Stray dog menace: three shelter homes to be set up in Kannur
The Minister was addressing the media after a high-level meeting at the collectorate attended by officials of the district panchayat, Corporation and Cantonment Board and police, animal welfare and health departments. The decision follows mounting public concern after a spate of dog bite incidents reported across the district.
The move was prompted by a report of the Animal Husbandry department indicating that a few stray dogs involved in recent attacks could show symptoms of rabies within two weeks, the Minister said.
To prevent a potential rabies outbreak, all stray dogs within the city limits will be captured, vaccinated, and relocated to the shelter homes. A child bitten by a stray dog at Payyambalam and subsequently vaccinated is reportedly in a critical condition due to rabies.
The Minister said those who wished to continue feeding stray dogs could do so at the shelter but not on streets or roadsides. The Animal Husbandry department has been tasked with capturing, vaccinating, and sterilising stray dogs, with trained dog catchers deployed exclusively within the municipal limits for a week.
Veterinary support will be provided by doctors from the Padiyur Animak Birth Control centre. The Cantonment Board chief executive officer (CEO) has been directed to take steps to capture aggressive dogs in the area and shift them to the shelter. District Collector Arun K. Vijayan will oversee the operation under the Disaster Management Act.
K.V. Sumesh, MLA, district panchayat president K.K. Rathnakumari, District Police Chief (Kannur City) P. Nidhinraj, and Cantonment Board CEO Madhavi Bhargav attended the meeting.
LDF walks out
Meanwhile, the Left Democratic Front (LDF) representatives walked out of an all-party meeting convened by the Corporation to discuss stray dog menace. The walkout followed heated exchanges after United Democratic Front (UDF) representatives C. Sameer and Eramulla came down on the State government and the district panchayat for alleged inaction.
The LDF accused the Corporation of shifting blame to the district panchayat without offering any concrete measures to address stray dog menace. Mayor Musliah Madathil chaired the meeting.
'People are suffering, but the Opposition is playing politics,' he said, adding that the government and the district panchayat were trying to avoid responsibility.
He said the Corporation had decided to establish shelter homes for stray dogs and submit a proposal to the District Planning Committee for approval. Independent vaccination drives would also be undertaken by the Corporation, he added.
To enhance response capabilities, the Mayor said, contingent workers would be trained to catch stray dogs. In addition, a new initiative is being considered to collect biodegradable waste directly from sources and convert it into fertiliser, in a bid to prevent illegal dumping of organic waste, a major factor attracting stray animals, the Mayor added.

GCC to vaccinate 1L dogs against rabies
Chennai: After a five-year pause in citywide vaccination, the GCC is set to launch a 50-day drive from Aug 7 to immunise one lakh stray and pet dogs, in an urgent attempt to address a critical gap in rabies prevention. The civic body aims to vaccinate an average of 3,000 dogs a day across the city. Until now, only sterilized stray dogs were routinely immunised through animal birth control (ABC) centres . With this special drive, GCC plans to widen coverage to include unsterilised stray and pet dogs to break the chain of rabies transmission. "To ensure Chennai is free from rabies, several measures have been taken, including sterilization and vaccination. A recent survey revealed that over 1.8 lakh stray dogs live in the city. So far, only sterilised dogs at ABC centres have been vaccinated. We aim to immunize the remaining stray dogs through this special mass vaccination camp starting Aug 7 (Thursday)," said J Kamal Hussain, veterinary officer, GCC. Ten trained teams will carry out the vaccinations, with each team expected to vaccinate at least 100 dogs a day. Kamal added, "The rabies vaccination will also include protection against four other major diseases — canine distemper, parvovirus, adenovirus, and leptospirosis. Additionally, Endectoparasiticide will help prevent ticks and other parasite infections in dogs. We expect to vaccinate at least one lakh dogs through this special