Image: HigherEducationZA/X Deputy President Paul Mashatile has called for the urgent inclusion of young people in building a capable, ethical, and developmental state. Mashatile was delivering the keynote address at the G20 High-Level Intergenerational Roundtable in Sandton on Friday, where he highlighted the importance of empowering youth to lead economic transformation, social development, and global engagement. Having recently returned from a working visit to the Russian Federation, he stated that the trip offered valuable insights into strengthening South Africa's bilateral ties with Russia and reaffirming historical solidarity. He noted that institutions such as Saint Petersburg University are playing a role in people-to-people relations by committing to teaching South African languages such as isiZulu and isiXhosa. He also praised Russia's progress in digital and artificial intelligence capabilities, urging that "we too in South Africa must invest in this area of work because we are living in the knowledge economy, and it is a requirement for us to be globally competitive." Highlighting South Africa's leadership in the G20 and BRICS, Mashatile said: 'This presents a collective moment for us to re-frame global discourse. A moment to insist that Africa's youth are not passive recipients of aid or policy, but agents of innovation, enterprise, and governance.' He stressed that South Africa's future depends on a youth-led approach to development. 'Young people can build the Africa we want,' he said. He aligned his message with the African Union's Agenda 2063 and its focus on inclusive growth through youth empowerment. He hailed the ratification of the Protocol on Women and Youth in Trade under the African Continental Free Trade Area as 'a decisive policy action that signals our intent to mainstream gender and youth equity within intra-African trade policy.' Mashatile warned that without transforming Africa's demographic dividend into inclusive growth, the continent risks stalling its potential. 'We understand that we need young people to meaningfully build capable, ethical, and developmental states. We must integrate youth into national and continental planning frameworks, not just as beneficiaries but also as co-architects of development,' he said. Referring to historical figures such as Hector Pieterson and Solomon Mahlangu, Mashatile drew a connection between the youth's role in South Africa's liberation struggle and their relevance in addressing today's pressing issues like unemployment, inequality, and poverty. 'Economic freedom remains elusive,' he said. He added that creating opportunities for youth participation in decision-making is now a national imperative. 'We need to turn our attention to youth capabilities and development to empower young people to unleash their untapped potential.' He also pointed to the government's efforts to support young people through the National Student Financial Aid Scheme (NSFAS), the Presidential Youth Employment Initiative, and platforms like He acknowledged challenges such as red tape and regulatory burdens that hinder youth entrepreneurship and access to opportunities, saying, 'The Presidency has established a specialised unit focused on enhancing the business climate by addressing regulatory obstacles.' The time has come for us to move beyond inclusion as a moral goal and make it a measurable outcome,' said Mashatile. Reiterating the importance of action, he said the government is scaling up youth-focused programmes including employment initiatives, technical training, and support for youth-led enterprises. 'Let the G20 remember that Africa is young!' he said. 'South Africa is ready, and we want young people to take the lead in the developmental and transformation agenda.' As South Africa prepares to host the G20 Leaders' Summit in November, Mashatile said South Africa's presidency of the G20 presents a unique opportunity to mainstream the youth agenda in global policy. Five benefits Africa's new space agency can deliver

Africa's new space agency has an important role to play in coordinating satellite data and boosting connectivity. The African Space Agency was officially inaugurated in Cairo's Space City in April 2025. The event marked a milestone in a process that had been in the works since the early 2000s. Drawing inspiration from the European Space Agency, it unites African Union (AU) member states to harness space technology for development. This is in line with the AU's Agenda 2063, aimed at advancing Africa into a prosperous future. The agency's goal is to: coordinate and implement Africa's space ambitions by promoting collaboration among the AU's 55 member states harness space technologies for sustainable development, climate resilience and socio-economic growth oversee the African Space Policy and Strategy to enhance access to space-derived data foster partnerships with international space agencies like the European Space Agency and others Over 20 African countries operate space programmes and more than 65 African satellites have been launched. It is my view as a global space diplomacy expert that the agency can help ensure that Africa isn't a bystander in the space economy. This sector is projected to be worth US$1.8 trillion by 2035. The space agency positions Africa to address pressing challenges and take advantage of opportunities in the global space economy. These include using satellite data, boosting connectivity, driving economic growth, fostering global partnerships and training future leaders. Five benefits Valuable eyes in the sky Space assets, particularly Earth observation satellites, offer a number of advantages. The continent faces significant climate risks like droughts, fires and floods. This is particularly problematic as the agricultural sector is approximately 35% of Africa's GDP and employs about half of its people across over 1 billion hectares of arable land. Satellite data optimises crop yields, supports climate-resilient farming, and enhances sustainable fisheries and port modernisation. Nigeria's National Space Research and Deveopment Agency, for example, has used satellites like the NigSat-2 to monitor crop health and predict yields. Beyond agriculture, satellites assist in project planning in cities across Africa. Kenya uses a