LS, RS proceedings disrupted, adjourned till 2 pm amid ruckus by Opposition

New Delhi, July 22: On the second day of the Monsoon Session today, the Lok Sabha was adjourned till 2 pm following protests by opposition parties demanding discussion on 'Operation Sindoor and Pahalgam attack amid other issues.
The Rajya Sabha was also adjourned till noon amid uproar by Opposition leaders, particularly from the Congress who demanded a formal explanation from the Modi-led NDA government, questioning what transpired within a matter of hours that led to sudden resignation by Vice-President Jagdeep Dhankhar from the constitutional post.
In Rajya Sabha, Deputy Chairman Harivansh chaired the House proceedings a day after Dhankhar resigned late on Monday evening, citing health reasons.
In the Lok Sabha, earlier in the day, the House had barely commenced its sitting at 11 am when opposition protests erupted, prompting Speaker Om Birla to adjourn proceedings until noon.
Presiding officer Jagdambika Pal tabled essential bills and initiated Zero Hour, but the din from protesting members only grew louder. Despite repeated appeals for order, opposition MPs intensified their sloganeering in the House.
In an attempt to restore calm, Pal reminded members that a consensus had been reached in the Business Advisory Committee to allocate 16 hours for discussion on "Operation Sindoor." He urged all parties to participate constructively by remaining seated and engaging in parliamentary debate. He further reiterated the government's willingness to hold discussions on any issue raised by the Opposition.
However, the opposition bench remained unmoved, continuing to disrupt proceedings. Parliamentary Affairs Minister Arjun Ram Meghwal also assured members that the government was open to discussion on all matters, but his intervention failed to pacify the agitating MPs.
Pal urged members to refrain from waving placards and shouting slogans, and instead support the functioning of the House. With chaos continuing, the House was adjourned till 2 pm.

'He has consistently raised his voice to uphold the rights of Tamil Nadu. I hope his efforts for the rights of Tamils will continue for ever, as he remains a pillar of the Dravidian movement,' Stalin said, adding he watched the farewell speech of the leader in the RS on TV from the hospital where is currently admitted. In his farewell speech, Vaiko thanked former CM M Karunanidhi and Stalin for nominating him to the House. Karunanidhi nominated him thrice and Stalin once, in 2019. Vaiko said he had raised 13 attention motions in the House on the plight of Sri Lankan Tamils. Earlier, Stalin also appreciated DMK MPs M Shanmugam and MM Abdullah, whose tenure also ended on Thursday. He also conveyed his wishes to actor Kamal Haasan, P Wilson, SR Sivalingam and poet Salma who were sworn in as MPs on Friday. PMK's Anbumani Ramadoss's tenure also ended on Thursday, but he was not present in the House.

Ahead of the assembly elections in the state, Bihar chief minister Nitish Kumar made a major announcement for journalists. The pension amount being given to accredited journalists in Bihar will be increased from ₹ 6,000 to ₹ 15,000. In a post on X, Nitish Kumar said, 'I am pleased to inform that under the 'Bihar Patrakaar Samman Pension Scheme', instructions have been given to the department to provide a monthly pension of ₹ 15,000 instead of ₹ 6,000 to all eligible journalists.' Additionally, in the event of the death of journalists receiving a pension under the 'Bihar Patrakaar Samman Pension Scheme', instructions have been given to provide their dependent spouse with a monthly pension of ₹ 10,000 instead of ₹ 3,000 for their lifetime, he added. Nitish noted, 'Journalists play a crucial role in democracy. They are the fourth pillar of democracy and have a significant role in social development. We have been taking care of journalists' facilities from the beginning so that they can perform their journalism impartially and live with dignity after retirement.' This comes at a time when the Election Commission's ongoing Special Intensive Revision (SIR) of the electoral rolls ahead of the Bihar assembly polls has erupted in a massive row in the country, with the opposition INDIA bloc alleging that it will delete a significant chunk of voters. As per the latest data released by the Election Commission of India on July 25, 99.8 per cent of Bihar electors have been covered so far in the Special Intensive Revision exercise. Forms of 7.23 crore electors have been received and digitised; the names of all these electors will be included in the Draft Electoral Roll. The digitisation of forms, along with BLO reports, of the remaining electors will also be completed by August 1, 2025, the poll body stated. The opposition parties have repeatedly called for a discussion in the Lok Sabha and Rajya Sabha regarding the revision exercise, moving adjournment motions every day since the start of the monsoon session and alleging that manipulation of voter rolls is taking place under the guise of the SIR. Congress MP Priyanka Gandhi, Jharkhand Mukti Morcha (JMM) MP Mahua Maji, Deputy Opposition leader in Lok Sabha Gaurav Gogoi, Shiv Sena (UBT) MP Priyanka Chaturvedi, Rashtriya Janata Dal (RJD) MP Manoj Jha, among multiple other leaders, attended the protest. Carrying a banner which read 'SIR-Attack on Democracy,' the MPs stood at Makar Dwar, demanding that the voter list revision be halted. Journalists play a crucial role in democracy. They are the fourth pillar of democracy and have a significant role in social development. Bihar elections are expected to be held later this year, in October or November; however, the Election Commission of India (ECI) has not announced an official date.
