High court refuses to stay suspension of KU registrar

Kochi: Kerala high court on Friday refused to stay the suspension order of Kerala University registrar KS Anil Kumar issued by the vice-chancellor (VC) and asked the university to file its response in the case saying the institution seems to have a view different from that of the VC.

The bench of Justice N Nagaresh passed the order on a petition filed by Kumar challenging his suspension and adjourned the matter to Monday for a detailed hearing. VC Mohanan Kunnummal had suspended Kumar on July 2 for allegedly insulting the governor who is also the chancellor of the university in connection with a private event held at the university's Senate Hall in Thiruvananthapuram.
The controversy began with a seminar held by Sree Padmanabha Seva Samiti on June 25 to mark the 50th anniversary of the declaration of Emergency in India.
Just before the event started, Kumar cancelled earlier permission to use the Senate Hall saying the organizers had broken rules by displaying a picture of Bharat Mata on stage. The governor was the chief guest at the event. Kunnummal later suspended Kumar saying the cancellation was made after the programme had already started with the governor on stage.
In his petition, Kumar said students from different political groups had got into a heated exchange and the display of the picture on stage had created a threat of violence.
He said he had asked the organizers to take down the picture but they went ahead with the function. As the situation worsened and students allegedly started pushing and assaulting one another he said he had no choice but to cancel the permission.
During the hearing, the petitioner cited a report by the university's PRO who had inspected the venue. The report said organizers had broken rules by displaying religious symbols.

The petitioner said a photo of a lady holding a saffron flag was placed prominently at the centre of the stage garlanded and decorated with flowers. He said the image seemed to be that of a Hindu goddess.
At this point, the court asked what religious symbol the petitioner claimed to have seen and which photograph displayed by Padmanabha Samiti could provoke communal riots in Kerala. The court said it was unfortunate that the petitioner was describing Bharat Mata as a lady holding a flag.
'VC has no power to suspend registrar'
The senior counsel for the petitioner challenged the suspension order saying the VC had no power under the university statute to suspend the registrar. Only the university syndicate can take disciplinary action against senior officials. The counsel said the VC can act only against deputy registrars and those in lower posts.
In response, the court said orally that the VC does have the power to suspend but the action must be placed before the syndicate for approval. The bench said the petitioner should not have handled the issue in such a way especially as the governor was present at the programme.

In a starkly blunt message to his party workers, Raj Thackeray said, 'Beat, but don't film it.' Speaking in Marathi, Raj Thackeray said, 'Be it a Gujarati or anyone else here, must know Marathi, but there is no need to beat people for that if they don't speak Marathi. Yet, if someone does some drama, you must hit them below their eardrums.' 'If you beat someone, don't make a video of the incident. Let the person beaten up tell that he has been beaten up; you don't need to tell everyone," Raj Thackeray added. The MNS chief was apparently addressing criticism after his men slapped and intimidated people, including street vendors, over their not speaking in Marathi. The much discussed Thackeray reunion unfolded against the backdrop of 'Marathi pride' sparked by the BJP-led Maharashtra government's move to introduce Hindi as a third language in schools – a decision that was later rolled back following intense backlash. Initially announced as a protest against the original move, Raj and Uddhav Thackeray's rally in Mumbai was converted to a celebration of the rollback. Raj Thackeray's assertion of 'Marathi pride' was followed by Uddhav Thackeray's speech, echoing the same sentiments. The Shiv Sena (UBT) chief also spoke in Marathi, stating: 'Yes, we are goons; if we have to be goons to get justice, we will do goondagiri.' At the much-hyped Mumbai rally, MNS Chief Raj Thackeray delivered a sharp, ironic jab — praising Maharashtra CM Devendra Fadnavis. Raj claimed Fadnavis managed to do what even Shiv Sena patriarch Bal Thackeray could not. "Uddhav and I are coming together after 20 years… What Balasaheb Thackeray could not do that Devendra Fadnavis managed to do," Raj Thackeray claimed at the massive event in Worli. Uddhav Thackeray's split with Raj Thackeray happened when Bal Thackeray was alive, as he preferred son Uddhav over nephew Raj to hand over the Shiv Sena reins. Following the Thackeray brothers' cousins at the reunion rally, senior Congress leader Prithviraj Chavan stated that the introduction of Hindi as a third language from class 1 evoked statewide opposition. "It's fine if Raj Thackeray and Uddhav Thackeray claim credit for the withdrawal of the GRs. If they come together politically, our best wishes," Chavan told PTI.

