Draft framework proposes sweeping changes to transport systems for persons with disabilities

New Delhi, Jun 13 (PTI) A new draft framework has proposed sweeping changes to transport systems to make them more accessible for persons with disabilities (PwDs), including mandatory wheelchair space in buses and Metro trains, step-free toilets at stations, level boarding ramps, and trained staff across air, rail and road transport networks.
Most measures are marked 'non-negotiable', meaning they would be binding once the guidelines take effect.
The department said these draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016, and relevant rules.
According to the draft, all new buses procured under Central schemes must include low-floor entry, ramps, safety belts, and designated wheelchair areas.
Existing services such as PM eBus Sewa and Type III intercity buses would also be retrofitted with tested lifts or bridge ramps. At least four priority seats with seatbelts are required in each bus for people with limited mobility.
Metro and rail platforms must deploy rubber gap fillers and boarding ramps, while coach doors and aisles must be widened to accommodate wheelchairs.
Long-distance trains must include at least one accessible coach with wheelchair anchorage and a Type A toilet with grab bars, the draft noted.
At airports, the draft calls for step-free access from parking to check-in, aerobridges with rollout ramps, designated wheelchair-friendly seating in aircraft, and availability of aisle chairs.
Air carriers will have to provide storage space for assistive devices, and entertainment systems must include audio description and captions.
The guidelines extend to taxi aggregators and e-rickshaws, which must include a share of wheelchair-accessible vehicles and train the drivers in disability assistance.
Ropeways and ferries have also been brought under the framework, with specific norms on rescue equipment, platform gaps, and universal toilet access.
In addition, transport hubs would need to build quiet or sensory rooms for neurodivergent passengers, install tactile guiding strips, and provide clear signage using both text and QR codes.
Apps and online platforms must be made accessible, and complaint data related to disability access should be published on the data.gov.in portal.
The framework also includes time-bound budgeting and procurement provisions and urges immediate updates to national policies such as the Motor Vehicles Act, urban bus specifications, and building codes.

36.47% of 7.90 cr electors submit forms by July 7; 1.18 cr in last 24 hrs: EC on Bihar SIR
New Delhi [India], July 7 (ANI): The Special Intensive Revision (SIR) in Bihar is being implemented by the Election Commission of India's order dated June 24, 2025. As per instructions, the draft electoral rolls that will be issued on August 1, 2025, will contain the names of persons whose enumeration forms have been received. The exercise is progressing smoothly with the active cooperation of the electors. As of Monday, at 6.00 PM, 2,87,98,460 Enumeration Forms, i.e. 36.47 per cent of the total of 7,89,69,844 (nearly 7.90 crore) electors in Bihar who are enrolled as on June 24, 2025, have been received. In the last 24 hours, i.e. from 6.00 PM yesterday, 1,18,49,252 Enumeration Forms have been collected. There are still 18 days to go until the last date for submitting forms. The uploading of forms has also started in full swing, with 7.25 per cent of the forms already uploaded so far. Meanwhile, on the revision of the electoral roll in Bihar, BJP MP Manan Kumar Mishra said, 'This is a special drive, a special intensive revision by the Election Commission. Initial phase of Bihar SIR completed, says ECI
New Delhi [India], July 6 (ANI): The Special Intensive Revision (SIR) in Bihar is being implemented smoothly at the ground level with the active cooperation of the electors, the Election Commission of India (ECI) said on Sunday. 'The initial phase of SIR, during which Enumeration forms were to be printed and distributed, is almost complete with the forms having been made available to all the electors who were available,' read a statement from the poll panel. ECI also reiterated that SIR is being conducted as per the SIR instructions dated June 24, 2025 and there is no change in the instructions. As per instructions, draft electoral rolls that will be issued on 1 August 2025 will contain the names of persons whose enumeration forms are received. 'The electors can submit their documents any time before July 25, 2025. After publication of draft Electoral Rolls, if any document is deficient, EROs can obtain such documents, from the electors whose name appears in the draft Electoral Rolls, during scrutiny in the Claims and Objection period,' read the statement. Notably, Chief Election Commissioner (CEC) Gyanesh Kumar underlined the importance of carrying out a revision of the electoral rolls, saying that the poll panel has constantly held meetings with thousands of representatives of political parties, who had expressed dissatisfaction with the current state of the electoral rolls. 'During the past 4 months, all 4,123 EROs, all 775 DEOs and all 36 CEOs have held nearly 5,000 meetings with 28,000 political party representatives. ECI has also invited all Recognised political parties for interaction. No one was satisfied with the current status of electoral rolls for one reason or the other,' the CEC said. As of Sunday, 1,69,49,208 Enumeration Forms, that is 21.46 per cent of the total of 7,89,69,844 (nearly 7.90 crore) electors in Bihar who are enrolled as on June 24, 2025, have been received, according to EC. In the last 24 hours, that is till six PM on Saturday, 65,32,663 Enumeration Forms have been collected. There are still 19 days to go for the last date for submission of forms. The uploading of forms has also started simultaneously in full swing with 7.25 percentage of the forms already uploaded so far.
