hails HM the King's Efforts in Favor of Africa
The Islamic Foreign Ministers emphasized the strategic importance of this Royal Initiative, which falls within the framework of Morocco's active solidarity with its African sister nations in general, and the Sahel region in particular.
They also praised the Initiative of the Atlantic African States, launched by His Majesty the King, may God Glorify Him, as an African partnership process aimed at strengthening cooperation and integration among African countries bordering the Atlantic Ocean, with the goal of fostering peace, stability, and shared prosperity in the region.
In this regard, the OIC Council of Foreign Ministers also lauded the role of His Majesty King Mohammed VI as the African Union's Leader on Migration, as well as Morocco's continued role as a "Champion Country" for the implementation of the Global Compact for Migration.
In the area of counterterrorism, the ministers welcomed the designation of the Kingdom of Morocco by the United Nations as a partner to host the United Nations Office for Counter-Terrorism and Training in Africa, inaugurated on June 24, 2021, in Rabat.
They also praised Morocco's experience through its chairmanship of the Africa Focus Group within the Global Coalition against Daesh, and all efforts undertaken by the Kingdom at both regional and international levels.
On this occasion, Morocco was elected as a member of the OIC's Independent Permanent Human Rights Commission for a three-year term, in recognition of the Kingdom's prominent role in promoting and protecting human rights both nationally and internationally.

From the heart of the ancient city of Tetouan, born into a family deeply rooted in a love for language and knowledge, Nouzha Ghoutis emerged. Migration was never part of her plans or dreams, yet in 1992, she found herself packing her bags for the United Arab Emirates. Her intent was simply to visit her sister. What was meant to be a short trip turned into a lifelong journey. Her first impression of the UAE left a lasting mark. «I have never seen a woman humiliated in the UAE, regardless of her nationality or job. Women here are respected and prioritized in all aspects of life», she told Yabiladi. That respect, what she saw as a genuine expression of Islamic values, was the first emotional thread that connected her to the country. A French language teacher and linguistics researcher by training, Nouzha's academic ambitions were far-reaching. Her dream was to study languages in their native contexts. But once she arrived in Dubai, she realized the world had come to her. She began her teaching career in Morocco, with a degree in literature and French language, before expanding her horizons through international academic programs. She earned a Master's in Education and Learning, followed by a Master's in Law from France. In 2022, she completed a PhD in Diplomacy and Political Science from the London School of Economics and Political Science. On a professional level, Nouzha also became an international arbitration judge for dispute resolution (London, UK) and a legal advisor. She holds a diploma in Human Resource Management from a British university and a certified trainer diploma from the Dubai Government Academy. Today, she is a member of the International Association of Lawyers and Judges in Paris, the World Federation of United Nations Friends, and serves as a cultural diplomatic ambassador. She also represents Morocco at The Hague Institute for Human Rights and International Law, advocating for rights, culture, and peace. Despite her many roles, Nouzha has never abandoned her first passion: linguistics and language teaching. Living in the UAE, home to hundreds of nationalities, she found a rare academic opportunity and launched a research project that led to the publication of her first book. «In the UAE, dozens of nationalities live and work together in rare harmony. That inspired me to begin my research, which led to the 2023 release of my first book, Contemporary Scientific Solutions for Teaching and Learning the Arabic Language. It combines both theory and practice, bridging Arabic, French, and English». The book's success brought her scientific recognition and led to her participation in the 2024 World Arabic Language Conference in Dubai, which hosts researchers from more than 170 countries. She will return this year, once again proudly carrying the Moroccan flag. But her contributions didn't stop at linguistics. In 2024, she published a second book, The Impact of Economic Diplomacy on Economic Development, reflecting her vision of the intersection between culture, politics, and economics. Although some might describe her journey as one of migration, Nouzha resists the term. «I never felt like a migrant or a stranger. The UAE is an Arab country, its religion is Islam, and its culture is similar to ours. We live our rituals, Ramadan, Eid, our