Large section of bank loan borrowers yet to gain from RBI rate cuts

Time of India30-04-2025
Despite the RBI's 50 bps repo rate cut and liquidity infusion, a significant portion of borrowers haven't benefited due to reliance on MCLR-linked loans. MCLR remained unchanged at 9% in April, particularly affecting public sector borrowers. Banks' deposit costs and competition for funds are hindering faster transmission of rate cuts, impacting net interest margins.

A large section of bank loan borrowers is yet to see the benefit from the Reserve Bank of India's two consecutive policy rate cuts.Data released by the RBI Wednesday showed that one-year median marginal cost of fund-based lending rate (MCLR) remained unchanged at 9% in April. MCLR has been at 9% since November, except February when it rose to 9.05%, the data showed. The central bank has reduced policy repo rate by a total of 50 basis points since February. It has also infused liquidity to the tune of Rs6.5 lakh crore in the banking system to ensure effective transmission of policy rate cuts into both lending and deposit rate. The latest RBI data showed that sections of existing borrowers may not have benefited in the form of reduction in their EMIs. This is because nearly 36% of all floating rate loans are priced on MCLR, while over 60% are on external benchmarks (EBLR) like repo rate. In the case of the public sector, the share of MCLR loans is at 51%, while it is just 13% for private banks. The weighted average lending rate (WALR) on fresh rupee loans as well as outstanding loans of banks fell month-on-month by 5 bps and 3 bps, respectively, to 9.35% and 9.77% in March, the data showed.WALR reflects loans priced to external benchmarks as well as those linked to banks' marginal cost of funds. The transmission of regulatory rate cuts happens quickly in case of repo-linked benchmark rate. The transmission in case of MCLR-linked rates, which depend on banks' deposit costs, takes a longer time of at least two quarters for the effect to play out, industry executives said.Data released Wednesday by the RBI showed that the weighted average domestic term deposit rate on fresh deposits of banks rose to 6.65% in March from 6.49% a month ago. On the outstanding deposits, the rate rose slightly to 7.03% from 7.02% in February.Analysts said that banking system liquidity was in deficit for a large part of March. This along with intense competition to raise liabilities, kept fixed deposit rates elevated.Liquidity conditions eased from late March, which in turn prompted banks to reduce rates on term deposits. A few large banks have also reduced savings deposit rates in a bid to protect their net interest margins (NIMs).According to CRISIL Ratings, the extent of reduction in NIMs will therefore depend on the ability of banks to manage their deposit costs. But given the competition for deposits seen of late, that ability will be curtailed.According to CRISIL Ratings, any reduction in term deposit (TD) rates will apply only to incremental deposits and renewals, resulting in a slower transmission of the reduction to the liability side. Data shows only ~21% of TDs are maturing in a year, which means the rest will be due for repricing only after this fiscal.

X, Centre spar over blocking of multiple accounts in India

Social media company X on Tuesday accused the Union government of ordering it to block 2,355 accounts, including of international news agency Reuters, prompting the ministry of electronics and IT to hit back with claims that no 'fresh blocking orders' were issued and that X 'unnecessarily exploited technicalities' to delay restoring the news agency's accounts. This illustration photograph shows the logo of social network X (formerly Twitter) displayed on a smartphone.(AFP/File) The exchange — in the form of statements, first by X's Global Government Affairs account and then by a statement from the ministry of electronics and information technology (Meity) -- represents a rare public flashpoint in an ongoing battle between the two over content regulation that is simultaneously playing out in the Karnataka high court. 'On July 3, 2025, the Indian government ordered X to block 2,355 accounts in India, including international news outlets like @Reuters and @ReutersWorld,' X's Global Government Affairs team said on Tuesday. The company, owned by SpaceX and Tesla chief Elon Musk, claimed the ministry of electronics and information technology 'demanded immediate action -- within one hour -- without providing justification, and required the accounts to remain blocked' until further notice, warning that 'non-compliance risked criminal liability.' However, the government rejected X's characterisation of events, issuing a detailed rebuttal that accused the platform of exploiting 'technicalities' and unnecessarily delaying the restoration of Reuters accounts. 'The government has not issued any fresh blocking order on 3rd July, 2025 and has no intention to block any prominent international News Channels including Reuters and ReutersWorld,' an official spokesperson said in response to X's statement. But a senior IT ministry official aware of the matter, asking not to be named, said that a 'general notice' was indeed issued to social media companies on July 3, following public backlash over the unblocking of Pakistani celebrity accounts on July 2. 'After we unblocked some Pakistan-linked accounts, there was an uproar. So, we decided to reblock them. In the list of over 3,900 URLs we sent on July 3, it's possible one or two linked to Reuters were included. But at no point was there any directive to target Reuters specifically. The way X has framed it is mischievous,' the official said, without answering how a 'general notice' differed from a 'fresh order'. A second government official shared a list of 18 accounts that the government sent to X on July 6 to unblock — this included the Reuters' handles. The government, in its statement, said that 'the moment Reuters and ReutersWorld were blocked on X platform in India, immediately the government wrote to 'X' to unblock them,' adding that officials 'continuously engaged and vigorously pursued with 'X' from the late night of 5th July 2025.' ''X' has un-necessarily exploited technicalities involved around the process and didn't unblock the URLs' despite official requests, ultimately taking 'more than 21 hours to unblock Reuters' after authorities conducted 'lot of follow up on hourly basis,' the government said. When news of the accounts being blocked first emerged over the weekend, the government initially said 'there was no requirement' to block the handles of the agencies, setting off speculation about why the accounts were blocked and at whose instance. The revelation about the July 3 general notice provides the government's explanation for the blocking, though it appears to contradict the spokesperson's assertion that no blocking order was issued that day. X said it was 'deeply concerned about ongoing press censorship in India due to these blocking orders' and indicated it was 'exploring all legal options available,' though the company acknowledged being 'restricted by Indian law in its ability to bring legal challenges.' The company urged 'affected users to pursue legal remedies through the courts', a statement that came even as its lawyers argued their case against content takedown notices in a hearing on Tuesday before the Karnataka high court. X has sued the Union government over what it calls an illegal 'censorship portal' and the misuse of content blocking powers under a specific section. The company filed a writ petition in Karnataka High Court in March, challenging the government's use of the Sahyog portal and Section 79(3)(b) of the Information Technology Act to issue takedown orders. On Tuesday, X's counsel senior advocate KG Raghavan contended that the Sahyog Portal leaves the definition of 'unlawful' content to the discretion of countless government officials authorised to take actions through it and that Section 79(3)(b) should not be treated as a standalone takedown power but must be read with safeguards built into Section 69A. Solicitor General Tushar Mehta countered that Raghavan's arguments reflected only 'an X-centric perspective' and failed to consider the government's broader responsibility toward intermediaries. The platform has specifically objected to what its lawyers called orders from 'every Tom, Dick, and Harry' government official, a characterisation that drew sharp criticism from the government's legal representatives during court proceedings.

