GRS to seek a two-term cap on chief minister's tenure
He said this was among the goals of the coalition's manifesto and policies but it can only be achieved with a two-thirds majority in the state assembly.
With that, he said GRS must strive to secure this majority in the upcoming Sabah election.
Armizan said a strong majority would allow the coalition to push through its agendas for the people, based on the Sabah Maju Jaya development initiative and the four pillars of its struggle.
"The four (pillars) are Sabah First, Sabah Forward, Sabah Prosper dan Sabah United. To see the Sabah Maju Jaya agenda through, we must walk the talk and ensure the work is done," he said here on Thursday (July 17).
Armizan said these components were decided by the GRS and Pakatan Harapan state administration in December 2023.
'Reformation needs amendments to the state constitution, and this can only be done with a two-thirds vote in the assembly,' he stressed.
Based on analysts' observations, however, no single coalition or party is seen to be able to form the next state government, and mergers of coalitions or parties seem inevitable.
There is a growing grassroots call for GRS to go solo in the polls, while its federal partners hope it will continue to work with Sabah Pakatan, and even Barisan Nasional.
On the other hand, Sabah Barisan is willing to work with Sabah Pakatan but has reiterated its refusal to collaborate with GRS, while GRS claims that the door for negotiation has not been closed yet.

Over RM848mil spent to boost education in Sabah
KOTA KINABALU: More than RM848mil has been allocated to educational assistance over the past four years, demonstrating Sabah's commitment to ensure every Sabahan child has access to quality and equitable education, says the Chief Minister. Datuk Seri Hajiji Noor said the state's efforts were part of the Sabah Maju Jaya development agenda. 'The state government's commitment to human capital development is very clear. We believe that every Sabahan child deserves access to quality and equal education,' he said at the 29th Education Convention and 3rd Delegates General Assembly of the Malaysian Headmasters Association on Wednesday. In the speech, Hajiji said that between 2021 and 2024, 14 new education initiatives have been introduced, resulting from an allocation of RM164.14mil and benefiting over 210,000 students in Sabah. Among the initiatives are the cash assistance scheme for higher learning institute enrolment dubbed BudiI, GRS-Subfly or the Graduan Rindu Sabah programme, and Sentosa, a contribution scheme for students pursuing higher education locally. 'These programmes reflect the state government's commitment to building an inclusive, progressive, and sustainable education system,' he said. Hajiji also stressed the vital role of headmasters in adapting to current education challenges, especially in the era of digital transformation. He called on school leaders to lead with innovation and resilience, stating that school performance often hinges on the strength of its leadership. 'The quality of a school depends greatly on the headmaster's leadership, both in administration and in guiding educators. They are the pillars of our education system,' he said. The convention, he added, serves as an important platform to exchange ideas, strategies, and experiences to drive excellence at the school level. 'I believe that through collaboration and continuous learning, we can further strengthen school leadership and empower our young generation to be excellent, distinguished, and outstanding,' said Hajiji.

New e-commerce laws in the works

The Domestic Trade and Cost of Living Minister said a study into existing legislation is underway and should be completed by next month. Among the areas being assessed is the need to amend the Electronic Commerce Act 2006 (Act 658), he added. Explaining further, he said Act 658 was first introduced as an enabling law to recognise and facilitate e-commerce trade, and there have been several suggestions on whether to repeal the Act or introduce an improved version. 'These are among the issues that will be finalised once the study and engagement sessions are completed. 'The findings will then be presented to the Cabinet and the Attorney-General's Chambers,' he told a press conference ahead of a town hall session with e-commerce traders yesterday. 'I would prefer for it to be tabled by the end of this year, but due to factors beyond our control, it will be brought, at the latest, during Parliament's first sitting next year,' he added. Armizan said there is a need to revisit Act 658 to create consistent regulations that not only protect consumers but also support continued growth in the sector. 'There was a review conducted in 2012 on how complaints are channelled alongside consumer protection. 'However, the decision was made to retain it as consumer protection regulations would be covered under the Consumer Protection Act.' Armizan said the ministry is also studying mechanisms to regulate e-commerce platforms based abroad that have products entering the local market. Among the options being explored are establishing an act that provides extra-territorial jurisdiction and pursuing government-to-government (G2G) cooperation. On another matter, he said the ministry is exploring possible mechanisms to require e-commerce platforms to consult the authorities before introducing any additional charges on sellers. Armizan acknowledged that current regulations do not give his ministry any regulatory powers. 'To me, what the platform did is not timely, as there was a review last year and now there is another review. 'To halt this 100% is difficult but we are looking at how we can get platforms to have an engagement with the authorities before coming to any decision,' he said. This comes after an e-commerce platform introduced a revised fee for all completed orders. The fee is directly deducted from each order before the sales proceeds are transferred to the seller's account. On July 11, MCA's economic and SME affairs committee chairman Datuk Lawrence Low said the revised fee structure would affect nearly every stage of a seller's operations. While some of the charges may seem small individually, Low warned that this would cumulatively place a significant financial strain on sellers and ultimately lead to higher prices for consumers.

GRS Deputy Secretary-General Datuk Armizan Mohd Ali said the proposal was approved, in principle, at the State Cabinet level under the GRS-Pakatan Harapan (PH) Plus government in December 2023. However, it could not be tabled for constitutional amendment due to lack of a strong majority in the State Legislative Assembly (DUN). Advertisement 'Previously, we did not have a stable number of seats to amend the Sabah Constitution which requires two-third majority for the proposal to be passed. 'So, during the process of drafting this Bill we decided to table it once we receive a fresh mandate. 'Therefore, GRS is hoping for a bigger win or two-thirds majority in PRN17. This commitment will be the first initiative we will carry out once we are entrusted with the people's confidence,' he said. Armizan, who is also Member of Parliament for Papar, was commenting on issues discussed in the first meeting which he chaired with representatives of eight component parties of GRS to shape the framework of the GRS Manifesto and to refine the record of five year journey under the SMJ Roadmap. He was speaking at a press conference after the launching of the 10 Star Film Community and the premiere of a box office movie Impak Maksima 2 at Majestic Ballroom of a cinema in Parklane City, Benoni here, Wednesday. Also present were 10STAR Cinemas Sdn Bhd CEO Onn Norshal Hamzah, Impak Maksima 2 director Datuk Ahmad Idham, and WSG Group Managing Director Datuk Susan Wong. Armizan said the manifesto would have two components. The first is to highlight efforts and determine the four pillar of GRS struggles – Sabah First, Sabah Forward, Sabah Prosper and Sabah United. The second is GRS' achievements for the past five years under Sabah Maju Jaya 1.0 (SMJ 1.0) Roadmap as well as the remaining ones (initiatives, efforts and policies) that are in progress. 'GRS has implemented SMJ 1.0 when it was given the mandate by 5the people to form the Sabah government in General Election 2020. 'These achievements will be presented under two categories: first, 'walk the talk' —fulfilling promises made by GRS — and second, 'work in progress' — promises that have already been acted on but not yet completed. 'We will present all of GRS's accomplishments over the past five years under the SMJ 1.0 agenda, and at the same time share the ongoing efforts that are still in progress,' he said. For example, Armizan said the 'Sabah United' pillar not only focused on fostering unity but also ensuring a stronger commitment to good governance from all levels of society. He said under the 'Sabah United' is to set a limit of two consecutive terms for the Chief Minister's tenure under the GRS's Manifesto for PRN17.
