UAE President His Highness Sheikh Mohamed Bin Zayed Al Nahyan on Tuesday honoured judge Hamid Al Ali of the Umm Al Quwain Federal Court of First Instance who cancelled a Dh60,000 fine for an Afghani overstayer.
Sheikh Mohamed said that what the judge did represents the traits and culture of the Emirati people.
Judge Al Ali recalled this story after many years.
He said that once he had a case of an Afghani overstayer who failed to renew residency visas for himself, his wife, and their four children over five years due to personal circumstances.
When Al Ali asked about the reason the man said that his Emirati sponsor was diagnosed with cancer and he had to stay beside him in hospital and did not think about his legal status.
Al Ali said that during the hearing, he saw the man's young son standing beside him and asked for his name, to be surprised that his name was Zayed.
Al Ali then removed the UAE flag scarf from around his shoulders and wrapped the child's shoulders with it saying 'Zayed is not fined but honoured' before he cancelled the penalties.

The housing allowance is intended for families enrolled in the programme who do not receive any form of government housing assistance. The amount is determined based on the family's size and living conditions, distinguished between those living independently and those sharing accommodation with other households. The allowance also includes flexible terms for orphans and children of individuals serving jail terms. What about the education allowance? The education, or academic excellence, allowance is aimed at high-achieving university students. Students enrolled in accredited higher education institutions in the UAE who maintain a cumulative GPA (the grade given per term) of 3.3 or higher are eligible to receive up to Dh3,200 per month. Students enrolled in accredited UAE institutions through remote learning are also eligible. How to apply Applications can be submitted through the ministry's official digital platform via the social subsidy service. All applications are processed within 21 days of submission. Stepping up support The employment programme is the latest step by the government to provide additional assistance to its citizens. In 2022, President Sheikh Mohamed announced a Dh28 billion ($7.6 billion) social support package to provide lower-income Emirati families with subsidies to pay for essentials including fuel, food and utilities. Under the move, annual financial support for eligible families was raised from Dh2.7 billion to Dh5 billion, with the total social support budget doubling from Dh14 billion. The UAE's social welfare programme for low-income citizens is available to Emirati families whose income is less than Dh25,000 ($6,800) a month. The programme offers Dh5,000 aid a month for citizens over the age of 45, housing allowance up to Dh2,500 a month, university education allowance of Dh3,200 a month to outstanding students and Dh5,000 a month for six months to those who are unemployed. In addition, the government offers an inflation allowance, which covers food, electricity, water and fuel costs.

The session will be held from 22 to 26 July 2025, under the generous patronage of His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, with the support and close follow-up of His Excellency Ahmed Aboul Gheit, Secretary-General of the Arab League. Djibouti and Palestine Among the First to Arrive Djibouti and Palestine were the first delegations to arrive at UAE airports, followed by the remaining participating countries: Morocco, Mauritania, Libya, the Sultanate of Oman, the Kingdom of Saudi Arabia, the Hashemite Kingdom of Jordan, the Kingdom of Bahrain, the Republic of Iraq, the Arab Republic of Egypt, the Republic of Lebanon, the State of Qatar, and the United Arab Emirates. In total, 14 countries are represented, with 56 child parliamentarians accompanied by official representatives from their national parliaments and child-focused institutions. Warm Reception at UAE Airports Delegations were warmly welcomed by reception teams from the General Secretariat of the Arab Parliament for the Child, in collaboration with the General Secretariat of the Sharjah Consultative Council and the Parliament's institutional partners. Children and accompanying officials were received with generous Emirati hospitality, provided with all necessary facilities, transported to their accommodation in Sharjah, and briefed on the session's schedule and planned activities. A Dialogue Platform on Cultural Identity The event forms part of the Arab Parliament for the Child's commitment to empowering Arab children to voice their perspectives on childhood issues, enhance their dialogue skills, and strengthen their awareness of Arab cultural identity. This year, the child parliamentarians will discuss the theme 'The Cultural Identity of the Arab Child' during a wide-ranging dialogue session that reflects