Delhi HC seeks government's reply on AAP's plea over rent for party office
Justice Sachin Datta issued notice to the Centre on AAP's plea filed in a case in which the party challenges the cancellation of the allotment of the suite for its office. The high court asked the authorities to file its reply within two weeks and posted the matter on July 22.
After AAP's counsel urged the court to stay the June 20 reminder notice demanding the rent, the Centre's lawyer said 'nothing' would happen till the next hearing.
The Centre's counsel said there was no urgency in the matter as it was only a notice and they would be proceeding in line with the Public Premises (Eviction of Unauthorised Occupants) Act.
AAP has claimed the decision of the Directorate of Estates, Ministry of Housing and Urban Affairs, was ex parte and passed without any showcause notice or a reasonable opportunity to be heard.
Its counsel argued the Directorate of Estates allegedly cancelled the allotment of a double suite in Vithalbhai Patel House with effect from September 14, 2024, without any information and belatedly conveyed the same to the petitioner for the first time in a letter dated January 17.
The petitioner handed over the possession of the premises on April 30, the counsel added. In a fresh plea, AAP said the Directorate of Estates on June 20 re-issued the bills in the form of a reminder through which the authorities have re-affirmed the arbitrary eviction of the petitioner from its state party office via the ex-parte cancellation order of September 14, 2024.

BDPO faces pay cut, disciplinary action over repeated non-compliance of info panel's orders
1 2 Chandigarh: Punjab State Information Commission (PSIC) has recommended strict disciplinary action and salary deduction against a block development and panchayat officer (BDPO)-cum-public information officer (PIO) for repeatedly ignoring commission directives under the Right to Information (RTI) Act, 2005 and bailable warrants. State Information Commissioner (SIC) Dr Bhupinder Batth issued the directions during a hearing on an appeal filed by a resident of Patiala. The appellant was awaiting information since Dec 14, 2022, despite multiple hearings and official notices spanning over two years. During the initial hearing on Dec 14, 2022, the respondent sought time to furnish the requested information. The matter was adjourned to March 28, 2023, when another delay was sought. On April 24, 2023, a show-cause notice was issued to the PIO, and the case was further deferred to May 29, 2023. When the PIO, Krishan Singh, failed to appear on May 29, the commission imposed a penalty of Rs 25,000 and issued bailable warrants against him. Despite this, he remained absent on July 18, Aug 16, and Sept 20, 2023. After the retirement of former SIC Maninder Singh Patti, the case was reallocated to SIC Dr Bhupinder Batth, with the next hearing scheduled for Jan 29, 2025. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Free P2,000 GCash eGift UnionBank Credit Card Apply Now Undo On that day, the appellant was unable to attend due to his wife's illness, but panchayat secretary Jarnail Singh appeared on behalf of the respondent. He informed the commission that Krishan Singh is now posted as BDPO, Chogawan, Amritsar. The commission directed both Krishan Singh and the present PIO of BDPO, Patran, to appear with point-wise replies. However, neither officer appeared, nor did they inform the commission of their absence. The appellant reiterated that no information was provided to him to date. The commission, upon reviewing the case file, noted that despite repeated notices and hearing orders, Krishan Singh consistently failed to comply. Moreover, the Rs 25,000 penalty imposed over a year ago remains unpaid, underscoring, as the commission observed, a "complete lack of regard for the RTI regime." Taking serious note of what it called a "deliberate and disrespectful" dereliction of duty, the commission recommended disciplinary action under Section 20(2) of the RTI Act, 2005 against Krishan Singh, now BDPO, Chogawan. The order was forwarded to financial commissioner, rural development and panchayats, with directions to ensure recovery of the Rs 25,000 penalty by deducting it from Krishan Singh's salary. They were instructed to initiate strict disciplinary proceedings under applicable service rules and submit an action taken report within 30 days of receiving the order. In addition, the commission granted a final opportunity to the current PIO (BDPO, Patran, Patiala) to appear before the commission on the next date of hearing with the complete information. Failing this, action under Section 20(1) of the RTI Act will be initiated. The case has been listed for further hearing on Oct 14. MSID:: 122319348 413 |

