The app will then provide data to the Malaysian Communications and Multimedia Commission (MCMC), and any telco that fails to deliver satisfactory service will face action.
The Nexus app, available for download by Android users, will enable MCMC to investigate and study the quality of Internet service throughout the route, said Datuk Fahmi Fadzil.
'We have changed the mandatory standards on quality of service, MSQOS, to 10 Mbps,' the Communications Minister said.
'During a test, we found that from the Penang International Convention, Cultural and Arts Centre (PICCA) to the National Information Dissemination Centre (Nadi) in Kubang Semang, the Internet speed is about 90-100mbps.
'To download and upload, it is about 20-30 Mbps.
'This is satisfactory.
'However, I have asked MCMC to make use of the data set from the Nexus app to identify locations that need to be improved,' he said during a press conference at Yayasan Aman here yesterday.
He said he had also asked MCMC to follow up with technical discussions with all telcos to see what technical aspects can be used to ensure that there is no disruption to the quality of service, especially when it changes from 4G to 5G.
Earlier, Fahmi paid a courtesy visit to Penang Chief Minister Chow Kon Yeow at his office in Komtar before attending the main committee meeting for the Malaysia Day 2025 celebration there.
Fahmi said over 5,000 visitors are expected at the national-level celebrations in Penang on Sept 16, with Prime Minister Datuk Seri Anwar Ibrahim as the guest of honour.
The event will be held at PICCA @ Butterworth Arena and will be broadcast live across all official media and online platforms.
The celebration, themed 'Malaysia Madani: Rakyat Disantuni', will feature various community-level events.
Also expected to attend the celebrations are Sarawak Premier Tan Sri Abang Johari Openg, Penang Governor Tun Ramli Ngah Talib, Sabah Chief Minister Datuk Seri Hajiji Noor and Penang Chief Minister Chow Kon Yeow.
Fahmi also said his ministry's secretary-general Datuk Mohamad Fauzi Md Isa has been instructed to explore mechanisms for channelling funds to the Malaysian Media Council, which is currently in the process of forming its inaugural committee.
'I have asked the secretary- general to determine the most effective way to ensure that the planned funding can be properly channelled to the Media Council,' he said.
He also visited the Safe Internet Campaign, which involved hearing-impaired students from SMK Pendidikan Khas Bumbong Lima.
A total of 18 special education students with hearing impairments were given exposure to cybersecurity awareness and the ethical and responsible use of the Internet.
Three accompanying teachers acted as facilitators to ensure the smooth delivery of information to the students.

Second Rantau Panjang-Sungai Golok bridge construction on track
NARATHIWAT: Construction of the second bridge connecting Rantau Panjang, Kelantan, and Sungai Golok here is progressing as planned, with the Thai authorities currently in the process of selecting a contractor to carry out the project. Sungai Golok Highway Division assistant officer Teetuch Mad-adum said the contractor selection process is expected to be completed by September at the latest, in line with the timeline agreed upon by Malaysia and Thailand. 'We are confident that a suitable contractor will be identified by September, with the initial shortlist involving 10 companies,' he told Bernama yesterday. Teetuch added that the six-lane bridge, which will be built parallel to the existing Muhibbah Bridge, is expected to have a significant impact on local economic development and further strengthen bilateral relations between Malaysia and Thailand. 'The purpose of this bridge is to widen the existing route. Once completed, it will improve the flow of economic activity and make cross-border movement much easier,' he said, adding that the completion of the bridge will also have an impact on nearby illegal jetties. He said there had been no objections from local residents regarding the project, and all studies conducted so far indicated no negative impact. 'This bridge is being built specifically to stimulate economic growth, and the entire process has proceeded smoothly without any major obstacles,' he said. On financing, Teetuch said the construction cost would be shared by both countries, with Malaysia allocating RM17 million and Thailand RM32 million, which includes related infrastructure upgrades. He added that construction is expected to begin as early as September, following the contractor selection, or by December at the latest, with completion targeted within 36 months. Previously, Works Minister Datuk Seri Alexander Nanta Linggi said the project involves building a new 117.3-metre bridge parallel to the existing structure, along with upgrading works on the Muhibbah Bridge. In April, the media reported that the Thai Cabinet had approved the construction of a second bridge across Sungai Golok, linking Sungai Golok with Rantau Panjang, Kelantan. The project is viewed as a key step toward strengthening regional connectivity, facilitating cross-border movement, and supporting ASEAN economic integration. Thailand is Malaysia's seventh-largest global trading partner and the third-largest within ASEAN. In 2024, bilateral trade between the two countries reached USD25.03 billion (RM114.56 billion). For the period January to February 2025, trade increased to USD3.96 billion (RM17.65 billion), up from USD3.67 billion (RM16.80 billion) in the same period last year.

Jury finds Google liable for covert data collection from idle Android phones, awards US$314m to California users
SAN FRANCISCO, July 2 — A jury in San Jose, California, said yesterday that Google misused customers' cell phone data and must pay more than US$314.6 million (RM1.5 billion) to Android smartphone users in the state, according to an attorney for the plaintiffs. The jury agreed with the plaintiffs that Alphabet's Google was liable for sending and receiving information from the devices without permission while they were idle, causing what the lawsuit had called 'mandatory and unavoidable burdens shouldered by Android device users for Google's benefit.' Google spokesperson Jose Castaneda said in a statement that the company would appeal, and that the verdict 'misunderstands services that are critical to the security, performance, and reliability of Android devices.' The plaintiffs' attorney Glen Summers said the verdict 'forcefully vindicates the merits of this case and reflects the seriousness of Google's misconduct.' The plaintiffs filed the class action in state court in 2019 on behalf of an estimated 14 million Californians. They argued that Google collected information from idle phones running its Android operating system for company uses like targeted advertising, consuming Android users' cellular data at their expense. Google told the court that no Android users were harmed by the data transfers and that users consented to them in the company's terms of service and privacy policies. Another group filed a separate lawsuit in federal court in San Jose, bringing the same claims against Google on behalf of Android users in the other 49 states.