clothing, our food, just as we do in Morocco. Even our holidays become shared celebrations». She adds, «We live here as Moroccans in every detail. We have our restaurants, markets, traditional dress, festivals, and our longing for Morocco brings us together to relive the scent of home». Still, nostalgia remains an inseparable part of her identity. «Of course, we miss our homeland, our families, our friends, and the scent of our beloved Moroccan soil. So whenever we can, we return with hearts full of love and longing, for its skies, seas, mountains, and bustling markets». Today, Nouzha Ghoutis is more than a teacher, researcher, and academic, she is a Moroccan voice in the Gulf, embodying her homeland through both scientific and humanistic contributions. Akhannouch: Expanding Telecom Access Nationwide Is a National Priority
Rabat – Head of Government, Aziz Akhannouch, emphasized on Friday the urgent need to accelerate the expansion of telecommunications networks across the country, calling it a vital national priority that can no longer be delayed. Speaking at the board meeting of the National Telecommunications Regulatory Agency (ANRT) in Rabat, Akhannouch highlighted that, despite the progress achieved by telecom operators and regulatory bodies, large segments of the population — particularly in rural and mountainous regions — still lack reliable access to telecommunications services. 'Ensuring access to quality telecom services for all citizens is no longer optional — it is a pressing need that requires immediate action,' Akhannouch stated, underlining the role of connectivity in reducing regional and digital inequalities. He urged the ANRT and relevant ministries to identify underserved areas and work together to rapidly deploy telecom infrastructure that meets the needs of those communities. The government stands ready to fully support these efforts and mobilize the necessary resources to close the digital gap, he argued. Akhannouch also reaffirmed Morocco's commitment to a comprehensive digital transformation, guided by the national 'Morocco Digital 2030' strategy. He stressed that universal access to high-speed internet and digital tools is crucial for inclusive socio-economic development and for keeping pace with global technological shifts. Beyond service 'Telecommunications is not just a service — it's a driver of national development,' he said. 'It supports job creation, improves competitiveness across sectors, and lays the foundation for sustainable, inclusive growth.' He noted that Morocco has already made major strides, with over 57 million mobile subscribers and nearly 40 million internet users. These achievements have placed Morocco among the top-performing African countries in the International Telecommunication Union's ICT Development Index. Looking ahead, Akhannouch said that Morocco must be ready to meet the demands of upcoming international events it will host, including the 2025 Africa Cup of Nations and the 2030 FIFA World Cup, by strengthening its telecom infrastructure and internet coverage. He confirmed that efforts are underway to connect more than 5.2 million households by 2030 through expanded fiber optic networks and high-speed internet access. In addition, the rollout of 5G is in progress, with tender procedures already launched to introduce the technology in key cities. Akhannouch concluded by commending the efforts of telecom operators who continue to invest and innovate in the sector. He called on all stakeholders to remain committed to building a more connected, digitally inclusive Morocco. Despite significant progress in expanding telecommunications infrastructure, Morocco still has many remote villages, particularly in mountainous and rural areas, that remain without basic connectivity or internet access. These underserved regions face ongoing challenges in accessing essential digital services, highlighting the urgent need for comprehensive network coverage to ensure that all citizens benefit equally from the country's digital transformation efforts. US : Algeria courts co-author of bill designating Polisario as terrorist group
A newly proposed bill in the United States House of Representatives, seeking to designate the Polisario Front as a terrorist organization, is stirring unease in Algeria. This apprehension is underscored by a recent meeting between Algeria's ambassador to Washington, Sabri Boukadoum, and Democratic Representative Jimmy Panetta, who co-authored the bill alongside Republican Jimmy Wilson. «Met with the Algerian Ambassador to discuss the U.S.-Algeria relationship, regional security, and trans-national terrorist organizations in their region of the African continent. The NGO voiced its «concern over the inaccurate information and allegations spread by the Moroccan lobby in the United States, as well as attempts to associate the Polisario Front with terrorism and extremist groups».
