PU Library Buzzes 24x7, But Girls Avoid Dark Roads On Way Back To Their Hostels

Chandigarh: While Panjab University's Central Library stays open round the clock and remains lively even late into the night, several women students say they avoid walking back to their hostels alone after dark due to poorly lit roads and lack of surveillance.
Two key internal roads, both commonly used by girls returning from the library, remain without CCTV coverage and have inadequate lighting. The first road, which starts near Boys Hostel No. 3, leads to the rear gate of Girls Hostels 1 and 2. The second cuts between the university ground and tennis court, connecting to the backside of Girls Hostels 3, 4 and 5. Despite having some streetlights, both stretches have dark patches, especially near tree-lined areas, and no security cameras.
"There is complete darkness on the left side of the road because of vegetation, and the lights barely help. Sometimes, the lights do not even function or just flicker" said Priya Chauhan, a student from Girls Hostel No. 1. "We avoid going alone. If it's too late, we stay in the library till early morning and walk back only after sunrise."
Another student questioned the university's priorities. "The Rose Garden opposite the admin block has strong, bright lights.
Why can't they fix proper lighting on roads girls use every day?" said Muskan Nehra, a former student who was in campus for over 3 years.
"The road near the tennis court looks fine from a distance, but once you start walking, you realise how poorly lit it actually is, especially behind the USOL building," said Yogini Pandita, a resident of Girls Hostel 4. "The sides of the road are almost in complete darkness. Even if a few people are around, you're constantly on edge.
It doesn't feel safe at all."
Despite the steady footfall around the 24x7 library, these two roads quickly become deserted and shadowy after a point. There is no regular security guard posted along the route to Hostels 1 and 2, and only occasional near the Chemistry canteen, the start of the road toward Hostels 3, 4 and 5.
While students appreciate the flexibility of a 24x7 library, they say it won't be fully effective unless safe, well-lit, and well-monitored pathways exist to get back to their hostels.

Panjab University had planned a third phase of CCTV camera installation in December 2024 to strengthen campus surveillance, covering 10 additional locations. Among these are the two roads frequently used by girls returning from the library- one from Boys Hostel No. 3 to Girls Hostels 1 and 2, and the other from the university ground to Girls Hostels 3, 4 and 5. However, despite a budget of Rs 75 lakh, the cameras are yet to be installed.
University security officials say work is expected to begin soon. Currently, PU has around 120–130 CCTV cameras, but none on these two critical routes. Chief of University Security Vikram Singh confirmed the inclusion of these routes in the third phase. "These roads will be covered in the upcoming round of camera installation," he said.

Anshika Kapoor, a student who was harassed a few months ago near the Vice-Chancellor's office around 9:30 pm, said her attempts to identify the car involved were hampered by poor surveillance infrastructure. "We checked footage from several cameras, but none of them showed the number plate clearly," she said. "Only the one near the USOL building gave a partial view. If cameras can't even capture such basic details, how are we supposed to feel safe?" Her experience has raised broader concerns among students about the quality and placement of security cameras across the campus.

