Former ICICI Bank CEO Chanda Kochhar has been found guilty of receiving a bribe of ₹ 64 crore in exchange of sanctioning a ₹ 300 crore loan to Videocon Group, a report has said.
According to the report by The Times of India, an appellate tribunal in New Delhi in an order dated July 3 observed that Kochhar took the bribe through her husband Deepak Kochhar and a company linked to the Videocon Group in a 'quid-pro-quo' arrangement.
'The history given by the appellants (ED) has been narrated and supported by the evidence in the light of the reference of the statements under Section 50 of the PMLA Act which are admissible and can be relied upon,' the tribunal said, as per the report.
Backing the Enforcement Directorate (ED), the tribunal said that Deepak Kochhar was controlling the Videocon Group's operations at the time, making the allegations against the couple valid.
'The allegation made by the appellants stands because on paper ownership of NRPL is shown to be of V N Dhoot (CMD of Videocon group) but according to him also, the entire control of the company was of Deepak Kochhar (Chanda Kochhar's husband). Thus, the allegations were made for quid-pro-quo to Chanda Kochhar for sanction of loan to Videocon group of industries,' it said.
The tribunal further upheld the ED's case accusing Chanda Kochhar of failing to disclose conflict of interests.
'The issue remains about the transfer of ₹ 64 crore by Videocon group through its entity SEPL to NRPL day after the disbursement of loan by ICICI Bank,' the report quoted the tribunal as saying.
It was also observed that the approval of the ₹ 300 crore loan to the Videocon Group while Chanda Kochhar was part of the committee was against the policy of the ICICI Bank.
The appellate tribunal slammed an adjudicating authority that had in November 2020 allowed the release of assets worth ₹ 78 crore belonging to Chanda Kochhar and her associates, TOI reported.
'The adjudicating authority has ignored the material facts while drawing the conclusions which are coming out on the face of the record and, therefore, we cannot endorse the finding of the adjudicating authority going against the record and ignoring the relevant facts,' the tribunal said.

The latest searches were conducted on July 24 at three locations in Hyderabad under the Prevention of Money Laundering Act. According to the ED, the investigation is based on an FIR by the ACB alleging that Balakrishna amassed assets far beyond his known sources of income. Properties were allegedly acquired in the names of his family members, associates, and benamis. The ED revealed that the seized documents indicate questionable financial transactions and close ties with several realtors. It was found that Balakrishna had allegedly parked proceeds of crime with certain real estate players and was using vehicles registered in their names. The residences of directors and partners of three real estate companies—Sree Krishna Constructions, Quorizon Spaces, and Udaya SSV Projects—were part of the search operation. Further investigations revealed that Balakrishna reportedly received illicit payments from builders in exchange for approving building plans and land use changes. These proceeds were then allegedly routed into acquiring both movable and immovable assets under various names. The ED said that substantial cash deposits were found in the bank accounts of Balakrishna's family members, further supporting the suspicion of large-scale corruption. The investigation is ongoing, with ED officials continuing to trace the flow of money and identify other individuals and entities linked to the case.

NEW DELHI: The ED on Friday said it has attached assets worth over Rs 106 crore belonging to former CMD of UCO Bank SK Goel, his family members and associates as part of an ongoing money laundering investigation against him. Earlier on July 11, a supplementary chargesheet was filed against Goel before a special PMLA court in Kolkata. Assets worth Rs 613 crore have been provisionally attached in the case so far. The key accused in the case - Sanjay Sureka, SK Goel and Anant Kumar Agarwal - remain in judicial custody. The probe against Goel began after ED found allegations of bribery against him in a Rs 6,211-crore bank fraud case. This was based on an FIR registered by CBI in Kolkata against Concast Steel & Power Ltd (CSPL) and its directors/promoters for defrauding banks and other financial institutions of Rs 6,211 crore, excluding interest. The CSPL promoters were accused of siphoning bank funds by submitting inflated stock statements, manipulating balance sheets, etc. Goel, ex-CMD of UCO Bank, was arrested in the case on May 16 for allegedly "playing a substantial role in sanctioning loans of more than Rs 1,460 crore to CSPL, which later turned into NPA". "In lieu of sanction of loans to CSPL, Goel received substantial illegal gratification in the form of cash, immovable properties, etc., which were routed through a web of shell companies. Evidence also shows the use of accommodation entries and structured layering through front companies for systematic settlement of kickbacks," the agency said. Anant Kumar Agarwal, a CA and close associate of Goel, was arrested on June 25 for facilitating accommodation entries, managing shell entities, and routing illegally acquired cash.

A court in Gurugram has rejected the second bail application of a former cooperative bank director from Hyderabad in a Rs 5.8-crore digital arrest scam case while noting that 'the chairman of the bank is also involved' according to the accused's disclosure statement and has 'to be joined into the (police) investigation'. In the order rejecting bail on July 21, Judicial Magistrate Arun Dabla found the allegations in the case to be 'grave and serious' and stated that the accused, Samudrala Venkateswarlu, committed a 'socio economic offence which has deep rooted impact on the society'. The scam, which targeted a top advertising executive, was at the heart of a series of investigative reports published by The Indian Express last month on how digital scamsters moved crores in minutes across banks and state borders using and reusing 'mule' accounts. In the Gurugram case — just one of the 1.23 lakh such crimes that were reported in 2024 involving Rs 1,935 crore — this newspaper reported that scamsters routed the Rs 5.8 crore from the victim's HDFC Bank account through three layers: an ICICI Bank account of a college student in Haryana's Jhajjar; 25 other accounts in 10 banks across the country; and, onward to 141 more accounts. The second layer of 25 accounts included at least 11 in Sreenivasa Padmavathi Co-operative Urban Bank of Hyderabad where Samudrala was a director. At the time, The Indian Express spoke to the bank chairman P Srinivas Kumar who blamed officials at ICICI Bank for not raising the alarm. On Friday, Kumar told The Indian Express that he was 'unaware' of the latest court order and Samudrala's allegations. 'If someone approaches me officially, I will see what is to be done,' Kumar, who is also a lawyer, said. The court's order also mirrors the other findings of this newspaper: a bulk of the stolen money (Rs 4.87 crore) was 'transferred' to accounts in the Hyderabad bank; the account-holders included Royya Sharadha (a tailor) and N Ravinder (a carpenter) who told police that Samudrala allegedly made them sign blank cheque books and withdrawal forms on the pretext of getting them jobs. Samudrala was arrested on April 29 by a Special Investigation Team (SIT) of the Gurugram police, which is probing the case. During interrogation, Samudrala allegedly told police that he had been lodged in the Sabarmati Jail from September 2024 to January this year and then till February in the Rajkot Central Jail in similar cases. In its latest order, the Gurugram court said, 'The court must be proactive in such cases where the accused dupe innocent and poor people and mercilessly take away all their hard earned money and deprived them of their life time savings… if such accused are dealt with leniency and they are granted bail in a casual manner then it would certainly send a wrong message in the society…' It noted that Rs 18.5 lakh has so far been recovered. The Indian Express had also reported that the SIT was alerted by the Union Home Ministry's cyber fraud unit, Indian Cyber Crime Coordination Centre (I4C), that the 11 accounts in Hyderabad are also allegedly at the heart of 181 other such complaints. According to one complaint, Rs 21 crore had allegedly passed through these accounts in just three months.
