Commentary: Asian leaders sidelined at G7 summit amid global turmoil

OTTAWA, Canada: The G7 summit in Kananaskis, Canada, opened amid multidimensional crises. The summit epitomised the fragmentation and uncertainty that have come to characterise our age.
Host, Canada, along with most of the other G7 members and Asian invitees, were looking to forge a baseline consensus on stabilising trade and the global order, while accommodating US concerns for a more robust and self-reliant defence and security posture.
But events intervened. In the early hours of Jun 13, just prior to the summit's opening, Israel began its anticipated and feared assault on Iran's nuclear and security infrastructure. US President Donald Trump abruptly left the summit in the evening after its first day.
The anticipated one-on-one meetings with many of the participants (including those between Indian Prime Minister Modi and Australian Prime Minister Albanese and President Trump) never took place. Trump appeared pleased that the agenda was set around his tariff threats, viewing the other participants as mere supplicants.
Unable to meet up with Trump, Modi was deprived of an opportunity to represent the Global South in navigating shifts in global power dynamics. His participation was instead more important for restoring bilateral ties with Canada, which had been badly strained since the state-sponsored assassination of Khalistan separatists on Canadian soil.
In the end, there was very little opportunity to forge a common consensus, especially as the host and other participants were wary of confronting – and fearful of provoking – the US president.
MISSED OPPORTUNITIES
Perhaps the single outcome referencing Asia, though indirectly, was Trump's meeting with UK Prime Minister Keir Starmer. The two leaders jointly unveiled the trade deal they had outlined earlier in Washington, but in addition, Trump pledged to safeguard AUKUS, despite the announcement of the Pentagon's review of the deal.
The deal with the United Kingdom represents an outlying concession to Trump's demands for tariffs. Not only did the United Kingdom concede a 10 per cent tariff, but it also agreed to swallow the 25 per cent tariff on steel and aluminium pending improvements in some vaguely defined future.
The United Kingdom agreed to cooperate in a game of prisoner's dilemma, exposing all the other 'prisoners' to a protectionist tariff baseline that other countries may be compelled to meet.
There was no time or room to reach a broader consensus on security to address the challenges posed by China and Russia. Issues like securing supply chains and critical mineral stockpiles were afforded little time in the discussion.
Newly elected South Korean President Lee Jae-myung never had the chance to meet Trump, while Japan made no progress in securing an economic security arrangement with the United States. Nikkei concluded that the Japanese Prime Minister had come away 'empty-handed'. Trump, for his part, lamented the absence of Russian President Vladimir Putin, blaming former Canadian prime minister Justin Trudeau.
The opportunity to showcase the joint efforts of US allies to meet the security challenge – and in doing so, reinforce the framework of the global economy – slipped away, much like Trump himself. The summit ended without a comprehensive joint statement. Instead, the Canadian host had to make do with a Chair's Statement.
The summit ended with six joint statements. The one on critical minerals failed to move much beyond the framework agreed to in 2023, despite the urgency of China's recent retaliatory imposition of export controls.
Worthy but barely actionable initiatives on quantum computing and artificial intelligence served to dress up the relevance of the meeting, alongside a statement on combating wildfires – a topic particularly relevant to Canada and the province in which the summit was held.
A SNAPSHOT OF TURBULENT TIMES
The outcome of the summit in many ways belied the closing remarks by the host, Canadian Prime Minister Carney. Carney referenced the origins of the G7 fifty years ago at Rambouillet amid war in the Middle East, economic turmoil surrounding the end of Bretton Woods and stagflation resulting from the oil price shock of the Arab embargo.
He called for a new era of cooperation to overcome the current economic challenges and claimed this new era had been initiated. But overall, the summit ended without rising to the challenge.
There was little evidence that progress had been made in forging the 'resilience' that Carney called for to combat such challenges as climate change. The 'wildfire charter' joint statement – endorsed by Australia, India, the Republic of Korea and South Africa – fails to mention climate change.
This, as much as the failure to agree on a joint statement with respect to Ukraine and a statement on the Middle East that failed to call for an end to the fighting, points to the limited cooperation among putatively 'like-minded' allies of the United States. The conclusion by one Canadian editorialist was that a G6 without the United States may have done more to advance international cooperation.
When the G7 began, its members accounted for 75 per cent of global GDP – they now account for 45 per cent. When it began, the United States accepted the initiative of French President Giscard d'Estaing to address turmoil in the global economy.
With the global economy again in turmoil – largely at the instance of US President Trump – the challenge is both to gain cooperation with the United States and to work cooperatively around the United States when required. On the evidence of this year's summit, it is not clear that the G7 provides the framework to do both simultaneously.

