Malaysia Continues To Strengthen Public Sector

SAMARKAND, June 23 (Bernama) -- Malaysia continues to strengthen its public sector to meet the evolving needs of its people while contributing meaningfully to the Sustainable Development Goals.
Deputy Prime Minister Datuk Seri Fadillah Yusof said under the Tenth Malaysia Plan (2011–2015), Malaysia achieved major strides in digitalising public service delivery.
He noted that over 10,000 government services, accounting for 77 per cent, were made available online, greatly enhancing access and convenience for citizens.
'We reduced licensing burdens at both federal and local levels by nearly 60 per cent and saved over RM9 billion through value management efforts and the abolition of more than 38,000 redundant positions, underscoring our commitment to prudent governance and efficient service delivery,' he said in his speech at the United Nations Public Service Forum 2025 here today.
Fadillah said that one of the key pillars of the civil service's transformation was the adoption of H.E.M.A.T -an acronym made up of five core values, which Hijrah Tatakelola (Governance Transformation), Empati Rakyat (Empathy for the People), Minda Pekin (Progressive Mindset), Apresiasi Inovasi (Appreciation of Innovation), and Tadbir Urus Telus (Transparent Governance) – in its daily operations..
'Introduced by the Director-General of Public Service, H.E.M.A.T encapsulates the spirit of responsible leadership and a renewed commitment to quality service delivery,' he added.
Complementing this, the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, has launched a comprehensive Public Service Reform Agenda focused on value-based governance, human capital development, organisational strengthening, service delivery, and public-private sector collaboration.

Speaking to the media on the sidelines of a community event in Nee Soon on June 28, he said: 'There is a ceasefire, but we don't know exactly what will happen after this.' People in this region, other regions, or extremist organisations might want to make a point against Israeli, American or other Western assets, he said, adding that there could be attacks from the far right on Muslim assets. If Singapore is ever attacked, it will make international headlines, he said. 'So we have increased our security posture, working off different scenarios, but you know, you can never be absolutely sure,' he added. When asked by the media if there have been more suspicious activities or extreme activities since the US air strikes on Iran nuclear facilities, Shanmugam, who is also Home Affairs Minister, said the authorities have not detected anything here yet. 'But they need to succeed only once,' he said, adding that security is a joint responsibility and Singaporeans will need to be more aware of potential security threats. Addressing the conflict between Iran and Israel, Minister for Defence Chan Chun Sing recently also told media on June 25 that retaliation from Iran may not be limited to targets in America or Israel. Chan said that the retaliation could be anywhere else, and could stoke up emotions in the region. These conflicts have resulted in greater security concerns, he had said. Shanmugam on June 28 also said that the Government is looking at the possible 'outflows' to Singapore, in response to Thailand recently recriminalising cannabis. 'The nexus between drugs and crime, and terrorism, also needs to be looked at.' 'We try to maintain our openness and our connectivity, and our business-friendly environment,' he said. 'It is a bit early to say what is going to happen, but we have to be more careful.' Thailand's health ministry on June 24 issued an order prohibiting the sale of cannabis for recreational use and requiring a doctor's prescription for any retail purchase. Shanmugam said that when Thailand decriminalised cannabis previously, there were many people with more liberal views who asked if Singapore was going to change as well. 'I said the Singapore Government decides not based on what other countries do. We take a hard look, we look at the science, we look at the social impact, and the actual impact and we run the government of Singapore and the policies in the best interests of Singaporeans,' he said. 'And I am absolutely convinced, the Cabinet is absolutely convinced that the right policy is to be strict on drugs, and you can see, the people who asked for liberalisation, are shutting their eyes deliberately to what is happening around the world and the immense harm.' AI legislation must be expedited to tackle negative impact, says Deputy Digital Minister
SHAH ALAM: Specific legislation governing artificial intelligence (AI) must be expedited due to the growing negative impact of the technology, particularly in fraud-related crimes, says Datuk Wilson Ugak Kumbong. The Deputy Digital Minister said he was informed that between 2020 and 2024, AI-related crimes have resulted in an estimated global loss of around RM5bil. "I expect the AI legislation to be tabled this year so that we can tighten control and outline appropriate penalties for those who misuse this technology," he said when met at the Gawai Kitai Ngiling Bidai 2025 celebration, here Saturday (June 28). He was responding to questions regarding the misuse of AI technology, including incidents involving high-ranking government officials including former Inspector-General of Police Tan Sri Acryl Sani Abdullah Sani and Johor police chief Datuk M. Kumar. Acryl Sani and Kumar had previously denied appearing in separate viral videos circulating on social media, which showed individuals resembling both of them allegedly receiving aid from a person bearing the title "Datuk". He said in response to this matter, his ministry is actively conducting awareness campaigns through the Digital Malaysia Tour programme to engage and educate the public, especially in rural areas, so that they do not fall victim to AI-related fraud. "I have gone to Sabah, the interior of Kapit in Sarawak, and Penang to raise awareness among rural communities about the latest tactics and modus operandi of these criminals," he said. Retired Woman Loses RM436,000 In Online IPO Investment Scam
GEORGE TOWN, June 28 (Bernama) -- A 62-year-old retired airline programme manager recently lost RM436,000 of her life savings after falling victim to an online investment scam involving fake initial public offering (IPO). Penang Deputy Police Chief Datuk Mohd Alwi Zainal Abidin said the woman lodged a report with the Timur Laut Commercial Crime Investigation Division after discovering she had been deceived by a fraudulent scheme. The scam was promoted through a WhatsApp group called 'enspire capital', which promised high-returns through IPO investments. The victim was instructed to download an app named 'freeman plus' as the investment platform. 'Between May 12 and June 2, she made 56 fund transfers to four different company accounts. Despite the promises, she received no returns. Instead, the suspects kept requesting additional payments,' he said in a statement tonight. Investigations found the victim used her personal and Employees Provident Fund (EPF) savings to finance the so-called investments. Mohd Alwi said efforts are ongoing to identify and track down the syndicate responsible. The case is being investigated under Section 420 of the Penal Code for cheating. -- BERNAMA
