
AI a necessity for civil service reform, says PSD chief
It is a critical tool to enhance the government's service delivery system, making it more efficient, faster and impactful.
"AI can accelerate data-sharing across agencies, sharpen analysis of public needs and personalise service delivery.
"This is the catalyst for a more dynamic, people-centred transformation of the public sector," Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz said at the 4th International Conference on Government and Public Affairs at Universiti Utara Malaysia here today.
Present were UUM vice-chancellor Professor Datuk Dr Mohd Foad Sakdan, UUM Board of Directors chairman Tan Sri Datuk Wira Dr Mohd Shukor Mohd Mahfar and Institute of Integrity Malaysia board member Dato' Seri Mustafar Ali.
Wan Dahlan said civil servants must embrace change through technology- and value-driven approaches in an era where the public is increasingly aware and critical of governance.
"As we embrace AI, we must also be willing to adapt and refine our approaches without compromising the core values we have long upheld."
He added that the Malaysia Madani aspiration, which is anchored on values, humanity and people's wellbeing, can only be realised with a strong moral foundation, a clear reform mechanism and the responsible use of enabling technologies such as AI.
"The civil service can also no longer operate in silos. We need stronger strategic collaboration and synergy across ministries, departments, agencies, the private sector and academia to dismantle barriers and promote optimal resource-sharing. This is how we create greater and more meaningful impact."
Meanwhile, Foad said today's conference not only served as a platform for knowledge exchange, but also nurtured vital cross-border collaboration in a globalised world.
Organised by UUM's School of Government in collaboration with the Institute of Integrity Malaysia, the conference serves as a key forum for discussing strategies for strengthening governance and integrity amid increasing global complexity.

App launched to keep Internet up to speed

Download the Nexus app and check. The app will then provide data to the Malaysian Communications and Multimedia Commission (MCMC), and any telco that fails to deliver satisfactory service will face action. The Nexus app, available for download by Android users, will enable MCMC to investigate and study the quality of Internet service throughout the route, said Datuk Fahmi Fadzil. 'We have changed the mandatory standards on quality of service, MSQOS, to 10 Mbps,' the Communications Minister said. 'During a test, we found that from the Penang International Convention, Cultural and Arts Centre (PICCA) to the National Information Dissemination Centre (Nadi) in Kubang Semang, the Internet speed is about 90-100mbps. 'To download and upload, it is about 20-30 Mbps. 'This is satisfactory. 'However, I have asked MCMC to make use of the data set from the Nexus app to identify locations that need to be improved,' he said during a press conference at Yayasan Aman here yesterday. He said he had also asked MCMC to follow up with technical discussions with all telcos to see what technical aspects can be used to ensure that there is no disruption to the quality of service, especially when it changes from 4G to 5G. Earlier, Fahmi paid a courtesy visit to Penang Chief Minister Chow Kon Yeow at his office in Komtar before attending the main committee meeting for the Malaysia Day 2025 celebration there. Fahmi said over 5,000 visitors are expected at the national-level celebrations in Penang on Sept 16, with Prime Minister Datuk Seri Anwar Ibrahim as the guest of honour. The event will be held at PICCA @ Butterworth Arena and will be broadcast live across all official media and online platforms. The celebration, themed 'Malaysia Madani: Rakyat Disantuni', will feature various community-level events. 'I have asked the secretary- general to determine the most effective way to ensure that the planned funding can be properly channelled to the Media Council,' he said. He also visited the Safe Internet Campaign, which involved hearing-impaired students from SMK Pendidikan Khas Bumbong Lima. A total of 18 special education students with hearing impairments were given exposure to cybersecurity awareness and the ethical and responsible use of the Internet. Three accompanying teachers acted as facilitators to ensure the smooth delivery of information to the students.

State-federal synergy driving plan's success
LENGGONG: Menteri Besar Datuk Seri Saarani Mohamad said strong synergy between the state and federal governments is one of the key factors behind the success of the Perak Sejahtera 2030 plan to date. He said this synergy had enabled the successful implementation of 108 projects and initiatives outlined in the plan thus far. "This proves how the Perak Sejahtera 2030 plan and the Malaysia Madani vision initiated by Prime Minister Datuk Seri Anwar Ibrahim complement each other. "This synergy can be seen in how the leadership at both the state and federal levels, and across departments and agencies, share compatibility and a mutual willingness to complement one another. "We want to strengthen this synergy further so we can achieve even greater success," he said when presenting the third-year progress report for the plan at Kolej Kemahiran Tinggi Mara here yesterday. Saarani shared examples of several out-of-the-box approaches carried out across state and federal departments that enabled all five high-impact projects in Perak to be swiftly mobilised. He said one of the initiatives was the Muallim-Speed Lane, which shortened the approval process for construction up to the Certificate of Completion and Compliance and operational licensing levels. "The Kerian Green Lane applies the principle of 'agile regulation' to expedite approvals in industrial areas while a Land Affairs Express Lane has been introduced to shorten the land approval process to as short as one day, compared to three to six months previously. "There is also strong synergy in the implementation of various people's welfare programmes, where both state and federal agencies and departments work hand-in-hand to ease the burden of those in need," he said.
