Malampaya Phase 4 drilling underway
The Department of Energy (DOE) on Tuesday confirmed that drilling operations for the Malampaya Phase 4 Project are now in full swing, with the aim of ensuring energy security.
Energy Secretary Sharon Garin said the project involves the drilling of three new wells—Camago-3, Malampaya East-1, and Bagong Pag-asa-1.
'Malampaya is 23 years old and used to supply 40% of Luzon's electricity demand. That has since gone down to 20% as reserves have dwindled,' said Garin during a press briefing in Malacañang.
She said that President Ferdinand Marcos Jr. conducted a flyby inspection of the site on July 14 to oversee progress and express support for the initiative.
Garin explained that drilling is being carried out by a vessel named Noble Viking, which arrived a few weeks ago. Each well will be drilled at a depth of around 3 kilometers, with results expected later this year.
'We are hopeful, especially with Bagong Pag-asa. It's still a prospect, but it looks promising,' she said.
The Malampaya gas field has been a key supplier of natural gas to Luzon since it began operations in 2001. It powers homes, hospitals, and schools—but declining reserves have prompted government efforts to extend its life and tap new wells to secure affordable and stable electricity.
Phase 4 development is expected to help stabilize electricity costs while complementing the government's long-term goal of increasing renewable energy usage across the country.
'This is an indigenous resource,' Garin said. 'Even if there are wars elsewhere in the world, we can protect ourselves because this is ours—and we can manage the prices and supply ourselves.' —VBL, GMA Integrated News

'We have to dress simply so people will be able to feel that we are one with them. SONA should not be projected as an event for the elite. It is an event for the people, for our people to know of the government's plans and how they are able to benefit from it,' Garin said. 'We won't have a lavish menu, and other expenses should be for things that we can still use for everyday work in Congress. And most of the preparations I have seen so far are related to the day-to-day operations in Congress,' Garin added. Meralco customers hit by power outage down to 12,000
The number of Manila Electric Company (Meralco) customers hit by power outages due to the inclement weather conditions is down to 12,000 as of Wednesday morning, with the distribution utility firm now on full alert. In an advisory, Meralco said most of the affected customers are located in Cavite, Metro Manila, and Bulacan, and are affected by flooding as of 7 a.m. on Wednesday, July 22. This is down from 29,000 customers as of 6 p.m. on Tuesday, July 22, and the peak of 167,000 customers as of 7 a.m. on Tuesday. Meralco is now on full alert with the entry of Tropical Depression Dante, which has maintained its strength as it moves northwestward over the Philippine Sea. It is expected to continue bringing moderate to sometimes intense rains over Metro Manila and several provinces. 'We remain vigilant as we monitor the current weather conditions that affect our franchise area. We remain fully committed to restoring electricity service to all impacted customers as safely and swiftly as possible,' Meralco vice president Joe Zaldarriaga said. 'Along with the Department of Energy, we also reiterate our call to continue practicing caution and follow electrical safety guidelines, especially in flood-affected areas,' he added. Meralco constructs, operates, and maintains electric distribution systems in the cities and municipalities of Bulacan, Cavite, Metro Manila, and Rizal, as well as certain areas in the provinces of Batangas, Laguna, Pampanga, and Quezon. Marcos tells agencies to speed up aid to flood victims
President Ferdinand Marcos said he has instructed concerned government agencies to ensure the safety of the people amid the floods in Metro Manila and several other provinces, and to deliver assistance to flood victims quickly. "I gave the instructions for them to work and coordinate to ensure that all our kababayans are out of harm's way, and that the relief goods are ready to be delivered," Marcos said in Filipino in a video message posted by the Presidential Communications Office. He was referring to the Office of Civil Defense, and the Departments of Transportation, Health, Science and Technology, Social Welfare and Development, Energy, Public Works and Highways and Interior and Local Government. Marcos is currently in the United States for a meeting with US President Donald Trump. He said medical teams should also be present during the distribution of relief goods. He added there should also be an unhampered supply of water and electricity. Marcos appleaed to the public to heed the instructions of authorities as rains continue to batter Metro Manila and nearby provinces. "The government is here to provide the services needed by our people," he said. Earlier, Malacanang said it approved the recommendation of the Department of Interior and Local Government to suspend classes and government work in Metro Manila, and the provinces of Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Pangasinan, Tarlac, and Occidental Mindoro. In Memorandum Circular No. 89, Executive Secretary Lucas Bersamin said the class and work suspension in the said areas was also "Upon the recommendation of the National Disaster Risk Reduction and Management Council relative to the continuous heavy rainfall."