Called 2021 top ranking ‘fake', AAP now celebrates NAS-2024 success
1 2 Jalandhar: Three years after dismissing Punjab's number one rank in the National Achievement Survey (NAS) 2021 as "fudged" and "fake," the Aam Aadmi Party (AAP) govt is now celebrating the state's top performance in NAS 2024 with much fanfare. Chief minister Bhagwant Mann , AAP national convener Arvind Kejriwal and senior party functionaries highlighted Punjab's achievement at a special event held in Sangrur on July 6. They credited the success to sustained efforts in improving school education and lauded the role of govt schoolteachers. While the party's social media platforms and speeches referenced Punjab's low 29th rank in NAS 2017 to showcase the improvement, they skipped any mention of NAS 2021— when Punjab also topped the rankings. In NAS 2021, Punjab had ranked first across all subjects in classes III, V and VIII. For Class X, it secured the top three positions in five subjects, topping in mathematics, second in three others, and third in English, behind Chandigarh and Goa. As the results came out in the last week of May 2022, initially, there was no reaction from the ruling party, even as the opposition leaders congratulated the teachers and students and also questioned the state govt's silence. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Free P2,000 GCash eGift UnionBank Credit Card Apply Now Undo They took digs at AAP, stating that it promoted the 'Delhi model' in Punjab elections, but the national capital's schools lagged behind in the survey in all the classes. Eventually, then education minister and current Sangrur MP Meet Hayer broke his silence, claiming that the 2021 results were based on "fudged data". The remark drew strong criticism from opposition parties and netizens, who questioned how the figures could be fudged when the test was conducted by the Central Bureau of School Education (CBSE). A month later, in the last week of June 2022, even CM Mann remarked in the state assembly that it was a fake number one ranking and his govt would show how to make them real number one. Prior to NAS 2021, Punjab had topped the Performance Grading Index (PGI) for 2019–20, released in June 2021. AAP had mocked the ranking, with then Delhi deputy CM Manish Sisodia alleging that the achievement was due to a "secret friendship" between then Punjab CM Capt Amarinder Singh and Prime Minister Narendra Modi. Punjab had climbed steadily in the PGI rankings: from 22nd place in 2017–18, to 13th in 2018–19, and finally to the top spot in 2019–20, largely credited to education reforms initiated under the leadership of then education secretary Krishan Kumar and backed by CM Amarinder. The next year, in NAS 2021, the state was at the top position. Punjab was again among the top performers in the PG Index 2020-21, the report of which was released in 2022, and AAP stayed silent. After the PG Index report 2021-22 was released in 2023, in which Punjab was at number two in overall performance with 647.4 scores, while Chandigarh was at the top with 659 scores, it was for the first time in Nov 2023 that the AAP govt acknowledged the state's consistent performance in the school education sector, which started before it came to power. At that time, AAP posted on its X handle, "Punjab retains its top position in PG Index report," and mentioned 'Sikhiya Kranti' and the budgetary provisions for different tasks pertaining to school education and other efforts. For the fifth consecutive year, Punjab was at the top among the states in the PG Index 2.0 for 2022-23 and 2023-24, released by the Union ministry of education last month. UT Chandigarh was at the top for 2022-23 and 2023-24. MSID:: 122322689 413 |

HC questions prolonged detention in NE riots case
New Delhi: Delhi High Court on Tuesday wondered how long the prosecution can oppose bail for accused persons jailed in connection with the Feb 2020 riots that rocked northeast Delhi. During the hearing of one such case, the court asked Delhi Police how long the accused people could be kept in jail, after highlighting the passage of five years and the fact that arguments on charge were still not concluded in the terror case related to the 2020 riots. A bench of Justices Subramonium Prasad and Harish Vaidyanathan Shankar posed the question to Delhi Police during the hearing of the bail application of Tasleem Ahmed, accused in a case related to an alleged larger conspiracy in the riots, lodged under the stringent Unlawful Activities (Prevention) Act (UAPA). Ahmed, the owner of a coaching centre, is accused of being part of the larger conspiracy case in relation to the riots. The court made the query after the accused's advocate, Mehmood Pracha, raised the issue of delay in the proceedings in the case. Pracha said he won't be making submissions on the case's merit but would seek relief on the ground of parity in relation to the delay in trial. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like One plan. "He (Ahmed) was arrested on June 24, 2020… I have already spent five years (in jail)," Pracha argued, seeking urgent relief. He claimed his client never caused a delay in the case proceedings. Special public prosecutor Amit Prasad opposed the submission, arguing that the prosecution cannot be blamed for the delay in trial as there were several occasions when the matter was adjourned at the accused persons' request. Pracha went ahead to confine his argument to the delay in trial. The court will continue to hear arguments on July 9. The violence in northeast Delhi in Feb 2020 left at least 53 people dead and around 700 injured.
