Rajasthan eyes early allotment of co-industrial spaces at Sitapura

The Rajasthan government is considering monthly rent, long-term and short-term lease options to allot ready-to-operate industrial spaces at the recently completed plug and play facility -- also known as flatted factory complexes -- in Jaipur, a senior official of the state's Industries department said.
The plug and play facility allows small investors and MSMEs with limited capital and resources to get the industrial spaces with all basic infrastructure on lease and or rent and scale up operations, making them self-reliant, he added.
Providing details, the official said that the 3-storeyed plug and play facility, constructed at Sitapura SEZ-II in Jaipur, will allocate pre-built industrial spaces with all necessary infrastructure to MSMEs and small industries, facilitating the immediate launch of their operations.
After having successfully helmed the construction of Rajasthan's first plug & play facility, Rajasthan State Industrial Development and Investment Corporation Limited (RIICO) has now set its focus on early allotment of the co-industrial spaces at Sitapura to MSMEs and light manufacturing industries.
Currently, senior officials at RIICO are considering three allotment options. They are fixed monthly rent, fixed lease premium (long-term and short-term) and lease basis e-auction, the official said.
He pointed out that officials are also studying the allotment models adopted by other states for allotment in their respective plug-and-play facilities, such as Uttar Pradesh, Tamil Nadu, and Telangana.
'The lease period under RIICO's consideration is for a minimum of 30 years. It is also considering inserting provisions for further extension of the lease period,' he said.
The state government feels that the plug & play model will play a crucial role in encouraging new start-ups, smaller businesses and investors who have limited wherewithal and resources to shore up their land and necessary infrastructure.
In addition to 33 modules in three sizes, 1030 SqFt, 1260 SqFt & 1360 SqFt, the Sitapura has the facility of common parking area, conference hall, bank, canteen, reception and other utilities.
'In terms of infrastructure, the facility will provide power, water, internet and other allied infrastructure for the seamless operations of the business units,' he said.
He said that RIICO also has plans afoot to set up similar flattened factory complexes in Bichoon and Bhiwadi Industrial areas.
The government is now gearing up to organise the 'Rising Rajasthan: Partnership Conclave 2025' in Jaipur on December 11-12. In addition to showcasing the expeditious implementation of MoUs and their socio-economic impact, the conclave will also forge government-business tie-ups and showcase Rajasthan's business reforms.

The initiative was launched under the guidance of college Principal Sr. Jasintha Quadras and founder and CEO of SK A&G P. Shravan Kumar and supervised by the Head of the Department of Agriculture and Rural Development Lakshmana Swamy and Professor of Agriculture Economics Jasmipriya K. The college is now preparing to enrol 500 more undergraduate students from various departments into the next cohort of the bootcamp, beginning from September 1, 2025. 'This initiative aligns perfectly with our institution's goal of empowering women through entrepreneurship and innovation,' said college Principal Dr. Quadras. Mr. Shravan Kumar said the idea was to help every student entrepreneur raise meaningful capital, build scalable enterprises and create jobs for others.

Annual garment exports from Tiruppur and Coimbatore districts in 2024-25 financial year touched ₹45,000 crore, according to data available with the Tiruppur Exporters' Association (TEA). TEA president K.M. Subramanian told The Hindu on Thursday that direct garment exports from Tiruppur were almost ₹40,000 crore and that from Coimbatore district were worth ₹5,000 crore. This was 20% higher than the previous year. 'This year, we expect 15 % growth and the exports will be close to ₹46,000 crores,' he said. Apart from this, there are garments exported indirectly (merchant exports). Though there is no definite data available, it is estimated to be almost ₹5,000 crore. The garment exporting units are currently operating at 90% capacity and there is an urgent need for capacity addition. The government should come out with a scheme to support investments, especially towards modernisation. 'In the last five years, there is a lot of technology advancements. The industry should modernise. There is a shortage of labour in Tiruppur and hence the units need to automate. They need support to boost investments,' Mr. Subramanian added. Industry sources added that while the supply chain for the garment exporters was doing well, the Micro, Small and Medium-scale Enterprises (MSMEs) supply for the domestic garment units had taken a hit. Knitted fabric, especially of man-made fibres, that was imported was available at ₹180 to ₹200 a kg, which was almost half the price of fabric produced in Tiruppur. Hence, the unorganised sector was consuming huge quantities of imported fabric, affecting the local knitting units. The sources added that currently Tiruppur and Coimbatore districts accounted for 68% of the country's knitted garment exports. With the free trade agreement with the UK and agreements on the anvil with the US and the European Union, garment exports from these two districts were expected to get a boost.

'The central government, I think, is not happy with the underutilisation of the National Single Window System ,' said Memani. The CII is advocating for uniformity between central and state-level single window clearances, he Memani proposed policy measures to boost India's manufacturing ecosystem, including scaling up MSME financing and introducing a ' Capital Support Scheme for MSMEs' for projects with investments between Rs 50 crore and Rs 1,000 suggested providing direct support to MSMEs in the form of an interest-free loan, covering 50% of the capital investment, repayable in 5 equal instalments after a 10-year period. Additionally, he proposed launching a fund similar to the Self-Reliant Fund (SRI) to support hi-tech manufacturing there are over 63.38 million MSMEs in India. In 2023-24, MSME-related products accounted for 45.73% of India's total exports, reinforcing their role in positioning the country as a global manufacturing to government data, MSME exports have witnessed robust growth, rising from Rs 3.95 lakh crore in the financial year 2020-21 to Rs 12.39 lakh crore in the financial year 2024-25. The number of MSME exporters has also seen a significant increase, expanding from 52,849 in 2020-21 to 1,73,350 in new initiatives include CII MSME Export Helpdesk to resolve export queries and connect MSMEs with buyers and a Centre for Artificial Intelligence (AI) to drive digital transformation among MSMEs and promote Responsible AI also focused on the need to raise awareness about available land for MSMEs and seek a longer transition period for MSMEs to comply with the EU's Carbon Border Adjustment Mechanism (CBAM) under Free Trade Agreement (FTA) Memani said that the Indian economy is projected to grow between 6.4% to 6.7% in the current financial year, driven by robust domestic demand, even as geopolitical uncertainty poses downside risks. He highlighted that growth risks are evenly balanced, with "geopolitical uncertainty" posing a downside risk and "strong domestic demand" serving as a positive factor.
