SCASD moves one step closer to approving 2025-26 budget, includes tax increase
The district's board voted to approve the 2025-26 Proposed Final Budget, which includes a tax increase. This would make the real estate tax rate 52.9597 mills according to a press release sent out by the district. The 4% increase is equal to the district's Act 1 Index, meaning it is the maximum rate it could raise taxes by this year.

According to Randy Brown, the finance and operations officer for SCASD, the rise in cost for personnel contracts, utility bills and security services are all contributors to the suggestion of a tax increase. This comes after the district already raised taxes last year, a move which he says did not do enough to offset the growing costs, due to 'the inflationary pressures, as well as lack of increase in real estate revenue.'
The board also discussed the uncertainty of the national economy and how that would impact the budget.
'We have increased some budget areas to, hopefully, offset some increased expenses from the uncertainty in the markets,' Brown said. 'The other thing that we will do is we will try to anticipate areas where goods are going to have faster increases in costs. And so we will buy ahead as much as we can.'
According to the press release, the proposed final budget includes $207,523,588 in revenue – 79% of which will come from property taxes. Before anything is set in stone, there may be additional items presented to the board that could help the district bring the increase down.
'There still could be some impacts that, some items that are impacted that the final budget proposal – it may not be the exact document that they see on June 2 that they were presented with last night,' Brown said.
However, the possibility of a decrease happening for this budget is unlikely.
'This year, because of the economic uncertainty, because of the $20 million building project that we have at Mount Nittany Elementary School going on right now, and the upcoming Park Forest Middle School project, as well as the district-wide facility master plan planning that we are working on, I would not expect that tax rate to decrease too much,' Brown said.
Now that the district's board has approved the proposed final budget, they are required to give the community at least a 15-day notice that the final budget will be approved on June 2. Between now and then, the board will host a public hearing for people to come and learn more about the budget and weigh in.

Growing up in New York City, Daria Mitchell and Walentya Paulzin weren't aware of horse racing beyond a vague understanding that Belmont Park was where the horses when they learned about the Ed Brown Society (EBS), became scholars with the organization and were selected for internships at the New York Racing Association, Inc. (NYRA), both got an education in the business of Thoroughbred racing. And for Mitchell, NYRA is now a possible career landing spot when she graduates next spring from St. Francis College with an accounting degree.'I really didn't know what horse racing entailed prior to working at NYRA,' said Mitchell, who balanced academic work with interning from September 2024 to May 2025 in the NYRA Finance Department. 'I found I really liked the business, the sport and the people. I can definitely see myself working there after graduation.' Mitchell's experience embodies the mission of the Lexington-based EBS. Founded in 2020, EBS celebrates the rich history of African-Americans in the equine industry and creates opportunities for young people to gain exposure, training and experience that will prepare them for successful careers in the equine industry and partnership with the EBS dates back nearly two years – and will be highlighted on Saturday, July 26, when an Ed Brown Race is celebrated at Saratoga Race Course. EBS Chairman Greg Harbut and President L. Clark Williams will be on hand along with EBS members. Both will then return on Thursday, July 31 for a day at the track with EBS Scholars Noah Goodson and Aidan Marcano as well as EBS Fellow Laia Barrow. NYRA's Fall 2025 internship class will consist of Marcano, Barrow and EBS Fellow Zipei 'Ellie' Dudley Brown, the organization's namesake, was a Hall of Fame horseman, whose name is iconic in New York as the first black jockey to win the Belmont Stakes – aboard Kingfisher, in 1870. Brown, who trained Baden-Baden to win the 1877 Kentucky Derby and later developed future Derby winners Ben Brush [1896] and Plaudit [1898], was among a pioneering group of 19th-century Black horsemen who achieved extraordinary success before the 'Jim Crow' racial separation laws drove them off U.S. tracks around the turn of the new EBS mission combines an understanding of that history with a firm focus on the future. In 2024, Harbut and Williams accepted the National Museum of Racing Hall of Fame award in Saratoga on behalf of another 19th century jockey, Abe Hawkins. EBS Scholars and Fellows learn about the legacy of the great black horsemen and benefit from additional experiences including scholarships and mentoring programs. NYRA Executive Vice President, General Counsel and Corporate Secretary Joi Garner was among the speakers during the 2024-2025 academic year.'My participation was part of NYRA's wholesale support of the Ed Brown Society and their commitment to horse racing,' said Garner. 