The Philippines National Police (PNP) on Monday said it will take measures to ensure a peaceful conduct of the fourth State of the Nation Address (SONA) of President Ferdinand "Bongbong" Marcos Jr. next month.
'Hindi naman tayo makapagbigay ng exact numbers [ng police deployment] at saka classified yan. Kami na ang bahala basta siguraduhin namin that the SONA will be peaceful,' PNP chief Police General Nicolas Torre III said in a press briefing.
(We cannot give exact numbers of the police deployment and it's classified. We'll take care of it and we will make sure that the SONA will be peaceful.)
Asked if the PNP will make adjustments to its preparations considering there is an ongoing impeachment case of Vice President Sara Duterte, Torre said it depends on the estimate from the intelligence they receive.
'Well, depende sa intel estimate yan (Well, it depends on the intel estimate),' Torre said.
'Ang template naman natin taon-taon yan. Napakarami namang dumaan na mga SONA na puro marami ring mga issues, hindi lang naman sa administrasyon ngayon kundi previous administration maraming issues talaga yan. Hindi nauubusan yan, so sa atin we are going to prepare with the worst in mind but of course we hope for the best,' he added.
(Our template is similar for every year. We had SONAs surrounded by so many issues, not only in the current administration but also in the previous administration, there are always so many issues. That never ends, so for us we are going to prepare with the worst in mind but of course we hope for the best.)
Duterte will not be attending Marcos' fourth SONA on July 28, according to House Secretary General Reginald Velasco.
The Vice President is accused of betrayal of public trust, culpable violation of the Constitution, graft and corruption, and other high crimes. She has denied the allegations.
On June 10, the Senate sitting as an impeachment court voted to return to the House of Representatives the articles of impeachment against Duterte without dismissing or terminating them.
The move came after one of the senator-judges, Ronald 'Bato' Dela Rosa, an ally of the Duterte family, even before the impeachment court convened, moved for the dismissal of the impeachment complaint against the Vice President. —RF, GMA Integrated News

DILG: Baste Duterte is acting Davao City mayor

The Department of the Interior and Local Government (DILG) instructed Davao City Vice Mayor Sebastian 'Baste' Duterte to assume the role of acting mayor as his father, former president Rodrigo Duterte, is still detained in the Netherlands. In a statement, the DILG said Baste will take over as mayor in the city due to the 'temporary legal incapacity' of his father, who was proclaimed mayor-elect in absentia. 'You are hereby enjoined to perform the duties and functions of Mayor of Davao City to prevent paralysis of government operations,' Secretary Jonvic Remulla said in a letter to Baste dated June 30. Citing Section 46(a) of the Local Government Code, the DILG said that in cases of temporary incapacity, whether physical or legal, the vice mayor shall automatically perform the duties and exercise the powers of the mayor. Earlier, the Commission on Elections (COMELEC) confirmed the proclamation of the former president as mayor of Davao City despite his absence. The DILG, meanwhile, also designated first-ranked Sangguniang Panlungsod Member Rodrigo Duterte II as acting vice mayor, pursuant to Administrative Order No. 15, series of 2018. According to the DILG, its action is both legal and necessary to ensure continuity of leadership in Davao City amid ongoing legal proceedings involving the former president before the International Criminal Court (ICC). Philippine authorities on March 11 assisted Interpol in serving a warrant of arrest from the ICC against Duterte for crimes against humanity in connection with his drug war. After his arrest, Duterte was transported to The Hague in the Netherlands. Duterte, on March 13 (Philippine time), entered the Hague Penitentiary Institution, or the Scheveningen Prison. —VAL, GMA Integrated News

China bars Francis Tolentino from entering mainland, Hong Kong, Macao

China on Monday imposed sanctions against former senator Francis Tolentino by banning him from entering its mainland, Hong Kong, and Macao due to his alleged 'egregious conduct' on China-related issues. The Chinese foreign ministry spokesperson made the announcement a day after Tolentino's term as Philippine senator ended. The spokesperson stressed that the Chinese government will defend national sovereignty, security, and development interests despite remarks from so-called anti-China politicians from the Philippines. 'For quite some time, driven by selfish interests, a handful of anti-China politicians in the Philippines have made malicious remarks and moves on issues related to China that are detrimental to China's interests and China-Philippines relations,' the statement posted on Chinese Ministry of Foreign Affairs website read. 'China decides to impose sanctions on former Philippines senator Francis Tolentino for his egregious conduct on China-related issues and prohibit him from entering the Chinese mainland, Hong Kong and Macao,' it added. Tolentino, in return, acknowledged the sanctions imposed on him which he called a 'badge of honor.' 'This sanction is a badge of honor and a testament to my unwavering commitment to protect our national interest and our people's dignity,' the former lawmaker said. 'No foreign power can silence me or weaken my resolve to uphold our sovereignty. I am, and will always be, proud to be Filipino,' he added. —AOL, GMA Integrated News

7 Manila cops arrested for robbery-extortion

Seven personnel of the Manila Police District (MPD) were arrested after taking a man into custody under "fabricated" drug charges, the National Capital Region Police Office (NCRPO) said on Tuesday. In a statement, the NCRPO said the arrested police officers were assigned to Police Station 5's anti-drug unit, including one lieutenant, three staff sergeants, and three patrolmen. 'The arrests were carried out following the swift validation of reports and complaints that exposed the involvement of the said personnel in illegal activities while in the performance of their duties,' the NCRPO said. 'Appropriate charges are now being filed against the individuals involved, who are currently under restrictive custody,' it added. Based on the initial investigation, a 49-year-old man reported that the police officers arrested him under fabricated drug charges on June 20. 'While in custody, the involved officers allegedly extorted P50,000 from the complainant's spouse in exchange for release. Although only P20,000 was eventually paid via mobile transfer, the complainant was freed without charges,' the NCRPO said. According to the NCRPO, the cops allegedly returned the money to dissuade the complainant from pushing his legal action. Recovered from the arrested cops were seven mobile phones used in the alleged extortion, five official police IDs, screenshots of digital transactions and conversations, and remittance records of the extorted amount. The NCRPO said the police officers allegedly committed robbery-extortion, grave threats, arbitrary detention, and violations of the Anti-Graft and Corrupt Practices Act as well as obstruction of justice. 'Under the Chief PNP's core leadership pillar on police accountability, there will be no second chances for police scalawags,' NCRPO chief Police Major General Anthony Aberin said. 'NCRPO will not allow these criminals to taint the integrity and dedication of those who are doing good in the service. Rogue policemen will be arrested, detained, charged and remove from the service, based on due process of law,' he added. —VAL, GMA Integrated News