satellite to track urban development trends and enhance municipal urban planning capacities. Satellites also keep an eye on Africa's resource-abundant territories while tackling problems like armed conflict, deforestation, and illegal migration and mining. The African Space Agency will help provide access to AI-enhanced satellite data. This will enable even nations with constrained resources to tackle local needs. For instance, Côte d'Ivoire's first locally made satellite, launched in 2024, shows how African nations are building their own capabilities. By making it easier to share data, the African Space Agency also positions the continent to generate revenue in the global space data market. That fuels innovation. Enhancing connectivity and enabling cutting-edge technology Africa's digital divide is stark. Only 38% of its population was online in 2024, compared to the global average of 68%. The African Space Agency aims to bridge this gap through satellite-based communications. This technology can deliver broadband to remote regions where cell towers and undersea cables are impractical. Connectivity enables education, e-commerce and telemedicine. Satellite services, like those provided by SpaceX's Starlink in 21 African countries, will drive digital inclusion. In turn this promises to reduce unemployment and help entrepreneurs. The African Space Agency is also positioning Africa to embrace new space technologies. Examples include Japan's 2025 demonstration of beaming solar power from space, following a US achievement in 2023. This could revolutionise energy access. Space-based solar power captures solar energy in orbit via satellite and transmits it as microwaves to Earth. This offers a solution to Africa's energy poverty. It could provide reliable power to remote areas without extensive grid infrastructure. The African Space Agency's role in coordinating satellite launches and data sharing will make these technologies more accessible and cost-effective. Driving economic growth and innovation Africa's space sector, now worth over US$20 billion, is growing rapidly. The industry has seen an increase of private companies and investor support, moving beyond sole dependence on government funding. Investment is being fuelled by 327 NewSpace firms, a term used for the new emerging commercial space industry in nations such as Egypt, Nigeria, and South Africa. These firms often excel in satellite communication, Earth observation and component manufacturing. But many African nations lack resources. The agency will lower barriers by fostering collaboration, coordinating national space programmes, and reducing example, the African Space Agency's efforts to streamline satellite development and launches will spur local manufacturing and tech hubs. This means that smaller economies will be able to participate. Strengthening regional and global connections Africa's space sector relies on partnerships with space agencies and commercial space companies based in the 'space powers'. These include the US, Russia, China, France, India, Italy, Japan, Israel and the United Arab Emirates. These institutions provide launch services, satellite development and ground stations. An example is Senegal's GaindeSAT-1A, a CubeSat launched in 2024 via America's SpaceX with French collaboration. Meanwhile, countries like South Africa are exploring local rocket programmes to enhance the agency's self-reliance. Africa's space ground stations are already located across the continent, supporting the European Space Agency and commercial missions. They will soon host a deep space ground station for America's National Aeronautics and Space Administration. Funding remains a challenge. African nations allocated just US$426 million to space programmes in 2025. That's less than 1% of global spending. The European Space Agency has an US$8 billion budget. However, initiatives like the €100 million Africa-EU Space Partnership Programme (2025–2028) aim to boost Africa's space sovereignty and innovation. The agency's vision extends beyond Earth, with an eye on the Moon. Some members, notably Angola, Nigeria and Rwanda, have already signed the US-led Artemis Accords for lunar exploration. For their part Egypt and South Africa are collaborating with China and Russia on the International Lunar Research Station. Training the next generation A skilled workforce is critical to Africa's space industry. The African Space Agency Space City plans to host a training academy. It will build on Egypt's programmes in space project management, satellite design, and orbital simulation. Partnerships like the Africa-EU programme offer scholarships, while private initiatives, such as the Pathways to Space programme by Boeing and the Future African Space Explorers STEM Academy, engage students in 63 schools in Ethiopia, Nigeria, and Tanzania. African Union and international community complicit in the Somali catastrophe

Alan Paton's classic South African novel, Cry, the Beloved Country, exposed how tyranny produced injustices and social rot in that beautiful and blessed land: South Africa. We may not agree with Paton's diagnosis of the malady, but most will acknowledge the power of his insights and the humanity of his vision. A similar colonial plague gripped another beautiful people and land: Somalia. With independence, Somalis partially recovered from colonialism, but a sectarian faction of the political elite has imposed a worse tragedy on them, while the international community and the African Union (AU) wittingly participate as the calamity deepens. If one were to write a novel about the Somali disaster, it would be: Weep, My Beloved Country. Recuperating from the colonial calamity Before colonialism butchered the territory, Somaliland's area was slightly smaller than contemporary South Africa. The imperialists divided it into five colonial territories: British Somaliland, Italian Somaliland, French Somaliland, Ethiopian Somaliland and the Northern Frontier District of the British colony of Kenya. Somalis partially recovered from that catastrophe when the British and Italian Somali lands were liberated and united to form Somalia in 1960. The hope at independence was that the remaining territories would become liberated and join the fold, but that was not to be. French Somaliland became