'Creating opportunities for a more diverse workforce makes our sport better. We salute their mission and look forward to further advancing the partnership.'EBS enjoys similar partnerships with racing organizations across the country. Paulzin, who graduated in May with a degree in Marketing from St. John's University, interned in the NYRA Marketing Department, where she quickly learned about the fast-paced world inherent to NYRA's operations. While focused on content development, Paulzin valued what she described as a friendly and collaborative atmosphere. And she took particular satisfaction in contributing to a special Kentucky Derby Day at Aqueduct.'That was a highlight of my time at NYRA, where the people and the team-focused atmosphere were great,' said Paulzin. 'Overall, it was a really good experience that I will draw upon moving forward.' Mitchell will soon head back for her senior year at St. Francis, where she serves as a Student Ambassador and as President of the school's chapter of the National Association of Black an EBS Scholar who alternated between NYRA's Purchasing and Auditing groups, Mitchell loved the work and pace and valued the mentoring from colleagues. 'A lot was expected of me, and I had to ask a lot of questions in the beginning, especially about the terminology,' she said of her internship. 'But I caught on, grew to really like the business and think I gave a lot in return.'Mitchell's experience is precisely how NYRA envisions its ongoing partnership with the EBS, said NYRA Manager of Community Relations Robert Hines. 'Partnering with the Ed Brown Society has been a really positive experience for NYRA, a real pipeline for talent,' Hines said. 'By working together, we're making our sport more diverse and benefitting from some talented students with a lot to give. That's a 'win-win.'' From living off Panera samples to self-made millionaire. How a 43-year-old options trader built a seven-figure portfolio after losing everything.
Jason Brown hit rock bottom in his mid-20s. He'd dropped out of college a few years earlier so he could trade options full-time, blew up his account, and found himself living off Panera Bread samples and mooching off the café's WiFi. "I had cut my internet off because I couldn't even pay for that," he told Business Insider. Every morning, he'd put on a suit, pack his laptop, and set up shop at Panera. "You would think I was in there handling business, but I was actually looking for a job," he said. "They used to come around with these free samples every day, and you could get as many as you wanted, so those free samples were my meal for the day. It was one of the most humbling experiences of my life." Brown knew what it was like to live without money. Raised by a single mother in Detroit, and it wasn't until he went to a friend's house that he realized it wasn't the norm to sleep without a bed. "I thought beds were for grown-ups because you need a good night's rest to go to work the next day." "I just became very curious about money at a super young age," he added. Building a six-figure portfolio in college, and then losing it all After reading books like "Think and Grow Rich," Brown figured that investing was his ticket to wealth, so he took the $2,000 he received as high school graduation money to the bank to invest. The teller asked him two questions: "'Why do you want to invest?' I'm like, 'To be rich.' I thought it was a silly question. And then she said, 'So you want aggressive funds, right?'" Two years later, he returned to the bank eager to check in on his investments. "It was down to $700," he said. "My heart just dropped." Brown withdrew the remaining funds, figuring he'd rather lose the money himself so he could at least understand how he lost it than leave it up to the bank. He spent $200 on a pair of Jordans — "I didn't want to see the whole money just disappear and I had nothing to show for it," he said — and began his investing career as a college freshman with $500. Buying Sprint stock was a natural place for him to start. He worked for the company on the weekends, earning $8 an hour selling cellphones. If he could make $50 in the stock market, he could afford to take one Saturday off. His plan was simple: "Our stock was $5 at Sprint, and I had $500. I could buy 100 shares, and all I needed it to do was move $0.50." He bought 100 shares at $5, watched in dismay as the stock gradually fell to $4, and then regained optimism as it climbed back to $5. As the price fluctuated, he formulated a new plan: Get out at $5 to break even, wait for the stock to fall to $4, and then get back in. "I got in at four, it went back up to five, and I made my first hundred dollars," he said. "That's what really changed my life. I was like, 'Woah. It worked.' And not only did I make $50, I made $100, so that's two Saturdays I can take off." He later learned that he'd stumbled into a strategy known as channeling. From there, he spent all his free time reading stock charts and patterns. He grew his account to six figures, dropped out of college, moved to the suburbs, and bought a Lexus GS300. Brown had his eyes on a $500,000 condo he wanted to buy in cash, and he was confident he could make the money in one trade. "I was up $100,000 in my trade, but because I was not up $500,000, I was like, that's not enough. That trade ended up reversing on me," he said. "It just became this whole scenario of gambling, hoping, praying it goes back up. I had no emotional control." Ultimately, "I just blew up the account. I'm flat broke. I move back home. I have to sell my car." Using principle-based investing to build a seven-figure portfolio from scratch Brown was determined to get back into the stock market, but knew he'd have to do things differently. He took a job selling cellphones again, this time at Verizon. He lived off his hourly pay and used his commissions to trade. He also started hosting local seminars from coffee shops and libraries, teaching community members what he'd learned from losing so much money, and he started a YouTube channel to document his experience trading options. He started following a few key principles to ensure he would never have to rely on Panera samples again. 