
Rubber Board to fill vacant posts amid staff shortage; farmers cautiously optimistic
In its latest communication on Friday (June 13), the Union Ministry of Commerce and Industry has granted approval for the appointment of 97 new staff members, including 46 field officers and 29 scientists across three categories. Confirming the development, N. Hari, an executive member of the Rubber Board, said the recruitment drive is part of a broader plan to reopen several closed field offices in the State.
'The Board has already completed procedures for appointing 40 new field officers and an additional batch of 46 will be recruited under this notification,'' he said.
'Baseless allegations'
Mr. Hari also dismissed as baseless the allegations often raised by political leaders from both the Left and the Right and sections of the media that the Rubber Board is being dismantled and rubber cultivation is being shifted to the north eastern States.
Officials of the Rubber Board too maintain that the newly recruited field officers are most likely to be deployed in Kerala, the country's largest producer of natural rubber. 'As the previous batch was posted in the northeast, we expect most of the new officers to be assigned to Kerala, where the shortage is more critical. The lack of manpower has severely affected several services, including the implementation of the Rubber Production Incentive Scheme (RPIS),'' said an official source.
To highlight the situation's urgency, officials noted that only three field officers currently serve the entire Changanassery region, which stretches from Mallappally in Pathanamthitta to Vaikom in Kottayam. Similarly, Rubber Producers' Societies (RPS) across the State, including in Kanjirappally, the heartland of rubber cultivation, have raised similar concerns.
To avail themselves of government schemes like the RPIS, growers must have their claims verified by field officers, a process now severely hampered by the shortage of the staff.
Enormous strain
Sources within the board too admit that implementing these schemes without adequate manpower has placed enormous strain on the institution. The board's overall staff strength, which stood at 1,649 in 2019, has dropped to 905 by 2023. Nearly 550 posts, including 137 for field officers, have remained vacant for years.
Meanwhile, growers are viewing the new recruitment initiative with cautious scepticism. Many worry that hiring new staff without updating the outdated recruitment rules could prove ineffective.
'At present, the board has only 42 field officers in service, including just 10 in Kerala, against a sanctioned strength of 174. While 25 new appointments were made recently and orders have been issued to recruit 46 more, many posts remain unfilled because the recruitment rules have not been revised in years,'' said Babu Joseph, secretary of the National Consortium of Rubber Producers Societies.
'A proposal to revise these rules was submitted to the government four years ago but has remained pending ever since,'' he added.

With businesses increasingly turning to artificial intelligence (AI), the Indian Chamber of Commerce and Industry, Coimbatore, plans to organise awareness events and sessions on AI, especially for Micro, Small and Medium-scale Enterprises (MSMEs). The larger industries have consultants. The MSMEs need support to understand the applications of AI and how they can leverage it. The upcoming businesses in different verticals want the Chamber to have AI as one of its focus areas, said Rajesh B. Lund, president of the Chamber. At the annual general meeting of the Chamber held in Coimbatore on Monday, a set of resolutions urged the governments to strengthen broadband infrastructure in rural and remote areas, regulate AI for business security, explore the possibility of promoting AI research and commercialisation in Coimbatore, support self-regulatory initiatives for responsible Al before a legal framework is established, and extend financial support and incentivise AI research, development, and innovation, modelling these initiatives on successful practices from other States and countries. The Chamber has also sought immediate construction of an interim arrival terminal and a separate international enclosure. It was decided at the annual meeting to take up with the Central and State governments to take steps for widening of the existing runway and expand the Coimbatore International Airport, designate the airport as a hub and spoke airport, establish additional Customs counters, and expand the arrival and departure terminals and parking bays. The Coimbatore Airport should be listed as a point of call airport in the Bilateral Air Service Agreement (BASA) with ASEAN countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam) to provide access for both international and Indian carriers. It should be reinstated as a point of call in the BASA with the UAE to facilitate direct flights and from Coimbatore and Dubai, the Chamber said. Mr. Lund was re-elected president of the Chamber for 2025-26.

Prime Minister Narendra Modi is set to embark on an official visit to the United Kingdom on 23rd July for discussions with UK Prime Minister Keir Starmer regarding the finalisation of the Free Trade Agreement between the two countries. "We are working on legal scrubbing and other last-minute work that needs to be done," Mr Misri said during a press conference on PM Modi's visit to UK for the signing on the trade pact on July 24. Foreign Secretary Vikram Misri also informed that King Charles III will also be called upon. He added, 'Interaction is also planned with the business leaders, both from India and the UK. This will be the Prime Minister's fourth visit to the UK since assuming office…' 'We are working on the legal scrubbing and other last-minute work for the FTA…The UK is the sixth-largest investor in India, with cumulative investment of $36 billion. Interestingly, India is also a major investor in the UK, with nearly $20 billion in cumulative FDI," said Mr Misri. The two leaders will hold talks on topics of regional and global importance. These have been a matter of discussion between both sides, and we continue to make the case for these fugitives to be rendered to India. In a historic milestone, India and the UK have successfully concluded an ambitious and mutually beneficial Free Trade Agreement, along with a Double Contribution Convention.
