The Saket district court is ramping up its security, including the installation of integrated security equipment, at key entry points, after an undertrial was beaten to death by other inmates on June 6.
In a circular on Monday, principal district and sessions judge Shail Jain said security is being boosted in line with a Delhi high court order of November 24, 2021. Work commenced on June 13 and is expected to be completed by June 30, when summer vacation ends. Currently, two gates are closed and entry is permitted through a single point.
People aware of the development told HT besides new-generation X-ray baggage scanners and additional door-frame metal detectors, boom barriers and steel bollards were being installed at entry gates to supplement the existing infrastructure. 'Baggage scanners, with more advanced technology, are being installed at all three gates. Additional door-frame detectors are also being added. Two new security features—boom barriers and bollards to regulate traffic movement—are a first,' an official with the court's security cell said.
The Saket court complex has six entry gates—four for pedestrians, advocates, and judicial officers, and two dedicated exclusively to judges and jail vans. Current security protocols include RFID-enabled vehicle access for lawyers and routine frisking of entrants by security personnel.
The intensified security push comes after a series of attacks and murders of undertrials and accused at Delhi courts. In November 2021, the high court issued a series of directions to the judiciary and Delhi Police for a comprehensive overhaul of security protocols, after gangster Jitender Mann alias Gogi was gunned down inside the Rohini court complex by rivals who had disguised themselves as lawyers. Both attackers were gunned down, but the incident raised security concerns in Delhi courts.
The Saket court's security came under fire in April 2023, when a 40-year-old woman was shot at three times by a suspended advocate outside the lawyers' block. The incident had triggered widespread concern about the lack of robust security mechanisms in place.
On June 6, 24-year-old undertrial Aman Poddar was killed inside the court's lock-up, allegedly by inmates with whom he had a personal enmity. A preliminary inquiry by the principal sessions judge flagged major lapses, including the failure to segregate rival prisoners and an inexplicably delayed police response to the assault. The report noted that a constable posted outside the lock-up took at least 20 seconds to unlatch the door as the assault unfolded, which continued for nearly a minute. An internal probe was also launched against personnel of the Delhi Police's Third Battalion for failing to identify and separate the rival inmates, as required by the protocol.
Senior members of the Saket Bar Association acknowledged that while security upgrades have been taking place on the high court's directives, the recent lock-up killing acted as a catalyst. 'Several meetings were held between the principal sessions judge and Bar leaders to chart out a more advanced security layout,' a senior member of the association said.
The security official cited above said: 'So far, we have received only some tools, but plans are in place to install under-vehicle surveillance systems (UVSS) at the entry gates. These systems will allow us to scan the undercarriages of vehicles belonging to advocates and staff. More Delhi Police personnel will also be requisitioned to manage the enhanced system.'
Narendra Sharma, vice-president of the Saket Court Bar Association, said, 'Security tools are being procured periodically by the court administration. Security audits are also underway, and fresh measures are adopted whenever a more stringent approach is deemed necessary.'

(Representational image) A comparative study of the registration of FIRs, done by Punjab Police, since the inception of the portal on August 28, last year, shows that the information received from the tipline has led to the registration of 27% of FIRs in the past five months from March 1 to July 5 as compared to mere 2.7% from August 28, 2024, to February 28, this year. During Phase 1 of operations, till February 28, the helpline received a total of 1,665 complaints. Based on these complaints, 41 FIRs were registered following due investigation, leading to the arrest of 46 individuals. This resulted in a conversion rate of 2.46% (41 FIRs out of 1,665 complaints), reveals the Punjab Police data (accessed by HT) revealed. However, from March 1 to July 5, when the portal was strengthened with a focus on ensuring the secrecy of the informers, a remarkable surge in public engagement has been observed, the data revealed. In this period, 11,792 complaints have been received, resulting in the registration of 3,238 FIRs and the arrest of 4,299 accused. The conversion rate during this phase increased significantly to 27.45%, marking a substantial improvement in responsiveness and operational efficiency, a police official said. Since its launch, the 'Safe Punjab' portal has received a total of 13,457 complaints (1,665 in Phase 1 + 11,792 in Phase 2). Out of these, 3,279 FIRs have been registered (41 in Phase 1 and 3,238 from Phase 2) reflecting an overall conversion rate of 24.06%. Punjab director general of police (DGP) Gaurav Yadav said the 'Safe Punjab' tipline has brought a paradigm shift in getting information on the ground. 'When we say that full eradication of drugs is not possible without public participation; Safe Punjab is a platform for the public to participate. It not only gives us the real ground-level picture but also helps us in getting crucial information to crack on drug trafficking,' the DGP said. Traditional vs tech-driven policing Data further showed that using traditional policing methods, a total of 8,978 FIRs were registered from January 1, 2024, to December 31, 2024, across various police stations in Punjab, leading to the arrest of 12,377 accused. However, after the 'Safe Punjab' portal, in just three months, from April to June this year, 2,904 FIRs were registered through complaints received on the portal, resulting in the arrest of 3,844 accused. Notably, the 'Safe Punjab' anti-drug helpline (97791-00200) is a flagship initiative of the Punjab Government aimed at providing anonymous, accessible, and non-judgmental support to individuals grappling with drug-related issues. 