3 senior officials move from industries to energy to ground RR MoUs
Jaipur: Three senior officials from the industries department have been transferred to the energy sector, creating a buzz among the business community. This move is seen as a govt strategy to implement the Rising Rajasthan MoUs in the power sector. The success of Rising Rajasthan depends on how much of these Rs 28 lakh crore worth of MoUs are converted into on-ground investments. A significant portion of the Rs 28 lakh crore proposed projects comes from the renewable energy sector. The availability of land and power evacuation infrastructure is crucial to implementing these MoUs. During his time in the industries department, principal secretary Ajitabh Sharma led the planning and execution of the Rising Rajasthan summit. As RIICO Chairman, he also introduced several policy changes for the allotment of land to MoU holders. Having been involved from the beginning of the summit, Sharma has the advantage of experience. However, the energy sector presents a unique set of challenges that have resisted most planning efforts over the past decade. Rescuing the power sector, now burdened with debts exceeding Rs 1.5 lakh crore, requires more than bureaucratic efforts. Political will is essential, but bureaucrats must initiate the process. Alongside Sharma, Industries Commissioner Rohit Gupta has been appointed to lead the Rajasthan Renewable Energy Corporation. Unlike in the past, he holds both the chairman and managing director positions, which is expected to expedite decision-making and project approvals. Whether they can maintain the same level of cohesion to convert the maximum possible MoUs into projects in the power sector remains to be seen. Ultimately, the success of the Rising Rajasthan summit hinges on the power sector MoUs.

Rajasthan eyes early allotment of co-industrial spaces at Sitapura
The Rajasthan government is considering monthly rent, long-term and short-term lease options to allot ready-to-operate industrial spaces at the recently completed plug and play facility -- also known as flatted factory complexes -- in Jaipur, a senior official of the state's Industries department said. The plug and play facility allows small investors and MSMEs with limited capital and resources to get the industrial spaces with all basic infrastructure on lease and or rent and scale up operations, making them self-reliant, he added. Providing details, the official said that the 3-storeyed plug and play facility, constructed at Sitapura SEZ-II in Jaipur, will allocate pre-built industrial spaces with all necessary infrastructure to MSMEs and small industries, facilitating the immediate launch of their operations. After having successfully helmed the construction of Rajasthan's first plug & play facility, Rajasthan State Industrial Development and Investment Corporation Limited (RIICO) has now set its focus on early allotment of the co-industrial spaces at Sitapura to MSMEs and light manufacturing industries. Currently, senior officials at RIICO are considering three allotment options. They are fixed monthly rent, fixed lease premium (long-term and short-term) and lease basis e-auction, the official said. He pointed out that officials are also studying the allotment models adopted by other states for allotment in their respective plug-and-play facilities, such as Uttar Pradesh, Tamil Nadu, and Telangana. 'The lease period under RIICO's consideration is for a minimum of 30 years. It is also considering inserting provisions for further extension of the lease period,' he said. The state government feels that the plug & play model will play a crucial role in encouraging new start-ups, smaller businesses and investors who have limited wherewithal and resources to shore up their land and necessary infrastructure. In addition to 33 modules in three sizes, 1030 SqFt, 1260 SqFt & 1360 SqFt, the Sitapura has the facility of common parking area, conference hall, bank, canteen, reception and other utilities. 'In terms of infrastructure, the facility will provide power, water, internet and other allied infrastructure for the seamless operations of the business units,' he said. He said that RIICO also has plans afoot to set up similar flattened factory complexes in Bichoon and Bhiwadi Industrial areas. The government is now gearing up to organise the 'Rising Rajasthan: Partnership Conclave 2025' in Jaipur on December 11-12. In addition to showcasing the expeditious implementation of MoUs and their socio-economic impact, the conclave will also forge government-business tie-ups and showcase Rajasthan's business reforms.

RIICO head office to handle project delays, not unit heads
Jaipur: In a recent order, RIICO has taken away the powers of its unit heads (heads of industrial zones) and empowered its Advisor (Infra), headed by a state administrative officer, to allow time extensions for delays in start of commercial production by industrial units. Earlier, unit heads were delegated the power to decentralise the administrative structure so that factory owners from far-flung areas like Barmer, Bikaner, Sriganganagar, and others in the state did not need to come to Jaipur and knock on the doors of RIICO. Already, RIICO officials are battling for time to clear files as the workload from Rising Rajasthan MoUs keeps increasing. "The volume of workload shot up sharply due to Rising Rajasthan. RIICO is rushing to facilitate the allotment of land to thousands of MoU holders," said an official of the corporation. He said if the cases of all the industrial zones reach the Advisor (Infra), it will overwhelm the system, resulting in further delays while hampering industrialisation. Now, instead of unit heads, RIICO's Advisor (Infra) has been entrusted with the responsibility to grant extensions of up to one year. In cases where a two-year extension is required, it will be decided by the RIICO MD.

‘Tangdi gang' that tripped up victims left with broken legs
Jaipur: Two members of the so-called 'Tangdi Gang' who specialised in tripping up pedestrians to snatch their money, were arrested by city police Thursday. The accused were involved in over half a dozen incidents of petty but persistent street crime. Tired of too many ads? go ad free now DCP (east) Tejaswini Gautam said the two gang members, Abdul Mehraj and Irfan alias Shaktiman, sustained broken legs while trying to escape police custody after being presented in court. "As they were being escorted back to jail from court, the two tried to flee by jumping from the police vehicle. The escape attempt ended with fractured legs and a brief stop at the hospital before they were sent to judicial custody," said a police officer. According to police, the gang's method was deceptively simple: identify lone passers-by, pick a fight or create a diversion, kick the victim's leg, and snatch whatever money they could before fleeing on a motorcycle. It was quick, crude, and until recently, effective. The case that led to their arrest was reported on May 28, when a man returning home with a friend and some vegetables was stopped near a cemetery gate on Diggi Road. The attackers kicked him and fled with Rs 10,500. A case was registered at Malpura Gate police station, and a special team led by SHO Munindra Singh began investigating under the direction of senior officers. Based on CCTV footage and local intelligence, police tracked down and arrested Mehraj, a resident of Galta Gate, and Irfan from Bhatta Basti. The stolen cash and the Pulsar motorcycle used in the crimes were recovered. During interrogation, the duo admitted to at least six incidents, including snatching Rs 8,000 near the RIICO bridge, Rs 10,000 near Malpura Gate, Rs 6,000 near Sangam Cinema, and other similar thefts across Jaipur.