camp." Notably, the city records an estimated 20,000 to 30,000 dog bite cases annually. During a recent monthly council meeting, ward councillors urged Corporation officials to regularize the administration of anti-rabies vaccines for stray dogs, citing the surge in their population. "Sterilization alone is not enough and does not prevent dog bites. After surgery, dogs are released back into the same areas, posing a threat to the public. Many stray dogs remain unvaccinated. Authorities must ensure strict implementation of these measures," said Fathima Ahamed, councillor of ward 61. Animal lovers have welcomed the move to vaccinate dogs after a long gap. "If the vaccination camp had been conducted earlier, a wider range of dogs could have been covered. Vaccinating both stray and pet dogs will help reduce human-animal conflict," said Arun Prasanna, an animal activist. Nalam Kaakkum Stalin health camps inaugurated in Tiruchi
Chief Minister M.K. Stalin, through video conferencing, inaugurated medical camps organised under the Nalam Kaakkum Stalin scheme in Tiruchi on Saturday. Under the scheme, 46 medical camps, including four within the Corporation limits and 42 in 14 blocks, will be conducted in the district. The camps are aimed at taking healthcare to people's doorstep, especially the poor who had diabetes and high blood pressure, heart patients, lactating mothers, and pregnant women. Specialists from various departments would participate in the medical camps, where people could get checked for blood pressure, diabetes, and screened for early stages of cancer. They could receive an echogram, X-ray, ECG, and ultrasound scan. Treatment for ENT, dental, psychiatry, physiotherapy, cardiology, skin, and consultation for general surgeries would be provided. Women and children can benefit from the camps. Arrangements had been made to clinically screen the visitors and give certificates to people with disabilities, and an identity card for the Chief Minister's Comprehensive Health Insurance Scheme (CMCHIS). Multiple departments, including School Education, Higher Education, Social Welfare and Women Empowerment, Labour Welfare and Skill Development, Adi Dravidar and Tribal Welfare Departments, would be involved in these camps which will be on every Saturday from 9 a.m. to 4 p.m. On the first day, 1,483 people benefited from the camp in the city. Official sources said that many applied for certificates for people with disabilities and CMCHIS identity cards. Minister for Municipal Administration K.N. Nehru inaugurated the camp at K.A.P. ‘Nalam Kaakkum Stalin' medical camps inaugurated in Thoothukudi and Kanniyakumari districts
Tamil Nadu Chief Minister M.K. Stalin on Saturday inaugurated 'Nalam Kaakkum Stalin' special medical camp across all 38 districts in the State, marking a major initiative in strengthening public health services. A total of 1,256 camps have been planned across the State. Of these, 1,164 camps will be held in 388 blocks with three camps allocated per block. Following the Chief Minister's inauguration in Chennai, Social Welfare and Women Empowerment Minister P. Geetha Jeevan lit the ceremonial lamp at a camp held at St. Mary's Boys Higher Secondary School in Thoothukudi. Collector K. Elambahavath, Corporation Mayor Jegan Periyasamy, Thoothukudi Government Medical College and Hospital Dean G. Sivakumar and other officials were present at the event. In Kanniyakumari district, Collector R. Alagumeena lit the ceremonial lamp at the camp organised in Carmel Boys Higher Secondary School in Ramanputhur. Speaking at the event Ms. Alagumeena said the camps were being held with the aim of making Tamil Nadu a disease-free state. Thirty camps would be conducted across the district every Saturday, until February. The camp at each venue was divided into three sections for men, women, and pregnant women. After undergoing comprehensive health check-ups, including blood tests and X-rays, patients would be referred to specialist doctors for further consultation. A total of 17 specialists from various departments, including general medicine, neurology, cardiology, pediatrics and dermatology had been deployed to provide expert care. Ms. Alagumeena urged the public to take full advantage of the camps being organised in their areas. Kanniyakumari MP Vijay Vasanth, Nagercoil Corporation Mayor R. Mahesh, Corporation Commissioner Nishanth Krishna and other officials were present at the event.