Stating that the upcoming Tribhuvan Sahkari University (TSU) in Anand district in Gujarat would end the 'bhai-bhatija vaad' (nepotism) in the cooperative sector, Union Home and Cooperation Minister Amit Shah on Saturday addressed the controversy around naming the university after Tribhuvandas Patel. Shah said that the value system of Gujarat 'did not permit' sidelining the contributions of Dr Verghese Kurien, but naming the University after Tribhuvandas Patel was 'apt' and a 'fitting tribute' to the legacy of the father of the cooperative sector. Speaking from the dais at the Anand Agricultural University after laying the foundation stone of TSU, Shah said he had been told that Congress leaders had arrived to protest against the naming of the university as 'Tribhuvan'. Shah said, 'I want to tell the Congress leaders from this stage that the university is not named Tribhuvan after any (Hindu) god, but it is named after Tribhuvandas Kashidas Patel. I have no hesitation in saying that since the university has transparency, accountability, expertise, and discipline along with the values of cooperatives in its foundation, no one else, except Tribhuvandas, represents these better. The Congress leaders did not even know that Tribhuvandas Patel was not a leader of my party (BJP), but he belonged to the Congress party of that time. He used the money to create the Tribhuvan Foundation. 'It was his vision that has ensured that our cooperative dairy is standing tall against the several private dairies of the world. The cooperative model has emerged as a winner among the world's MNCs. It was the vision of Tribhuvandasji that prompted (then prime minister) Lal Bahadur Shastri to turn it into NDDB (National Dairy Development Board)…' Addressing allegations of downplaying the legacy of Dr Kurien, Shah said, 'They say that there is a big contribution of Kurien sahab. The contribution of Kurien sahab is well known; no one can deny it. The value system of Gujarat does not permit us to forget the contributions of Kurien sahab. Those who are speaking about it are the ones who did nothing for his centenary celebrations. It is Amul that is celebrating the centenary year of Dr Verghese Kurien. It was Tribhuvandas Patel who had sent Kurien sahab to the Netherlands to study and backed him in the progress of the cooperative… 'Tribhuvandas Patel presented an example of what effect it can have on nation-building if a cooperative leader, who thinks about the progress of all, works towards the goal. He did it on this land, and this is where the university is being established. The decision to name the university after Tribhuvandasji is definitely an apt one… (Narendra) Modiji has truly paid a tribute to the legacy of Tribhuvan Kaka.' Shah added that the Ministry of Cooperation, which completes four years on Sunday, has undertaken 60 new initiatives since its inception on July 6, 2021. Stating that the TSU would ensure the end of nepotism and help 'fill the vacuum' that had compressed the potential of cooperatives, Shah said, 'TSU is the much-needed initiative to overcome the shortcomings that exist in the movement of cooperation… The cooperative movement is growing at a fast pace, with over 30 crore members – which means every fourth person in the country is attached to it. But the backbone of the development of this movement is the employees and the members of the cooperative committees, who need to be trained and updated… I want to remind that initially people were employed in cooperatives and then trained, but now this university will ensure and is preparing for times when only those people will be employed in the cooperative sector, who have studied and trained in the field… 'Now, you will not like what I say next, but this (university) will ensure that the bhai-bhatija vaad in the cooperative sector will end. Only those who graduate from the cooperative university will get jobs in the cooperative sector, which will increase transparency. Different technically advanced courses will be introduced – this will include accounting and scientific methods as well as marketing strategies, but, most importantly, the graduates will learn the values of cooperation. This is a movement for the poor man of the country, for the Dalits and the tribals.' TSU will be built on a 125-acre plot at a cost of Rs 500 crore, Shah said. From the dais, Shah also urged the Gujarat government to adopt the lessons of the cooperative sector in the state board syllabus, like the CBSE has done.