US President Trump threatens BRICS with 10% tariffs again, says ‘dollar is king'

In his latest threat against the BRICS nations, US President Donald Trump on Tuesday reiterated his warning that members of the bloc would be hit with a 10 per cent tariff. Responding to a question during a meeting of his Cabinet, the US President said the coalition was set up to 'degenerate' and 'destroy' the dollar 'so that another country can take over and be the standard'. 'And that's OK if they want to play that game, but I can play that game too. So, anybody that's in BRICS is getting a 10 per cent charge… If they are a member of BRICS, they are going to have to pay 10 per cent tariff, just for that one thing. And they won't be a member (for) long,' Trump said, adding that the collective had 'largely' broken up after his warning last year and was not a 'serious threat'. '…if we lost the world standard dollar, that would be like losing a war, a major world war. We would not be the same country any longer. We are not going to let that happen… The dollar is king. We are going to keep it that way. If people want to challenge it, they can. But they are going to have to pay a big price. And I don't think any of them are willing to pay that price,' he added on Tuesday. The American President's latest threat comes as the BRICS – which started with Brazil, Russia, India, China, and South Africa but has grown to include Egypt, Ethiopia, Iran, the United Arab Emirates, and Indonesia – concluded its 17th summit in Rio de Janeiro, Brazil. BRICS now accounts for 45 per cent of the global population and contributes over 35 per cent to the world's GDP. In June 2022, Russia proposed the creation of a new international reserve currency based on a basket of currencies from BRICS countries. However, according to a BRICS report, member nations said they 'do not seek to replace the US dollar as a medium of exchange'. Instead, BRICS aims to 'offer a viable alternative that will aid the market in its perpetual mission for efficiency' and foster greater prosperity, promoting universally beneficial and inclusive economic globalisation. BRICS point-of-view Trump's threats coincide with the US dollar hitting a three-year low this year, after declining by over 10 per cent against a basket of currencies such as the euro and yen, due to expected disruptions in the US economy stemming from proposed tariffs. In October 2024, External Affairs Minister S Jaishankar clarified that while US policies often complicate trade with certain countries, and India sought 'workarounds' in pursuit of its trade interests, it did not 'target' the dollar or seek to move away from it. Later, in December 2024, then Reserve Bank of India (RBI) Governor Shaktikanta Das had said India was not pursuing 'de-dollarisation' and that steps such as entering into local currency trade agreements were intended to only 'de-risk' Indian trade. A key reason why India is not backing de-dollarisation is the rise of the Chinese yuan as a challenger to the US dollar. India has resisted using the yuan for Russian oil imports, even as the currency's acceptance grows in Russia. Following Western sanctions on Russia, including the freezing of $300 billion in Russian foreign holdings, the yuan has become Russia's most traded currency. According to the Russian government, more than 90 per cent of trade settlement between the two countries is now conducted in roubles. Ajay Sahai, Director General & CEO of the Federation of Indian Export Organisations (FIEO), the country's top trade promotion body, told The Indian Express earlier that while supporting local currency initiatives, India should ensure the framework does not disproportionately favour China, given the asymmetry in economic power among BRICS nations. August 1 tariff deadline Separately in a post on Truth Social, Trump said on Tuesday that the August 1 tariff deadline decided in the letters sent by the US to its trade partners was final. 'As per letters sent to various countries yesterday, in addition to letters that will be sent today, tomorrow, and for the next short period of time, TARIFFS WILL START BEING PAID ON AUGUST 1, 2025. There has been no change to this date, and there will be no change. In other words, all money will be due and payable starting AUGUST 1, 2025 – No extensions will be granted. Thank you for your attention to this matter!' Trump posted. Earlier, on Monday, when asked if the deadline was absolute, the US President had told reporters that it was 'firm but not 100 per cent firm' and was dependent on the offers made by various countries. On Monday, Trump said the US would impose 25 per cent tariffs on imports from Japan and South Korea starting August 1, followed by a sweeping round of tariffs on 12 other countries on Tuesday.