'This 24x7 helpline serves as a vital platform for citizens to seek assistance, share information about drug traffickers, support rehabilitation efforts, raise awareness, and offer feedback or suggestions. The helpline enables users to upload videos, audio messages, text, and location data, ensuring a seamless and user-friendly reporting experience. In a unique feature, the platform also provides anonymous feedback on action taken based on the information shared by informants,' special DGP (law and order) Arpit Shukla said. Shukla added the tipline not only ensures enhanced public participation in the fight against drug abuse but has also resulted in creating sources for the police. 'There is a provision of sending action taken reports to the informer on WhatsApp without knowing his identity. Whenever we receive any information at the central portal, we forward that complaint to SHOs for action without disclosing the identity of the complainant,' said Shukla. The Punjab Police study said that based on this quarterly trend, it is projected that the 'Safe Punjab' portal alone could facilitate the registration of approximately 11,000 FIRs and the arrest of around 15,000 accused in the next one year. This would reflect a 29% increase in FIRs and a 24% increase in arrests alone when compared to the figures from conventional policing in 2024, the projections reveal. The Delhi Police has busted a gang of professional bag lifters who posed as cloth traders during peak hours in railway stations to avoid detection on CCTV. Four men were arrested, an official said on Monday. The gang stayed in hotels near railway stations under the guise of being cloth merchants ands carried multiple empty black and blue bags, ( iStockphoto/Representational Image) Amit Kumar (37), Karan Kumar (27), Gaurav (33), and Punit Mahto (38), targeted passengers boarding and alighting trains, particularly at crowded stations, stealing unattended blue or black luggage, and replacing stolen bags with lookalike ones to mislead surveillance systems, he said. "The gang's latest theft was reported on July 3, when the railway enquiry received a complaint about the disappearance of five bags from coach A-1 of the Shri Mata Vaishno Devi Katra SF Express at New Delhi Railway Station. Based on the complaint, an FIR was registered and a probe launched," a senior police officer said. On reviewing CCTV footage, our teams tracked the suspects to a hotel in Paharganj, the officer said. A raid led to the arrest of Amit, Karan, and Gaurav, all residents of Bihar. Punit was arrested later from Anand Vihar Railway Station. The gang stayed in hotels near railway stations under the guise of being cloth merchants. They carried multiple empty black and blue bags, which they used to execute their scheme. After stealing similar-coloured bags from railway stations, they would transfer the contents into the dummy bags they already carried and abandon the original ones to reduce the risk of being caught, the officer added. This method allowed them to move in and out of railway premises multiple times a day without drawing attention from CCTV operators or hotel staff, who would see them with the same-coloured bags throughout, the officer said. Three trolley bags (two of them confirmed stolen), four 'pitthu' bags, five handbags, two mobile phones, and ₹47,000 in cash was recovered. The officer added that an additional four suspected stolen trolley bags were recovered from Mahto, whose criminal history spans multiple states and includes narcotics and arms charges. They also used safe houses near the Badarpur-Faridabad border to stash looted goods before selling them in grey markets. "The accused were highly organised. They frequently changed SIM cards, mobile phones, and used aliases during hotel check-ins to avoid leaving a digital trail," the officer added. Investigation is underway to link the recovered property with pending theft cases and identify other members of the network.

A 28-year-old criminal was shot dead and a kabaddi player injured after four unidentified assailants opened fire near Pauli village in Jind on Sunday night, police said on Monday. According to police, Lohan had nearly a dozen criminal cases against him, including charges of murder, extortion, and kidnapping. He was also booked under various sections of the Arms Act and carried a reward of ₹25,000 on his arrest. Manish Kumar, the injured, also hails from Rajpura Bhain and is a kabaddi player with no criminal record. He is currently undergoing treatment at PGIMS, Rohtak. Julana police station SHO Ravinder Kumar said the shooting occurred around 9 pm on Sunday, when Rishi and Manish were travelling towards Rohtak on a motorcycle. 'When they reached near a petrol pump at Pauli village, four men on two motorcycles intercepted and opened fire on them. Rishi died on the spot, while Manish sustained bullet injuries,' the SHO said. Police teams have been formed to trace the attackers. 'So far, no gang rivalry link has emerged, but we are probing all angles. A case has been registered against unidentified assailants under charges of murder, attempt to murder, and the Arms Act,' Kumar added. Jeweller robbed of ornaments worth ₹50 lakh In a separate incident near Pauli village, five armed men allegedly looted jewellery worth ₹50 lakh from a jeweller returning to Jind from Rohtak on Monday. Anil Kumar, the victim, told the police that the assailants intercepted his bike and assaulted him with sticks. 'They robbed me of 500 grams of gold and 5 kilograms of silver ornaments. When a few passersby tried to intervene, one of the robbers brandished a pistol and threatened to shoot if anyone came forward,' he said. The robbers fled the spot after the incident. Police said they have yet to receive a formal complaint in the matter and are investigating.
