KUALA LUMPUR: The National Council for Local Government has ruled that all shopping malls must install recycling facilities starting January 1, 2026.
Housing and Local Government Minister Nga Kor Ming announced the decision, stating it will be a mandatory condition for business licenses issued by local authorities.
Nga said the move aligns with the ministry's push to eliminate single-use plastics and improve plastic waste management.
'Any shopping mall that does not provide recycling facilities will not be granted a business licence,' he said during the Dewan Rakyat session.
The announcement came as the Street, Drainage and Building (Amendment) Bill 2025 was passed following debates by MPs from both government and opposition parties. The bill complements recent amendments to waste management laws, including community service orders for littering offences.
Nga explained that these orders aim to curb pollution in drains and waterways, reducing urban flash floods.
'Even foreign tourists caught littering will face community service,' he said, adding that the rule applies to all, regardless of social status.
Pet owners are also included under the regulations if they fail to clean up after their pets in public spaces. Nga stressed that the policy is not punitive but intended to promote public awareness and cleanliness. - Bernama

KUALA LUMPUR: The government has approved a RM14.39 million grant to the Human Rights Commission of Malaysia (Suhakam) for its 2023 operational expenses. Deputy Finance Minister Lim Hui Ying confirmed this as the highest amount ever allocated to the commission. 'The grant is intended to cover operating expenses, fixed allowance of Suhakam Commissioner, emoluments, operations rental, utilities, implementation of Suhakam's annual programmes and activities, as well as the purchase of assets such as vehicles on a one-off basis,' said Lim during the Dewan Rakyat session. She added that the funding decision was based on the 2023 Budget review, Suhakam's expenditure performance, and the government's financial capacity at the time. The allocation ensures Suhakam can continue fulfilling its mandate since its establishment in 2000. Lim also acknowledged proposals from MPs William Leong Jee Keen (PH-Selayang) and Hassan Abdul Karim (PH-Pasir Gudang) to increase Suhakam's funding. 'The government will consider appropriate allocations based on current financial capacity,' she stated. 'Since the establishment of Suhakam in 2000, the government has never failed to provide allocations. The government is always committed to ensuring that Suhakam can operate and fulfil its establishment objectives,' Lim emphasised. - Bernama

KUALA LUMPUR, July 24 (Bernama) -- The Fees (Pengkalan Kubor Ferry) (Validation) Bill 2025, which aims to validate the collection of ferry service fees between Pengkalan Kubor, Malaysia, and Takbai, Thailand, was tabled for first reading in the Dewan Rakyat today. Minister of Works Datuk Seri Alexander Nanta Linggi, when tabling the bill, said that the second and third readings will also be conducted during this session. The bill seeks to validate the fees which were charged and collected by the Public Works Department and paid into the Consolidated Fund in respect of ferry services between Pengkalan Kubor, Malaysia, and Takbai, Thailand, from jan 1, 1999, to Dec 31, 2024.

KUALA LUMPUR: A study to determine if e-hailing fares should be regulated will be completed in five months, says Datuk Hasbi Habibollah. "This will be based on the findings and recommendations of the Land Public Transport Strategic Plan for the Klang Valley which is expected to be completed this December," said the Deputy Transport Minister. He said there are currently no provisions under current delivery license guidelines for a minimum fare or floor price mechanism for e-hailing drivers. "However, the government, through the E-hailing Services Guidelines 2018, fixed the ceiling for commission to be charged on taxis, car rental and luxury taxis drivers at 10%. "For private car owners providing e-hailing, the commission is not more than 20% of the fare," he said when wrapping up his ministerial replies when debating the Suhakam 2023 Report in Dewan Rakyat on Thursday (July 24). He said that there is no fixed minimum fare for e-hailing because the industry is based on an open market gig economy model. In December 2024, a group of 1,200 e-hailing drivers submitted a memorandum to the government seeking a minimum ride fare to be imposed. They said the existing fare structure failed to adequately compensate drivers. It was previously reported that up to 10 e-hailing drivers quit daily due to the price war between service providers.
