Patna: In two major decisions on Friday, the state cabinet approved the renaming of Gaya town to
Gaya Ji
and sanctioned an ex gratia payment of Rs 50 lakh to the next of kin of armed forces and central armed police personnel martyred in
Operation Sindoor
.
Briefing reporters after the cabinet meeting chaired by CM Nitish Kumar, additional chief secretary (ACS) S Siddharth said the home department's proposal for ex gratia payment was cleared as a standalone scheme. "The amount will be paid to the families of personnel who gave their supreme sacrifice in Operation Sindoor," he said.
Explaining the decision to rename Gaya, the ACS said it was taken in view of the city's historic and religious importance.
The cabinet also approved a hike in dearness allowance (DA) for state govt employees and pensioners. Those receiving revised pay under the 7th Pay Commission will get a 2% hike, taking their DA from 53% to 55%. For those under the 6th Pay Commission, the DA was increased from 246% to 252, while those under the 5th Pay Commission will now receive 466%, up from 455%.
The cabinet gave its nod to the formation of the Bihar State Jeevika Fund Credit Cooperative Society Ltd, Patna, under the Bihar Cooperative Societies Act, 1935. This move will facilitate the launch of the "
Jeevika Bank
" to provide loans to members of self-help groups.
More than 50 lakh women are currently associated with nearly 11 lakh self-help groups under the Jeevika programme across the state. The rural development department's proposal to assign cleanliness responsibilities of block-cum-circle offices to Jeevika was also approved.
The cabinet sanctioned the construction of new Panchayat Sarkar Bhawans at a cost of Rs 2,784 crore. Each building will also house a Sudha milk parlour.
It also approved the health department's proposal to establish a Bihar Cancer Care and Research Society, which will focus on both cancer treatment and research.
A proposal for the construction of a multi-storey complex on the Patna high court premises was cleared. The project will include administrative and IT blocks, an auditorium, ADR building and multi-level car parking.
In a commemorative move, the cabinet decided to celebrate Jan 5, the birth anniversary of former deputy CM Sushil Kumar Modi, as a state function every year.
The cabinet also cleared the minority affairs department's plan to construct 560-bed minority residential schools in Bhagalpur, Araria and Gopalganj, at a cost of Rs 169 crore.
An approval was granted for the construction of 45 new anganwadi centres in 12 districts and 104 new power substations under North and South Bihar power distribution companies. The cabinet also empowered panchayat secretaries in rural areas to issue birth and death certificates.
The cabinet approved the implementation of the World Bank-assisted Bihar Water Security and Irrigation Modernisation Project, which will require an investment of Rs 4,415 crore. Of this amount, the World Bank will contribute 70%, amounting to Rs 3,090 crore while the remaining 30%, or Rs 1,324 crore, will be borne by the state govt.
Altogether 69 decisions were approved in the meeting.

State changes tack, seeks revised proposal for Goa-Tamnar power line
Bengaluru: Karnataka appears to be reconsidering its stand on permitting a transmission line passing through the ecologically sensitive forests of Western Ghats to supply power to southern Goa, as it awaits the neighbouring state's approval for the ambitious Kalasa-Banduri project. Under increasing pressure, the state govt has asked New Delhi-based Goa-Tamnar Transmission Project Ltd to resubmit its proposal with an alternative alignment aimed at minimising tree felling. The firm had submitted a proposal seeking diversion of 174.6 hectares of forest land in Dharwad, Haliyal, and Dandeli for a 400Kv quad transmission line. But in March last year, forest minister Eshwar Khandre rejected the proposal, while directing the additional chief secretary (forests) to issue notices to all forest officials who recommended the project. ED raids unearth multiple property documents linked to former Vasai-Virar civic chief
Mumbai: The Enforcement Directorate (ED) seized multiple property-related documents linked to the former civic chief of Vasai-Virar City Municipal Corporation (VVMC), Anil Pawar, during searches conducted at 12 premises linked to him on Tuesday and Wednesday. ED sources said Pawar had "created a number of entities in the name of his family members, relatives and benamidars to launder the bribe amount collected." The source said, "The formation of shell entities coincides with his posting as VVCMC commissioner (2022). These entities are primarily engaged in businesses where large amounts of cash are absorbed, such as construction and redevelopment of residential towers, construction of warehouses and others." This cartel is responsible for large-scale illegal construction within VVCMC's jurisdiction. Commissioner VVCMC Anil Pawar, an IAS officer, is accused of orchestrating and sustaining this cartel. The ED investigation showed that after Pawar assumed the role of commissioner of VVCMC, the commission fee was set at Rs 20-25 per sq ft for the commissioner and Rs 10 per sq ft for his junior, Y S Reddy (Deputy Director Town Planning), based on the total project area from the builders. During searches at twelve premises associated with Pawar, the ED seized Rs 1.33 crore in unaccounted cash, along with numerous incriminating documents and devices. These included property documents in the names of relatives and benamidars, as well as cash and cheque deposit slips, among others. The ED sources said digital devices seized during the operations revealed Pawar's close involvement in creating a nexus of VVCMC officials and architects, CAs, and liaisoners. The money laundering case pertains to the illegal construction of 41 residential and commercial buildings on govt and private land under VVCMC's jurisdiction since 2009. This includes a 60-acre tract designated for sewage treatment and dumping facilities. Although Pawar was not the VVCMC chief at the time of construction, he failed to take action against the developments after assuming office, despite receiving complaints. The 41 buildings were recently demolished following a Bombay high court order. Flat buyers lost their money as well as their homes. In May, the ED raided 13 locations in Nalasopara, Vasai, Virar, and Hyderabad, seizing Rs 8.6 crore in unaccounted cash and Rs 23.2 crore worth of jewellery and bullion from the Hyderabad residence of Y S Reddy, deputy director of town planning, VVCMC. A few locals in Vasai burst crackers and distributed sweets late on Tuesday after the news of the ED raid spread across the city. They alleged that since Pawar was the administrator, he took unilateral decisions and corruption peaked during his tenure. "We also had written to the Maharashtra chief minister to conduct an investigation about his wealth and properties," said Sushant Patil of the Bhumiputra Sangathan, Vasai.