1. You never go broke taking a profit. Brown could have profited $100,000 from the trade that ultimately wiped out his account, but "I thought I had to make it all in one trade. I needed one trade to make me half a million," he said. The experience taught him that, rather than succumb to greed, "take the money and find another trade." 2. Know your 'I'm wrong level.' In his early 20s, Brown never considered his "I'm wrong level," he explained. "I only thought, 'What would happen if this goes right? I'm getting a condo.' I never stopped to think, 'If I'm wrong, I'll lose it all and I have to move back home.'" Now, he knows exactly when he needs to cut his losses and shut down a trade. 3. Follow the 1:3 risk-reward ratio. "Any trade I take has to have a one-to-three risk-reward ratio, where I risk one dollar to make three," he said. "Because I've found that you could be wrong two times and be right on the third time, and you would be back at break even." For example, say he has $3 to work with. If he risks $1 to make $3, if he loses one, he's down to $2; if he loses again, he's down to $1; if he's right the third time and it makes him $3, he's back up to $4. "So, I can still be profitable and be wrong two out of three times, as long as I've got that discipline to only risk one dollar trying to make three," he said. 4. The stock market doesn't care that rent is due next week. Trading has never worked well for Brown when he's had to put pressure on his investments to make a certain amount within a specific timeframe to cover rent or a car payment, for example. That pressure "will have you doing things you wouldn't normally do because you fear missing a payment," he said. He started seeing a lot of success once he had zero debt, at least six months' worth of living expenses set aside, and was living well within his means. The lack of pressure allowed him to keep his emotions out of his trades. Following these four principles helped Brown grow his account back to six figures in about a year and a half. And, about five years after starting from scratch, one big trade sent him into the seven-figure club. He used a chunk of those earnings to pay off his mortgage completely. "That lowered my expenses, so I don't need as much from the stock market, which allows me to keep my emotions in control and not force the stock market to do something," said Brown. BI confirmed his current seven-figure net worth by reviewing an account summary that shows his 2024 investment activity. Brown, who published " Five Year Millionaire" in 2025, continues to grow his YouTube channel, hosts a podcast, and does speaking engagements in addition to trading. At 43, his big takeaway is that he always understood the tactics and strategies that make a good options trader, "but it was emotion that was taking me out of the game every single time."

Who could fill a vacant State College school board seat? One party shares its pick
At least one familiar face will appear on the ballot for a vacant State College school board seat this fall. Jennifer Black, who ran in May's primary election as a cross-filed candidate, will serve as the Democratic nominee for a vacant seat on the State College Area School District's board of directors, the Centre County Democratic Committee announced Thursday. A professional tutor and former Bellefonte teacher, Black will contend for a two-year seat on State College's school board. Black has long said the driving force behind her campaign for a school board seat was the 2024 death by suicide of her daughter, Park Forest Middle School student Abby Smith. Black has advocated for greater mental health resources and transparency within State College's school district, which ordered external reviews examining bullying and suicide prevention and response protocols following Abby's death. 'Jennifer is running to create connections among all members of the SCASD community,' Centre County Democratic Committee chair Margie Swoboda wrote in a statement. 'She wants to ensure that the education of all students remains the focus of the board and that the mental health needs of our students, faculty and staff are being considered and met.' The Centre County Republican Committee has not yet announced its pick for November's special election. A spokesperson said the committee will unveil its pick within the next few weeks. Filling a vacancy State College's school board inherited a vacant seat following the mid-June resignation of Dan Kolbe, who is moving to Chicago with his family. Because he received election to a four-year term in 2023 and served less than half of his elected term, the winner of November's special election will fill a two-year interim term through November 2027. State College's board appointed former Penn State professor and State College borough council member Jesse Barlow to fill Kolbe's vacant seat until November's election. Barlow, who remains on the November ballot for a four-year term on the board, will serve on an interim basis until Election Day. Black was one of seven cross-filed candidates to run in May's primary election for State College's school board. Though she received more than 5,000 total votes, she did not earn a party nomination for a four-year term on the regular November ballot. The Municipal Election is set for Tuesday, Nov. 4.
