Speaker, Tirunelveli Collector review progress of ongoing development schemes of Radhapuram constituency
Mr. Appavu and Dr. Sukumar inspected the construction of Valliyoor government hospital, apartments with 506 units being built by the Tamil Nadu Urban Habitat Development Board, Valliyoor Bus-Stand, Valliyoor Market, drinking water project for Kalakkad municipality and 7 town panchayats, another drinking water project costing ₹609 crore for 831 villages in Radhapuram Assembly constituency and groyne construction at Kootapuli at the cost of ₹48.50 crore.
The Valliyoor Government Hospital, situated advantageously close to the four-lane national highway, is being built at the cost of ₹30 crore with four modern operation theatres, CT scan facilities and geriatric ward. The upcoming hospital will have all modern facilities to ensure better medical care to the patients.
The ground floor of the hospital will have all clinical diagnostic services, CT scan, digital X-ray, ultrasound scan, ECG, general medicine, paediatric, gynaecology, ophthalmology, orthopaedic surgery, psychiatry and dermatology departments and the kitchen for preparing food for the patients. Facility for post-mortem is also being created separately on this campus.
The first floor will house in-patient wards, post-operative care ward, dialysis etc. The intensive care units, four operation theaters, tuberculosis ward, de-addiction ward, HIV treatment ward and geriatric ward will be created in the second floor.
'While the geriatric ward is a common feature in a medical college hospital in the modern medicine, for the first time, a geriatric ward is being created in a government hospital for benefiting the senior citizens of Valliyoor and its surroundings. The officials concerned have been instructed to complete the work at the earliest. We expect the Valliyoor government hospital to be ready to receive patients from September this year,' Mr. Appavu hoped.
Apart from the hospital, a round the clock, Public Health Laboratory on an outlay of ₹1 crore, which will be vital cog in Department of Public Health's disease surveillance programme, is also coming up on the premises. The upcoming clinical lab will be a boon to the patients from Valliyoor and other areas up to Radhapuram, Thisayanvilai, Nanguneri, Kalakkad and Pazhavoor since a range of microbiological, biochemistry and pathology investigations can be done here. Hence, the lab is expected to play vital role in prevention and control of epidemic-prone diseases in this region.
The lab will provide services such as stool culture, blood culture, operation theatre swab analysis, bacteriological analysis of drinking water, serology / ELISA for dengue, chikungunya, viral hepatitis (A and E), measles, leptospirosis, scrub typhus etc.
The Speaker, after inspecting the ongoing construction of the Valliyoor bus-stand on an outlay of ₹12.13 crore and the reconstruction of the market at the cost of ₹6.03 crore, reviewed the progress of the groyne construction at Koottapuli.
Mr. Appavu and the Collector gave much importance to the early completion of the two drinking water projects meant for Radhapuram Assembly constituency being implemented at the cost of ₹609 crore and the other one costing ₹423.13 crore for Kalakkad municipality and Nanguneri, Ervadi, Moolaikaraipatti and Thirukkurungudi town panchayats, all falling under Nanguneri Assembly constituency, and Valliyoor, Thisayanvilai and Panagudi town panchayats in Radhapuram Assembly segment.
'Both the projects should be expedited and commissioned at the earliest even though December-end is the deadline,' said Mr. Appavu.
Even as Mr. Appavu and Dr. Sukumar were inspecting the ongoing construction of the Valliyoor bus-stand, they had to encounter the Valliyoor town panchayat's inefficiency as around 100 residents of Kottaiyadi in ward 18 of the urban civic body heaped their complaints in front of them. The residents complained that they were not getting drinking water in sufficient quantity even as other parts of Valliyoor were ensured decent supply. Moreover, the roads in this area were in pathetic shape, they said.
The Speaker and the Collector immediately asked the officials of Valliyoor town panchayat to address these complaints and submit the compliance report within a week.

