
NGT asks MoEF to expedite publication of final notification on ESZs
The Southern Bench of the tribunal issued the directive while considering the suo motu case on the massive Wayanad landslides on July 30, 2024. The tribunal has asked the Ministry to rely upon the comprehensive studies on Western Ghats conservation undertaken by ecologist Madhav Gadgil, and the late space scientist K. Kasturirangan.
'The learned counsel appearing for the MoEF&CC states that the final notification regarding Ecologically Sensitive Zones (ESZs) will be filed before August. It is noted with concern that nearly a year has passed since the Wayanad disaster in Kerala,' pointed out an order dated June 20 issued by Justice Pushpa Sathyanarayana, Judicial Member, and Dr. Satyagopal Korlapati, Expert Member.
Stating that comprehensive studies have already been undertaken by Dr. Madhav Gadgil and Dr. K. Kasturirangan, the Bench asked the Ministry to prioritise the States where urgent action is required with regard to the ESZs and ensure early publication of the final notifications of Ecologically Sensitive Areas and Zones.
The Bench had earlier expressed its displeasure over the failure of the authorities to file the reports giving the correct picture on the reasons for the devastating Wayanad landslides. In an order issued on March 28, 2025, the tribunal had warned that it may summon the Chief Secretary of Kerala over the poor response of the authorities.
'We only express our displeasure in the way in which the government authorities are responding to this issue, where hundreds of people have lost their lives, either being killed or missed, in the Wayanad hill station,' it said.

MIB proposes local registration, conflict ban for TRP agencies
The Ministry of Information and Broadcasting ( MIB ) has initiated a process to amend its 'Policy Guidelines for Television Rating Agencies in India', originally notified on January 16, 2014. The Ministry has released a draft amendment order and is seeking feedback and comments from the general public and stakeholders within 30 days from the date of publication of this notice. The proposed changes primarily aim to refine the registration criteria for television rating agencies and address potential conflicts of interest within their operations. The ministry in an official notice said, 'Now, the Ministry is considering to make some amendments to the TRP Policy Guidelines .In this regard, the Ministry solicits feedback and comments from general public, stakeholders, in respect of the proposed amendments, within a period of thirty days.' Under the upcoming changes, companies wanting to offer television rating services will now have to be formally registered in India under the Companies Act, 2013. This ensures that all such agencies operate within India's established corporate legal framework . Additionally, a new rule is being introduced to prevent conflicts of interest. It will strictly forbid rating companies from taking on any roles like consulting or advising if those activities could compromise their main job of providing fair and unbiased television ratings. The new rule clearly states that a company cannot engage in any activity that would create a potential conflict of interest with its core purpose of rating. The Ministry has confirmed that these updated rules will take effect immediately once they are officially announced. They will apply to all television rating agencies, both new companies looking to register and those already operating under the current policy.

NIPCCD renamed as Savitribai Phule National Institute of Women and Child Development
New Delhi [India], July 2 (ANI): The National Institute of Public Cooperation and Child Development (NIPCCD) has officially been renamed as the Savitribai Phule National Institute of Women and Child Development, reflecting its evolving role and greater focus on region-specific, mission-driven support for the development of women and children across India on Wednesday, according to the official statement. This transformation has taken place under the leadership of Union Minister for Women and Child Development, Annpurna Devi. In a significant move aimed at strengthening outreach and regional capacity-building, a new Regional Centre in Ranchi, Jharkhand, is to be inaugurated on 4 July 2025. This Centre will address the specialised training and research requirements of the Ministry's flagship programmes--Mission Shakti, Mission Vatsalya, Mission Saksham Anganwadi and Poshan 2.0--with a particular focus on the Eastern region covering Jharkhand, Bihar, Odisha, and West Bengal. Previously, the training needs of these States were partially catered through Regional Centres located in Guwahati and Lucknow, posing logistical challenges for many functionaries due to long travel distances, according to the release. According to the statement from the Ministry of Women and Child Development, the new Regional Centre will also offer the Advanced Diploma in Child Guidance and Counselling and will facilitate better accessibility for frontline functionaries in these states. It is estimated that over seven lakh functionaries operate under the Ministry's missions across the four states, spread across 115 districts. Annpurna Devi said that the renaming of NIPCCD as the Savitribai Phule National Institute of Women and Child Development is a tribute to the legacy of one of India's foremost social reformers and a reaffirmation of our commitment to women and child-centric development. Highlighting the importance of setting up new regional centres, the Union Minister said that the inauguration of the new Regional Centre in Ranchi would mark a significant step towards decentralised, region-specific capacity building in the Eastern region. As per the release, this Centre will not only empower our frontline functionaries with better access to training and support, but also strengthen our flagship missions at the grassroots level. She further added that under the visionary leadership of Hon'ble Prime Minister Narendra Modi, we are ensuring that no woman or child is left behind in our journey towards Viksit Bharat @2047. The new Regional Centre in Ranchi will not only bring training services closer to the field functionaries but also enable the identification of local issues, customised interventions, and better resource utilisation for women's empowerment and child welfare in the Eastern region. It will also support research, counselling, and extension activities related to child development, mental health, and adolescent well-being. This step is a testament to the Ministry's commitment to ensuring last-mile delivery of services, region-specific capacity building, and the creation of an inclusive, empowered, and healthier India under the leadership of Union Minister Annpurna Devi. NIPCCD, now renamed as Savitribai Phule National Institute of Women and Child Development, has its headquarters in New Delhi and presently has regional centres in Bangalore, Guwahati, Lucknow, Indore and Mohali. It serves as the apex body for training, research, documentation, and capacity building in the field of Women and Child Development.
