Arms licence scheme not valid in inter-state border areas: Himanta

Guwahati: Assam chief minister Himanta Biswa Sarma on Thursday said the special scheme for providing arms licence to indigenous citizens and original inhabitants, which was cleared by the cabinet on Thursday, will not be applicable to the inter-state border areas of the state.
"There were some queries regarding whether the arms license policy would also apply to inter-state border areas such as those shared with Meghalaya, Arunachal Pradesh, Mizoram, and Nagaland. Let us clarify, Assam has always maintained that inter-state border issues are matters that can and should be resolved through mutual understanding and trust. We do not view these regions as vulnerable in the context of national security threats," Sarma wrote on X.
He posted a video giving an outline of the scheme, which, rooted in the Arms Act, 1959 and Arms Rules, 2016, will be administered by the state home and political department.
The policy states that only the indigenous and original inhabitants of Assam with valid ID and residing in vulnerable and remote areas facing genuine personal security threats can apply for arms licence under this special scheme.
The policy mandates that the requirement of the arms licence of an individual will be assessed through police verification, intelligence-based threat assessment, mandatory recommendation from the district superintendents of police and consultation by the district magistrate with security agencies.
The legal framework stipulates that the licence in the name of an individual cannot be transferred to another and misuse will lead to cancellation.
An individual seeking arms licence will have to submit both the special scheme and the standard license forms together.

New Delhi [India], July 2 (ANI): Assam Chief Minister Himanta Biswa Sarma on Wednesday met Union Minister for Road Transport and Highways Nitin Gadkari and discussed the status of progress of key infrastructure projects in the state. During the meeting held at the Union Minister's official residence, Chief Minister Sarma sought the support and cooperation of the Ministry of Road Transport and Highways (MoRTH) to ensure the timely completion of ongoing infrastructure projects. The Union Minister assured the Chief Minister of MoRTH's support for time-bound implementation of the ongoing flagship NH projects in Assam, as 'these projects will significantly boost regional connectivity, enhance trade routes, and accelerate the pace of economic growth in the Northeast part of the country.' Later, taking to X, the Chief Minister wrote, 'In New Delhi today, I had a fruitful meeting with Hon'ble Union Minister Shri @nitin_gadkari. We reviewed the progress of Assam's flagship infra projects and sought @MORTHIndia's cooperation in their time bound completion. Minister has assured us of the Ministry's undivided focus on this matter.' Union Minister Gadkari also took to X and said, 'Reviewed the ongoing National Highway projects in Assam, with Assam Chief Minister @himantabiswa Ji and senior officials in Delhi today. These projects will significantly boost regional connectivity, enhance trade routes, and accelerate economic growth across the northeastern region of the country.' The meeting was attended by Union Minister of State for External Affairs, Pabitra Margherita, Principal Secretary to the Chief Minister, KK Dwivedi and senior officials of MoRTH. Earlier, the Chief Minister met a team from ICICI Foundation and ICICI Bank at his official residence here and discussed ongoing CSR initiatives in Assam. The meeting focused on strengthening, expanding, and diversifying CSR efforts in collaboration with the Government of Assam, as well as expanding credit access for microborrowers. Moreover, Chairman of LifeCare Ltd., Jayesh Saini, called upon the Chief Minister at the latter's official residence and spoke at length about the company's foray into the booming health sector in Assam and its eagerness to bring the projects to fruition soon. It may be noted that LifeCare, a Kenya-based company, had inked an MoU during the Advantage Assam 2.0 Investment and Infrastructure Summit in Guwahati in February this year in the health sector. Guwahati: Police have seized more than 1.7 tonnes of suspected beef during raids on hotels, restaurants, and slaughterhouses, and detained 196 people for violating the govt's prohibition on the beef public service and consumption in public spaces. The crackdown has been underway across the state since Tuesday. The enforcement was carried out under the Assam Cattle Preservation Act, 2021, which restricts cattle slaughter and beef sales in regions predominantly inhabited by Hindu, Jain, and Sikh communities, as well as within a 5-km radius of temples or satras. To reinforce this law, the state cabinet last year banned the serving of beef in any restaurant, hotel, public function, or public place. Inspector general of police (law and order) Akhilesh Kumar Singh told PTI that authorities launched a statewide operation on Tuesday to investigate reported cases of unlawful cattle slaughter and unauthorised beef sales in restaurants. Police said raids were carried out across 178 hotels, restaurants, and slaughterhouses in various districts of Assam over two days. The crackdown has come after chief minister Himanta Biswa Sarma raised concern last month over illegal cattle slaughter during Eid celebrations in the state. On June 20, Sarma emphasised strict enforcement of the Act across all districts to prevent the availability and consumption of beef near religious sites.

Guwahati: BJP in Assam has condemned the alleged incident in which a water bottle was thrown at CM Himanta Biswa Sarma's convoy in Golaghat, reportedly by Congress workers. The party claimed the act reflected "Naxalite-like behaviour" and alleged that the Congress has resorted to "Naxalite-like behaviour" after being unable to counter the BJP govt's politics of liberation and development BJP workers staged statewide protests on Wednesday in response. BJP state spokesperson Kalyan Gogoi said the act of Congress workers throwing a water bottle at the CM's convoy is an attack on democratic values and an act of political frustration. BJP's state general secretary Rituparna Baruah said, "Unable to counter the CM and the BJP's politics of liberation and development, the Congress has now resorted to Naxalite-like behaviour. It is shocking that even in opposition, the party can act in such an undemocratic way. Imagine what may happen if Congress comes to power." The BJP Yuva Morcha (BJYM) staged protest in all district and sub-divisional headquarters on Tuesday and Wednesday. The protests saw participation from senior leaders and thousands of BJYM workers from 39 organisational districts. In Guwahati, BJP leaders including state vice-presidents Jury Sharma Bordoloi and Ratna Singh, and general secretaries Diplu Ranjan Sarma and Rituparna Baruah led the protests.
