Bosnian Serb leader due back in East Sarajevo after arrest attempt
Dodik, the president of the Bosnian Serb statelet, is wanted by Bosnia's central judiciary after a series of secessionist moves, but continues to defy an arrest warrant issued in mid-March.
Since the end of its bloody inter-ethnic war in the 1990s, Bosnia remains split into two highly autonomous halves -- the Serbs' Republika Srpska (RS) and a Muslim-Croat Federation, linked by a weak central government.
On Wednesday, federal police officers tried to enter an official building in East Sarajevo, a Serb-controlled town near the Bosnian capital, to arrest Dodik but were blocked by Bosnian Serb interior ministry forces.
'Our colleagues from the RS ministry simply weren't cooperative, or rather, they believed that it shouldn't be carried out, that it could perhaps lead to some conflict,' said Jelena Miovcic, spokeswoman for the federal police force (SIPA).
'We simply assessed that proceeding might cause bigger problems... In the end, we didn't go in armed... It was meant to be handled in a civilised way, to explain things clearly -- that we are legally obliged to enforce the court order from Bosnia and Herzegovina,' she told AFP.
Dodik accused the federal police at an improvised press conference Wednesday night of 'violating RS laws', referring to RS parliament legislation banning the federal police and judiciary from the statelet.
Dodik, 66, has repeatedly refused to follow rulings from the international high representative who oversees the Bosnian peace deal.
The court of Bosnia and Herzegovina convicted him in February, sentencing him to one year in prison and banning him from holding public office for six years.
Dodik rejected the ruling and, in response, barred the federal police and judiciary from operating in Republika Srpska.

LOS ANGELES: A doctor who supplied Matthew Perry with ketamine pleaded guilty on Wednesday in connection with the 2023 drug overdose death of the "Friends" star, US media reported. Salvador Plasencia, 43, one of five people charged over Perry's death, pleaded guilty in a federal court in Los Angeles to four counts of distribution of ketamine. Plasencia is to be sentenced on December 3 and faces up to 40 years in prison. "Dr. Plasencia is profoundly remorseful for the treatment decisions he made while providing ketamine to Matthew Perry," Rolling Stone magazine quoted Plasencia's lawyer, Karen Goldstein, as saying in a statement. "He is fully accepting responsibility by pleading guilty to drug distribution," Goldstein said. Plasencia did not provide Perry with the fatal dose of ketamine but supplied the actor with the drug in the weeks before he was found dead in a hot tub at his Los Angeles home. Another doctor, Mark Chavez, pleaded guilty in October to conspiring to distribute ketamine to Perry. Plasencia allegedly bought ketamine off Chavez and sold it to the American-Canadian actor at hugely inflated prices. "I wonder how much this moron will pay," Plasencia wrote in one text message presented by prosecutors. Jasveen Sangha, the alleged "Ketamine Queen" who supplied drugs to high-end clients and celebrities, is charged with selling Perry the dose that killed him. She has pleaded not guilty. Perry's live-in personal assistant and another man pleaded guilty in August to charges of conspiracy to distribute ketamine. - AFP

Macrons file defamation suit against right-wing US podcaster
WASHINGTON: Emmanuel Macron and his wife, Brigitte, filed a defamation lawsuit on Wednesday against a right-wing US podcaster who claimed the spouse of the French president used to be a man. The 218-page complaint against Candace Owens, who has millions of followers on X and YouTube, was filed by the Macrons in Delaware Superior Court and seeks a jury trial and unspecified punitive damages. In a statement released by their lawyer, the Macrons said they filed the lawsuit after Owens repeatedly ignored requests to retract false and defamatory statements made on an eight-part YouTube and podcast series called "Becoming Brigitte." "Owens' campaign of defamation was plainly designed to harass and cause pain to us and our families and to garner attention and notoriety," they said. "We gave her every opportunity to back away from these claims, but she refused. "It is our earnest hope that this lawsuit will set the record straight and end this campaign of defamation once and for all." The suit accuses Owens of using her popular podcast to spread "verifiably false and devastating lies" about the Macrons including that Brigitte Macron was born a man, that they are blood relatives and that Macron was chosen to be France's president as part of a CIA-operated mind control program. "If ever there was a clear-cut case of defamation, this is it," Tom Clare, a lawyer for the Macrons, said in a statement. "Owens both promoted and expanded on those falsehoods and invented new ones, all designed to cause maximum harm to the Macrons and maximise attention and financial gain for herself." Brigitte Macron, 72, has also taken to the courts in France to combat claims she was born a man. Two women were convicted in September of last year of spreading false claims after they posted a YouTube video in December 2021 alleging that Brigitte Macron had once been a man named Jean-Michel Trogneux -- who is actually her brother. The ruling was overturned by a Paris appeals court and Macron appealed to the highest appeals court, the Court de Cassation, earlier this month. - AFP

Thailand recalls ambassador, expels Cambodian envoy in border row
BANGKOK: Thailand expelled the Cambodian ambassador on Wednesday (July 23) and recalled its own envoy, after a Thai soldier lost a leg in a landmine blast as a border dispute festers. Acting Prime Minister Phumtham Wechayachai said an investigation by the Thai military found evidence that Cambodia had laid new landmines in the disputed area. A long-running territorial row in an area known as the Emerald Triangle, where the borders of both countries and Laos meet, boiled over into military clashes in May that left one Cambodian soldier dead. Since then, the two sides have traded barbs and tit-for-tat retaliatory measures, with Thailand restricting border crossings and Cambodia halting certain imports. Five members of a Thai military patrol were wounded by the landmine on Wednesday afternoon in the Nam Yuen district of northeastern Ubon Ratchathani province, the Thai army said. In response, the government agreed to an army proposal to close a number of border checkpoints, he said in a statement to journalists. "It has also decided to downgrade diplomatic relations by recalling the Thai ambassador to Cambodia and expelling Cambodia's ambassador to Thailand," he said. The Thai army said in a statement that as well as the soldier who lost his leg, others suffered ear injuries and chest pain in the blast. The army chief will visit the wounded soldiers on Thursday. Last week, Hun Manet announced that Cambodia would start conscripting civilians next year, activating a long-dormant mandatory draft law.
