Malaysia leads AICHR in shaping future human rights plan

KUALA LUMPUR: The Asean Intergovernmental Commission on Human Rights (AICHR) is in the final stages of drafting its Five-Year Work Plan (2026-2030), aimed at strengthening the protection and promotion of human rights across Southeast Asia amid evolving regional and global challenges.
Chair of AICHR and Malaysia's Representative to AICHR, Edmund Bon Tai Soon ( pic ), said the new work plan, once finalised, would serve as a strategic framework guiding AICHR's activities over the next five years, in line with the Asean Community Vision 2045 and various strategic plans of action under the Asean framework.
He said that the rapidly changing global landscape has made it imperative for the new work plan to address emerging non-traditional security threats such as artificial intelligence (AI), climate change, forced migration, statelessness, and refugee crises, all of which have significant human rights implications.
"This work plan is very important because it will shape the direction and future of human rights in the region.
"It forms part of the Asean architecture, and once adopted, it will be submitted to the Asean foreign ministers at the Asean Foreign Ministers' Meeting (AMM) this July in Kuala Lumpur," he told reporters here on Tuesday (April 29).
Bon said the new plan would also focus on strengthening AICHR's institutional capacity and governance, enhancing cooperation with national bodies, and ensuring better policy implementation and monitoring, while respecting the 'Asean Way' of consensus and non-interference.
He also stressed the importance of securing political will across Asean member states as well as mainstreaming human rights into Asean sectoral bodies to ensure the success and continuity of human rights initiatives beyond Malaysia's chairmanship.
Meanwhile, the programme director for the Secretariat for the Working Group for an Asean Human Rights Mechanism, Maria Paula Villarin, in welcoming Malaysia's leadership, expressed optimism that the new work plan would include stronger measures for transparency, civil society engagement, and structured communication mechanisms.
She highlighted that despite operating informally, the Working Group has been advocating for a credible human rights mechanism in Asean since 1996, working closely with various Asean bodies, including AICHR, the Asean Senior Officials' Meeting, and the Asean Ministerial Meeting.
Villarin noted that one area that needed urgent improvement was the transparency of AICHR's proceedings, including making its reports public.
She also called for the strengthening of AICHR's "communications mechanism", a process that enables individuals, groups, or organisations to submit reports on human rights violations for AICHR's consideration, which is an initiative that is still in discussion.
Villarin said civil society organisations (CSOs), especially those without consultative status, must be included in regional dialogues to ensure that policies reflect ground realities.
"AICHR can play a vital role as a bridge between grassroots CSOs and Asean policymakers. We acknowledge that decision-making at AICHR requires consensus, but creating more spaces for dialogue would strengthen the legitimacy of Asean's human rights initiatives,' she told Bernama.
She expressed hope that Malaysia's proactive leadership would set a strong precedent for future AICHR chairs to continue building more open and inclusive mechanisms.
"Malaysia's leadership is a good start. But the real test is whether future representatives will continue to push for greater participation, transparency, and protection of human rights. That is the hope embedded in this work plan,' she added.
The final draft of the AICHR Five-Year Work Plan (2026-2030) is expected to be completed by May or June before being presented to Asean foreign ministers at the upcoming AMM in July. – Bernama

PARIS: Datuk Seri Anwar Ibrahim will spend two days here on his inaugural visit to this European capital as Prime Minister. The visit, at the invitation of French President Emmanuel Macron, includes a tete-a-tete between the two leaders, followed by a delegation meeting at the Elysee Palace. Discussions will cover the overall state of Malaysia-France relations, with emphasis on enhancing cooperation in trade and investment, defence, education and tourism, among other topics. Both leaders are also expected to exchange views on regional and international issues of mutual concern, including Asean-France Development Partnership, Asean-EU Dialogue Relations and the situation in West Asia. Malaysia's ambassador to France Datuk Eldeen Husaini Mohd Hashim and Defence Attache Captain Zainol Ahmad, as well as French ambassador to Malaysia Axel Cruau received the Prime Minister on his arrival at Paris Orly Airport. Eldeen Husaini said the Prime Minister's two-day visit has been elevated to an official visit. 'This reflects the importance of diplomatic ties between the two countries,' he told a press conference. Eldeen Husaini said as Asean Chair this year, the Prime Minister is also expected to bring up regional issues in his discussion with Macron such as the South China Sea, the South-East Asian economy and Malaysia's role as a neutral country. He said Anwar's visit is also to explore business collaboration opportunities through a roundtable discussion with France's industry captains. 'A total of 180 companies will participate in this session, which will also be attended by industry players from Malaysia,' he said. The Prime Minister is also scheduled to deliver a public lecture titled 'South-East Asia and Europe: Recalibrating the Terms of Engagement' at Sorbonne University. 'Among guests invited to the Prime Minister's lecture include ambassadors, think tanks, students and local media practitioners,' said Eldeen Husaini. France is one of Malaysia's top five trading partners in the European Union and a key source of FDI in high-tech and strategic sectors. In 2024, total trade between Malaysia and France amounted to RM15.95bil. From January to May this year, trade between Malaysia and France was recorded at RM6.26bil. While in Paris, the Prime Minister will also engage with the Malaysian diaspora. After France, Anwar is heading to Brazil to attend the 17th BRICS Leaders' Summit at the invitation of Brazilian President Luiz Inacio Lula da Silva.