Chandigarh: The Punjab and Haryana high court on Friday dismissed a petition filed by actor-turned-MP Kangana Ranaut challenging her summoning by a Punjab court in a defamation case, making it clear that the magistrate has duly applied mind to the material on record while summoning her. Justice Tribhuvan Dahiya, in a detailed 15-page order, said, "There are specific allegations against the petitioner who is a celebrity, that false and defamatory imputations by her in the retweet have dented the respondent's (Mahender Kaur) reputation and lowered her in her own estimation, as also in the eyes of others. Therefore, filing of the complaint to vindicate her rights cannot be termed mala fide." Ranaut is accused of defaming 73-year-old Mohinder Kaur, a farmer activist, through a tweet during the height of the farmers' protests against the now scrapped farm laws in 2020. Ranaut allegedly misidentified Kaur as Bilkis Bano of Shaheen Bagh fame and implied that such women could be hired to participate in protests for Rs 100. "Such remark, prima facie proves that the intent of the accused was to paint the complainant as a person of dubious integrity who is protesting without any cause and just for financial gains," the high court observed. Watch More Undo The counsel pleaded that the retweet was made in good faith, without intent to harm Kaur's reputation, and in the absence of mens rea, the magistrate should not have proceeded. The order was passed on Feb 22, 2022. Senior advocate G K Mann, representing the complainant, argued that there was no dispute that Ranaut herself made the defamatory on the face of it retweet, which contains serious allegations against Kaur's character. Mann also said that Ranaut had shown no remorse or tendered any apology, suggesting intentional harm. The bench concluded that the summoning order was passed after due application of mind to the facts and preliminary evidence. The court also noted that it was not the petitioner's case that the retweet was not made by her. Regarding the complaint being filed solely against Ranaut, the judge observed, "Still further, because the respondent has filed a complaint only against the petitioner and not against the person to whom the original tweet has been attributed, in itself cannot be a ground to contend that the complaint is mala fide." 'Extra responsibility' on celebrities "As she (Kangana) holds a position of influence over the masses, she has extra responsibility on her shoulders to verify the truthfulness of the remarks made by her. It is evident from the evidence led by the complainant that the accused (Kangana) made the impugned defamatory remark without going into the truthfulness... She even failed to tender any apology to the complainant after knowing the truth." Justice Tribhuvan Dahiya Complaint was filed in 2021 The defamation complaint was filed on Jan 4, 2021, by Mohinder Kaur of Fatehgarh Jandia village in Bathinda. Kaur initiated the case in Bathinda court against Ranaut for her tweet (which was later deleted) that identified Kaur as Bilkis Bano of Shaheen Bagh fame and claimed such women could be hired for protests for Rs 100. Kaur had provided evidence asserting that Ranaut's words had damaged her image. Belagavi: The state govt ordered an investigation in connection with the alleged financial misappropriation at Malaprabha Sugar Factory in MK Hubli. The investigation was ordered at the direction of the sugar minister, Shivanand Patil. The state govt appointed enquiry officers to investigate allegations of irregular activities and mismanagement in administrative and financial transactions alleged to have taken place at the Malaprabha Cooperative Sugar Factory in MK Hubli. Enquiry officers were appointed with the approval of textiles, sugarcane development and sugar and agricultural marketing minister Shivanand Patil. Realising the need for a detailed investigation into the alleged irregularities, illegal activities in sugar sales, and procurement of storage materials from 2018-19 to 2022-23, including all legal aspects, the govt ordered a joint investigation. Notices were issued to the persons concerned, seeking an explanation regarding the allegations, but they did not appear before the court. Mumbai: The Enforcement Directorate (ED) filed a third supplementary chargesheet in the Punjab and Maharashtra Cooperative Bank (PMC Bank) and Housing Development & Infrastructure Pvt Ltd (PMC-HDIL) loan fraud case. The recent chargesheet involves a part of an approximately 1,700 acre land parcels in Sindhudurg district, which the agency has already attached and requested the court for confiscation. In the chargesheet, the ED accused Rakesh Wadhawan and Sarang Wadhawan, along with others, of using money defrauded from PMC Bank to purchase the agriculture lands in benami names, including their employees. They intended to offer the lands at a higher rate for the proposed Vijay Durg port project, which did not materialise due to the ED's action. The state govt is keen to develop the port, and discussions suggested that through restitution, the land would revert to PMC Bank. With the consent of the ED, PMC Bank may explore the possibility of handing it over to the state for the port project while protecting its financial interests. During the investigation, the ED found Wadhawans diverted proceeds of crime from the bank accounts of HDIL and its group of companies, "to various persons/entities to acquire huge agricultural lands from several villagers in Sindhudurg district in the benami names of farmers/employees, led by accused Mukesh Khadpe".
