‘Review of e-commerce laws to be completed by August'

KOTA KINABALU: The review of e-commerce legislation, which began in April last year to develop a more responsive legal framework for regulating the industry and protecting consumer interests, is expected to be completed by August. Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the review is now in its final phase before the recommendations are submitted to the Cabinet for approval and subsequently tabled in Parliament for the drafting or amendment of relevant laws. He said the key laws under the ministry's jurisdiction include the Consumer Protection Act 1999 and the Electronic Commerce Act 2006. 'Our aim is to finalise the review by the end of this year, including securing Cabinet approval on whether to introduce a new legal framework or amend existing laws to make them more conducive, comprehensive, and relevant to current challenges,' he told reporters after launching the Sabah-level 2025 Business Digitalisation Programme at Universiti Malaysia Sabah today. Armizan added that the review also seeks to identify gaps in existing legislation, assess regulatory scope, and benchmark Malaysia's e-commerce laws against international practices He said the review also considers issues and needs of both the industry and consumers, and will propose new legislation or amendments along with the most effective regulatory approach for Malaysia's e-commerce landscape.
Advertisement 'At present, there is no direct regulation of platform operators or sellers in the e-commerce space. No decision has been made yet on whether to introduce a licensing regime or adopt a compliance-based approach. 'Our objective is not merely to establish a legal framework, but to create a regulatory mechanism that supports the growth of businesses using e-commerce platforms. We do not want future legislation to become a hindrance to the sector's potential,' he said. Armizan also announced that a townhall session with industry players will be held on July 17 to gather feedback and input on the proposed regulatory framework. He said several engagement sessions have already taken place, involving 63 entities from the public and private sectors, as well as industry representatives, in addition to surveys with e-commerce firms and users. 'All feedback obtained from these engagements and the review process will be thoroughly analysed and consolidated into comprehensive policy recommendations,' he said. Govt open to factual criticisms of taxation system, says Anwar
PUTRAJAYA: The government is ready to accept any criticism of the taxation system as long as it is based on facts, says Prime Minister Datuk Seri Anwar Ibrahim. "If possible, we don't want to burden the people with taxes. But if there are one or two cases where people are affected, we can make improvements. "However, to outright oppose the electricity (tariff) adjustment – I think that's not right,' he said. On June 9, the government announced a targeted review of the sales tax rate and the expansion of the service tax scope, which will take effect on Tuesday (July 1). On June 13, the Energy Commission announced that more than 23.6 million domestic users in Peninsular Malaysia will benefit from a fairer and more progressive electricity tariff structure, which has been approved by the government and will be in effect from Tuesday until Dec 31, 2027. – Bernama

PUTRAJAYA, June 30 (Bernama) -- Prime Minister Datuk Seri Anwar Ibrahim today emphasised that the recently launched Kota MADANI development project is not just about providing housing for civil servants, but is a comprehensive initiative grounded in the values of Malaysia MADANI. Anwar, who is also the Minister of Finance, said the project represents a strategic effort by the MADANI government to address the housing needs of civil servants who have yet to own a home and are still on waiting lists. 'This is not an ordinary housing project. It offers exceptional comfort with nearby facilities, such as a school, mosque, gymnasium and playground. All factors taken into account, it is a modern city with the MADANI concept,' he said in his address at a meeting with the staff of the Prime Minister's Department today. The prime minister said Kota MADANI is a contemporary development shaped by progressive values and urged civil servants to appreciate these elements as part of their living environment. The Kota MADANI development project in Precinct 19 here, which was launched on June 26, is a mega initiative with the concept of a smart city that is people and environment-friendly. The RM4 billion project will be developed by Putrajaya Holdings Sdn Bhd (PjH) through a public-private partnership under the build, lease, maintain and transfer (BLMT) model, without utilising government funds at the initial stage. The Prime Minister also commended Putrajaya Corporation (PPj) for its efforts in having repaired nearly 98 per cent of the damaged civil servants' quarters to date, while acknowledging that demand for housing remains high. At the same time, he criticised politically motivated criticism hurled at the project and called on civil servants and the wider community to view the initiative as a long-term solution. He stressed that the project is designed not to place a direct financial burden on the government, but is instead carefully planned within PPj's management capabilities.