their visions and provides a pioneering Arab model of parliamentary work for children. Message from the Secretary-General On this occasion, His Excellency Ayman Othman Al Barout, Secretary-General of the Arab Parliament for the Child, welcomed the arrival of the delegations, noting that Sharjah's hosting of this significant event reflects the visionary leadership's dedication to child development. Sheikh Nahyan Bin Mubarak Al Nahyan, Minister of Tolerance and Coexistence, and Khalifa Shaheen Al Marar, Minister of State, attended on Monday evening the reception hosted by Sharif Mahmoud Said Eissa, Ambassador of the Arab Republic of Egypt to the UAE, on the occasion of the 73rd anniversary of the 23rd July Revolution. The event, held at the Egyptian Embassy in Abu Dhabi, was attended by a number of senior officials, members of the Arab and foreign diplomatic corps accredited to the UAE, and members of the Egyptian community residing in the country. In his speech on the occasion, Ambassador Sherif Eissa emphasised the depth and strength of the relations between the Arab Republic of Egypt and the United Arab Emirates, built on the principles of brotherhood laid down by the late Sheikh Zayed Bin Sultan Al Nahyan. He noted that the past two years have witnessed both qualitative and quantitative transformations in UAE-Egypt relations, with Emirati direct investment in Egypt reaching an unprecedented level of nearly $70 billion, making the UAE the top investing country in Egypt. He also highlighted the UAE's substantial investments in the Ras El Hekma project on Egypt's northern coast, and noted that bilateral trade between the two countries exceeds $4 billion annually. Earlier, the fourth edition of the Youth Knowledge Forum (YKF), titled 'Knowledge Economy and Human Development,' commenced at the Cairo University Theatre, garnering wide participation both regionally and internationally. It is being organised by the Mohammed Bin Rashid Al Maktoum Knowledge Foundation (MBRF), in collaboration with the United Nations Development Programme (UNDP) and Egypt's Ministry of Youth and Sports (MOYS) through the Youth Knowledge Office, under the patronage of Dr. Mostafa Madbouly, Prime Minister of Egypt. The opening ceremony was attended by Dr. Ashraf Sobhy, Egypt's Minister of Youth and Sports, along with several other ministers and senior officials, including Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population; Dr. Ahmed Fouad Hanno, Minister of Culture; and Counsellor Mahmoud Fawzy, Minister of Parliamentary and Legal Affairs. The inaugural session was also graced by the presence of Jamal Bin Huwaireb, CEO of MBRF; Dr. Mohamed Sami Abdel Sadek, President of Cairo University; and Eng. Hany Torky, Project Manager of the Knowledge Project at UNDP, as well as a distinguished group of partners and experts. Furthermore, attendees enjoyed a vibrant lineup of musical and artistic performances by the 'Percussion' troupe. Dr. Ashraf Sobhy stressed that as the host of the Forum's fourth edition, Egypt has demonstrated its strong commitment to investing in human capital and capacity building. Moreover, he stated that the knowledge economy is the backbone of the nation's ongoing development efforts. He further stated: 'The forum serves as a dynamic platform for impactful dialogue and youth policymaking, redefining benchmarks of how government institutions should engage with youth in an era of digital and knowledge transformation. Through such initiatives, we strive to enhance the creativity, awareness, and leadership qualities of Arab youth, since empowering them today is fundamental to building a cohesive society and a sustainable, competitive economy.' Jamal Bin Huwaireb, CEO of MBRF, expressed his delight at the Forum's return to Cairo, following the success of last year's edition. He further underscored that Arab youth empowerment remains a cornerstone of the Foundation's strategic vision. Meanwhile, Eng. Hany Torky, Project Manager of UNDP's Knowledge Project, emphasised that the world's greatest challenge today is not a lack of professional opportunities, but a growing skill gap, which is hindering individuals' ability to keep pace with digital transformation and artificial intelligence. Following the opening, the first session titled 'Knowledge Economy and Human Development' was moderated by Mostafa Magdy, Assistant Minister of Youth and Sports for Strategic Affairs and Information, and a member of the Technical Secretariat of the Ministerial Group for Human Development. The session explored the importance of formulating a comprehensive vision for the knowledge economy and examined the role of Egypt's development policies in supporting the same. The event also featured a second session titled 'Formulating Development Policies in the Era of the Knowledge Economy,' which was moderated by Fathi Emad, Director of the Egyptian Knowledge Youth Office.