2nd phase of TB Mukt Bharat Abhiyan launched across state
The state Public Health department has rolled out the second phase of the TB Mukt Bharat Abhiyan (Tuberculosis-Free India Campaign) across all districts. The campaign will continue till December 31. The decision to have a second phase was taken after the success of the first phase from December 7, 2024 to March 24, 2025, during which 3.40 crore population was covered. Based on this mapping, diagnosis, treatment, prevention, and community engagement activities will be conducted. Dr Prashant Bothe, city TB officer, Pune Municipal Corporation, said, 'We have identified a target population of over 6 lakh people who will be screened under the campaign. The screening started last week and the majority of the target population includes slum dwellers, migrants, and close contacts of TB patients.' Dr Sandeep Sangale, state joint director (TB and leprosy), said that in those districts and municipal corporations where the campaign was implemented in the first phase, only the high-risk population will be screened. 'In newly-included districts, too, the teams will map high-risk areas and populations as per the central guidelines. Based on this mapping, diagnosis, treatment, prevention, and community engagement activities will be conducted,' he said. Dr Bothe added that besides the high-risk population, the target population also includes individuals over 60, those with a disease history, smokers, diabetics, malnourished individuals, those living with HIV, and other such vulnerable groups. 'We have floated tenders to appoint more teams, ambulances and X-ray machines for the campaign. Screening will be done through X-ray and NAAT (Nucleic Acid Amplification Test,' he said.

Stoppage of US funds likely to lead to more than 4mn AIDS deaths, says UN
NEW DELHI: Permanent discontinuation of US funds threatens to reverse gains achieved in HIV/AIDS treatment and prevention as it could lead to over four million additional AIDS-related deaths and around six million additional new HIV infections by 2029, a latest UNAIDS report says. The report, however, highlighted the remarkable efforts of communities and governments that have been key in bringing down the numbers of new HIV infections by 40% and AIDS-related deaths by 56% since 2010 – before the sudden stoppage of the US funding six months back triggered a crisis in global AIDS response. 'This is not just a funding gap – it's a ticking time bomb,' said UNAIDS Executive Director Winnie Byanyima. 'We have seen services vanish overnight. Health workers have been sent home. And people – especially children and key populations – are being pushed out of care.' The 2025 Global AIDS Update, AIDS, Crisis and the Power to Transform report said a historic fund crunch is threatening to unravel decades of progress unless countries can make radical shifts in HIV programming and funding. 'Despite marked progress in the HIV response in 2024, the weakening aid consensus, and significant and abrupt funding shortfalls in the HIV response in 2025 have triggered widespread disruption across health systems and cuts to frontline health workers has halted HIV prevention programmes, jeopardising HIV treatment services,' the report said. 'In time of crisis, the world must choose transformation over retreat,' Byanyima said. 'Together, we can still end AIDS as a public health threat by 2030 – if we act with urgency, unity, and unwavering commitment.'

Nutrition packs for HIV patients, including children
The Health department will distribute monthly nutrition supplement packs to an estimated 1,256 People Living with HIV and Children Living with HIV through the Pondicherry AIDS Control Society (PACS). This was among the initiatives declared at a combined meeting convened by PACS of the State Council on AIDS and the Legislative Forum on AIDS (LFA) that was presided by Chief Minister N. Rangasamy. According to a press note, the nutrition supplement packets, each costing ₹1,250, would be provided every month to the target beneficiaries. The implementation of the scheme is estimated to cost the Health department about ₹15,70,000 per month and ₹1,88,40,000 annually. Tanzin Dikid, Deputy Director General (IEC), National AIDS Control Organisation, Government of India, New Delhi, in his keynote address, outlined the thrust areas of the National AIDS Control Programme (NACP). Speaker R. Selvam, Jayanta Kumar Ray, Health Secretary, S. Sevvel, Health Director and other officials participated. It was also decided to extend funeral assistance of ₹15,000 to the spouse/relatives of Persons living with HIV/AIDS who are residents of Puducherry. Accounting for an average of two funerals per month, this scheme will receive a financial allocation of ₹3,75,000 per year. An annual educational scholarship for Children of PLHIVs in the Union Territory of Puducherry has also been instituted. Accordingly, students of classes 1 to 5 will get ₹5,000, students of classes 6 to 8 a sum of ₹10,000, while those studying in classes 9 to 12 will receive an aid amount of ₹15,000 and students of degree/higher studies an annual assistance of ₹20,000. It is expected that about 100 students will stand to benefit from this scheme every year. The annual expenditure is estimated to be ₹16,50,000 towards running the scheme. It has also been decided at the meeting to provide Patient Care Allowance (PCA) to all 80 contractual staff of PACS on a par with regular health staffs of Government of Puducherry. Accordingly, each staff of PACS is entitled for a monthly Patient Care Allowance of ₹4,100 and an annual budget of ₹39,36,000 has to be allocated for this allowance, the press note said.