'Had a productive and meaningful meeting with PM Meloni where we reaffirmed our shared commitment to strengthening Malaysia-Italy relations,' Anwar said following the meeting, where they talked about deepening strategic collaboration across key sectors. 'We also exchanged views on critical regional and global developments. 'As chair of Asean, I highlighted Malaysia's role in enhancing Asean's engagement with key international partners such as Italy and the European Union,' he said in a press conference yesterday. 'It was a meaningful meeting with PM Meloni, which has opened the door to more comprehensive and productive bilateral discussions on strategic investments, defence, sustainable energy and the development of high-tech industries such as semiconductors, electric vehicles and artificial intelligence. PM Anwar's inaugural visit to France to strengthen bilateral ties

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim has embarked on an inaugural official visit to France from July 3 to 4 at the invitation of President Emmanuel Macron. Malaysia's Ambassador to France Datuk Eldeen Husaini Mohd Hashim said the visit carries an official status and signifies France's strong commitment towards its diplomatic ties with Malaysia since Anwar assumed premiership in 2022. "This official visit status is also significant for the continued strengthening of our bilateral diplomatic ties," he said to the Malaysian media through an online conference from Paris on Wednesday. Eldeen Husaini said Anwar would be received by the French top leadership at the airport, followed by an inspection of a guard of honour and an engagement session with the Malaysian diaspora in France. Anwar is scheduled to hold a one-on-one meeting with Macron at the Élysée Palace, with key agenda items including trade, investment, renewable energy, semiconductors, defence, education, digital economy, and artificial intelligence (AI). "Malaysia expects this official visit will boost investor confidence in exploring new investment opportunities and strengthen bilateral economic cooperation, particularly in the nuclear and clean energy sectors," he told the Malaysian media in an online briefing from Paris on Wednesday. Meanwhile, Malaysia also expresses support for France's effort to host a conference to work towards a solution for the Palestine-Israel conflict and discuss regional issues such as the South China Sea and the stability of Southeast Asia in Malaysia's capacity as the 2025 Asean Chair. Eldeen Husaini said a lecture by the prime minister titled Southeast Asia and Europe: Recalibrating the Terms of Engagement will be held at Sorbonne University, a world-renowned institution in the intellectual and cultural spheres. "He will also attend a session with 250 members of the Malaysian diaspora, deliver a lecture, and attend Friday prayer with Muslim community leaders at the Grand Mosque of Paris, one of the oldest mosques in France," he said. "This visit aims to open a new chapter in bilateral relations, drive national economic growth, and enhance Malaysia's competitiveness in the global supply chain," he added. Anwar is accompanied on this visit by Foreign Minister Datuk Seri Mohamad Hasan, Transport Minister Anthony Loke, Agriculture and Food Security Minister Datuk Seri Mohamad Sabu, Defence Minister Datuk Seri Mohamed Khaled Nordin, and Investment, Trade, and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz. Also joining the delegation is Deputy Minister of Energy Transition and Water Transformation Akmal Nasrullah Mohd Nasir. France remains one of Malaysia's top five trading partners within the European Union. In 2024, bilateral trade totalled RM15.95 billion (US$3.63 billion), with RM6.26 billion (US$1.49 billion) recorded between January and May this year. Following his visit to France, Anwar will head to Brazil to attend the BRICS Leaders Summit from July 5 to 7.
