
Upset with poor performance, Revanth shakes up the CMO

took up the first rejig in the chief minister's office (CMO) on Wednesday. Sources in the govt said that CM A Revanth Reddy was not happy with the performance of some officers. These officers are expected to be shunted out of the CMO and new officers will be inducted.
Retired IAS officer KS Sreenivasa Raju
, who is currently an advisor to the state govt on infrastructure and projects, has been appointed as principal secretary in the CMO. Raju, a 1999 batch officer from Andhra Pradesh, took voluntary retirement last year and was appointed as advisor to the govt on infrastructure and projects. Prior to that, he was on deputation for two years as secretary to the roads and buildings (R&B) department in the BRS govt.
He is the second principal secretary in the CMO to be appointed after his retirement. At present, V Seshadri is the principal secretary in the CMO. The govt is likely to divide the subjects between the two principal secretaries.
Official sources said that appointing a retired officer as principal secretary is not new and is being practised in various states across the country.
"In the BRS govt, retired IAS officer S Narsinga Rao was appointed as principal secretary to the CM by KCR in 2014 and continued till 2023. Orders are generally issued by the chief secretary and the secretaries of the respective departments on the instructions of the CMO, and the officers in the CMO act as a bridge between the officers and the CMO," an official of the general administration department (GAD) said.
Shahnawaz Qasim, an IPS officer and secretary in the CMO, has been transferred and posted as director general of the Drugs Control Administration (DCA) after the retirement of VB Kamalasan Reddy. Similarly, the name of another principal secretary in CMO and Indian Forest Service (IFS) officer G Chandrasekhar Reddy has been cleared as chief information commissioner (CIO) and the orders are expected in a day or two.
The CMO's joint secretary, Sangeetha Satyanarayana, has already been transferred from the CMO to become the director of health and also the chief executive officer of the Aarogyasri trust.
The CM reportedly realised that some projects, especially in Greater Hyderabad and Future City, were not moving forward due to a lack of coordination between the departments and the CMO. Some senior officers said that some junior officers lacked experience in the field and could not deliver as per the CM's expectations. Realising this, special chief secretary cadre officer Jayesh Ranjan has been appointed as the chief executive officer of the industry and investment cell in the CMO and for Speed Proactive Efficient and Effective Delivery (SPEED) to boost the flagship programmes, official sources said.

HYDERABAD: Observing that a large number of students have been clearing the Class 10 exams with flying colours but are not able to replicate their success in the Intermediate exams, Chief Minister A Revanth Reddy on Wednesday instructed officials to initiate measures to achieve a good pass percentage in Inter too. During a review meeting on the Education department held at the Integrated Command Control Centre here, the CM asked the officials to identify the challenges and come up with initiatives to overcome them. Noting that Intermediate is a crucial stage in students' lives, Revanth stressed that proper guidance should be given to them during this phase. He instructed the officials to conduct a comprehensive study on running schools up to Class 12 and submit a report at the earliest. He suggested that the officials seek advice from the Education Commission, NGOs working in the education sector and civil society. 'We will discuss the improvement of Intermediate education at all stages in the Legislative Assembly,' he said, adding that more attention should be paid to the enrolment of students in Intermediate courses and also on their attendance. Separate Young India schools for boys, girls in each segment Reviewing the designs of the Young India Residential School buildings, the CM suggested that a huge national flag be installed on the premises of every school. He also instructed the officials to submit a weekly report to him on the progress of the construction of these schools. The CM also said that separate Young India Residential Schools will be constructed for boys and girls in every Assembly constituency. Since land acquisition for one school in each Assembly segment has already been completed, the CM directed the officials to focus on identifying and acquiring land for the second one in these constituencies. Revanth also reviewed the model of Veeranari Chakali Ilamma Women's University building and suggested several changes to it. He instructed the officials to complete the tender process at the earliest.

"No More 12th Fail": Telangana Targets 100% Pass Rate In Intermediate Exams
Concerned over the drop in student numbers between Class 10 and Intermediate levels, Telangana Chief Minister A Revanth Reddy has directed education department officials to ensure that every student who clears the Class 10 exams completes their Intermediate (Class 11 and 12) education. During a comprehensive review of the Education Department at the Integrated Command and Control Centre (ICCC) on Wednesday, the Chief Minister instructed officials to identify the reasons behind the decline and implement corrective measures to ensure students continue their academic journey. The chief minister emphasised the importance of Intermediate education in shaping a student's career path and stressed the need for proper guidance during this critical stage. He directed officials to conduct a detailed study and submit a report on the feasibility of integrating school education up to Class 12, including the Class 9 to 12 model, as well as the existing system of separate Intermediate colleges. The Chief Minister also suggested consulting the Education Commission, NGOs, and civil society organisations for expert input. He noted that improving Intermediate education would be discussed in the state assembly, adding that focus should not only be on enrollment but also on ensuring regular attendance in Intermediate colleges. In a related development, CM Reddy instructed officials to target a 100% pass rate in the Intermediate examinations. Currently, on average, one in every three students fails these exams in Telangana. He also reviewed the designs for the upcoming "Young India Residential Schools," which are planned for every assembly constituency, and directed that a large national flag be installed on the premises of each school.

Odisha seeks public info on Puri stampede that killed 3 during Rath Yatra
The Odisha government on Thursday sought information from public regarding the stampede that took place near Shree Gundicha Temple in Puri during a ceremony related to ongoing Rath Yatra festivities in which three persons were killed and 50 others injured. The state government through a public notice urged the people to share information, video footage or any other materials related to the stampede which took place early on Sunday for a proper and transparent inquiry into the incident. The public notice issued by the Planning and Convergence department, also mentioned that any individual or organisation can share their information regarding how such an incident took place. "The members of the public are urged to share information, video footage or any other material through the e-mail by July 20," an official said. This apart, the notice said that the interested persons can meet and share information with Development Commissioner and Additional Chief Secretary Anu Garg at the State Guest House in Bhubaneswar after 3 pm on July 9 and at the Special Circuit House in Puri on July 10 after 3 pm. The state government has also provided two landline telephone numbers (0674-2536882/2391970) of Bhubaneswar to facilitate the people to pass on their information to the team engaged in the inquiry of the stampede tragedy. The state government hours after the tragedy had ordered an administrative inquiry into the stampede with Development Commissioner and Additional Chief Secretary Anu Garg as its chief. Garg has already undertaken a preliminary investigation by visiting the place of the accident and also holding talks with different stakeholders including police. She is mandated to submit a report to Chief Minister Mohan Charan Majhi within 30 days. Meanwhile, the government on Wednesday formed a four-member OAS officers team to assist Garg to carry forward the inquiry and meet the one-month deadline. After preliminary inquiry, Garg said that she would find out what led to the stampede situation and identify the people responsible for the incident. "I would also see what more measures could be taken to avoid such incidents in future," the development commissioner said. She would also examine all CCTV footage, go through the deployment orders and whether the SOPs were being followed. After the stampede, the state government immediately transferred the Puri District Collector and the SP. Two senior police officers have also been suspended on charges of dereliction of duty. Senior IAS officer Aravind Agarwal has been assigned the charge to supervise the Rath Yatra affairs in Puri. Senior IPS officer Soumendra Priyadarshi has also been given the overall charge of streamlining police arrangements for the Rath Yatra.