US President Donald Trump insisted Iran's nuclear programme had been set back "decades". But Grossi, the director general of the International Atomic Energy Agency, said "some is still standing". "They can have, you know, in a matter of months, I would say, a few cascades of centrifuges spinning and producing enriched uranium, or less than that," Grossi said Friday, according to a transcript of the interview released Saturday. Another key question is whether Iran was able to relocate some or all of its estimated 408.6kg stockpile of highly enriched uranium before the attacks. The uranium in question is enriched to 60 per cent - above levels for civilian usage but still below weapons grade. That material, if further refined, would theoretically be sufficient to produce more than nine nuclear bombs. Grossi admitted to CBS: "We don't know where this material could be". "So some could have been destroyed as part of the attack, but some could have been moved. So there has to be at some point a clarification," he said in the interview. For now, Iranian lawmakers voted to suspend cooperation with the IAEA and Tehran rejected Grossi's request for a visit to the damaged sites, especially Fordo, the main uranium enrichment facility. "We need to be in a position to ascertain, to confirm what is there, and where is it and what happened," Grossi said. In a separate interview with Fox News's "Sunday Morning Futures" programme, Trump said he did not think the stockpile had been moved. "It's a very hard thing to do plus we didn't give much notice," he said, according to excerpts of the interview. "They didn't move anything". US Secretary of State Marco Rubio on Saturday underscored Washington's support for "the IAEA's critical verification and monitoring efforts in Iran", commending Grossi and his agency for their "dedication and professionalism".

[NEW YORK] Wall Street is throwing a summer party with markets just closing out their best cross-asset advance in more than a year on receding fears of a global trade war, igniting a buying frenzy in everything from tech funds to junk bonds. With the S&P 500 enjoying its first record since February, it's the triumph of investor optimism at a moment of high uncertainty around the economy, valuations and government policy – with the White House delivering a Friday (Jun 27) surprise by threatening to end negotiations with Canada over a digital services tax. Still, bulls are latching onto signs of cooling inflation and improving consumer sentiment even as jobless claims rise, the housing market stays cool, global trade softens and hopes fade for an imminent Federal Reserve interest-rate cut. Rather than falter, bullish conviction has surged to levels not seen since US President Donald Trump returned to the White House, powering a lockstep rally across stocks, bonds, commodities and credit that rivals the broadest monthly gain since May 2024. Volatility that shook markets just weeks ago has completely faded, replaced by a headlong rush into risky bets. Retail traders have dived back in as systematic investors have hiked exposure. The exuberance now hinges on the economic backdrop delivering enough good news to justify stretched prices. 'The market is exhibiting signs of complacency,' said Raphael Thuin, head of capital market strategies at Tikehau Capital. 'Across a range of potential risks – be it trade negotiations, a broadening macroeconomic slowdown, geopolitical tensions, growing fiscal deficits or rising interest rates – market participants appear to be pricing in optimistic outcomes.' Worrywarts on the economy and markets have been famously wrong, month after month. Yet the likes of JPMorgan Chase still put the risk of a recession at 40 per cent, citing tariffs and the prospect of weaker household spending colliding with falling business sentiment. Purchases of new homes fell in May by the most in almost three years. Recurring applications for unemployment benefits are now at the highest level since 2021, aligning with other data pointing to a slowdown in the labor market. Consumer spending declined in May by the most since the start of the year. Those reports were backdrop to testimony this week by Fed chair Jerome Powell before Congress, where he said interest rates would probably be coming down already if not for uncertainty around Trump's trade policy. He joined a parade of central bank officials who made clear in speeches they'll need a few more months to be sure tariff-driven price hikes won't raise inflation in a persistent way. None of that derailed the risk rally. The S&P 500 surged 3.4 per cent this week and closed at a record high. Junk bonds extended gains for a fifth week as 10-year Treasury yields fell around 10 basis points. Bitcoin is back above US$100,000 and Coinbase Global hit its first record since 2021. Altogether, the pan-asset tandem rallies in June of US stocks, long-dated Treasuries, junk bonds and the Bloomberg Commodity Index set them for their best monthly performance in 13 months. Volatility-controlled products have been amping up exposure, with one Nomura Securities International measure showing projections for the biggest buying spree since at least 2004. Quants chasing trends across assets have also bolstered their long exposure to stocks after turning short for a few weeks, according to Barclays. It's precarious positioning for investors, who just endured one of the more volatile quarters ever recorded, said Julie Biel, portfolio manager and chief market strategist at Kayne Anderson Rudnick. 'People forget that fear of missing out isn't unbridled optimism, it's fear-driven. So if we have weakening margins or earnings or employment data really deteriorates, there isn't a lot supporting the market,' Biel said. 'We learned the lesson earlier this year of why a narrow market isn't a robust one.' One sign of doubt under the surface: Popular funds tied to speculative bets that led the recent market gains – from tech disrupters and small-cap stocks to gold miners and uranium – are flashing signs of caution. Traders are loading up on protective options, with demand for downside insurance rising. In funds like the Ark Innovation ETF, the iShares Russell 2000 ETF and the VanEck Gold Miners ETF, options markets are pricing in significant downside risk, according to Barclays. Brent Schutte, chief investment officer of Northwestern Mutual Wealth Management Company, isn't chasing the bounce, citing stretched S&P 500 valuations. He's tilted toward cheaper, small and mid-cap stocks and internationals. 'People have just been conditioned to buy the dip and until it doesn't work, that will continue,' Schutte said.