the Republic of Djibouti after it gained freedom in 1977, while the other two regions remain in Ethiopia and Kenya. Somalia started its post-colonial period with verve and promise. It was the lone country in Africa where the entire population shared a single language, faith and culture. The curse of a sectarian elite For most of the 1960s, Somalia was the premier democratic state on the African continent. Somalis' cultural homogeneity facilitated their attachment to democracy. But the drive to nurture a genuine representative government was led by a Somali group whose lives were deeply marred by colonial humiliation and who aspired to create a system that would nurture their people's hopes and dignity. In contrast, another faction of the political elite, driven by greed and lust for power, sought to capture the state for its egotistical ends. The democrats accountably managed the state from 1960-1967. President Aden Abdulla Osman honoured his oath of office and told MPs who would decide his presidency's fate in 1967 to vote according to their conscience. In contrast, the opposition candidate deployed corrupt means, such as cash bribes to MPs, and won the presidency. Once in power, the sectarians expeditiously consolidated their grip on the state by posting their clients in the cabinet, the civil service and the supreme court. Subsequently, they set their sights on the forthcoming parliamentary election. The sectarians' core strategy to win the election was tribal mobilisation of the population and the use of bribes. Consequently, the prime minister invited all the 'traditional' leaders to Mogadishu, treated them handsomely, and sought their help to ensure that each genealogical group voted as a unit in support of the regime. The governing party won the 1969 election, but the corrupt use of government resources during the election was so scandalous that the International Monetary Fund registered its alarm. Political tribalism stoked communal conflicts during the election. Shortly thereafter, a policeman who felt that his 'group' had been cheated of its parliamentary seat assassinated the Somali president in 1969. This precipitated a military coup. The junta's progressive-sounding declarations temporarily rejuvenated the national spirit, but like so many military regimes, despotism became the norm. As a teenager, I spent four months in prison for criticising the regime. The dictatorship became more violent, corrupt and tribalistic in the late 1970s and the 1980s. In response, opponents replicated its tribalist ideology to mobilise supporters. As the regime's viciousness intensified, a rebel group made a daring raid on the second-largest city from their base in Ethiopia, and the military's savage revenge annihilated the city. Mayhem spread across the country, the dictator was chased out of Mogadishu in 1991, the government collapsed, and the country disintegrated. Tribalised government, the international community & the AU Tribal warlords and tyrants ravaged Somalia in the 1990s and early 2000s. Then, the government of Djibouti brought Somalis together to find a trail back to civilisation. After months of haggling, the conferees defined Somalia's political conflict as 'tribal' and divided Somalis into 'political tribes'. In 2001, they formed a government anchored on this vile formula. That regime languished for several years until Muslim clerics (the Union of Islamic Courts, UICs) defeated the warlords in 2006. This development alarmed Ethiopia and major international actors. Subsequently, Ethiopia invaded Somalia and committed atrocities. The UICs went underground and outmanoeuvred the Ethiopians. Alarmed by this turn of events, the international community and AU hastily created an AU military force to replace the Ethiopians. The AU force pushed Al-Shabaab out of Mogadishu and several towns, but has made no further progress. The international community has since poured billions of dollars into the AU force and Somali government coffers, but the latter has made marginal advances in winning public trust. Dominated by tribalists, the central and provincial governments are often at odds with one another, which impedes national recovery and integration. Crocodile tears The international community and AU profusely complain about the inability of Somalis to make measurable progress to secure their country, settle their political discord, create a credible government and improve the lives of their indigent people. These are disingenuous grumblings. First, the international community has been a key partner to the Somali peace process for at least 25 years and has uncritically accepted the misguided notion that Somalia's political conflict is tribal in nature. Thus, they knowingly endorsed the empowerment of the most corrupt and sectarian elements of the elite. Second, the AU has been the foot soldier of funders and has never objected to political tribalism and corruption. Given this, the international community/AU's remonstrations lack moral force. As a Somali MP, I have witnessed the destructive role of political tribalism in government: omnipresent corruption, glaring ineptitude and criminal instigation of communal conflicts. Civic kinship is salvation Half a century of cruel dictatorship, warlords, tyrants, and corrupt political tribalists have buried Somalis in a wasteland. To undo this hell will take time, serious commitment, resources, and most critically, civic kinship from the international community and AU. Somalis are fast learners and exceptional entrepreneurs in the right environment. To create such an environment demands that the international community/AU completely alter their approach. First, they must revamp their conception of the nature of the catastrophe by rejecting political tribalism. Second, they should sanction the purveyors of political tribalism and corruption, as this clique has wasted millions of lives and the future of an entire people. Third, they must insist on the formation of a technocratic government with a terminal four-year tenure whose scope is limited to establishing a professional army and police, the scaffolding of a civic government and a functioning set of critical government ministries. Unfortunately, this transformative agenda, which most Somalis would endorse, would not appeal to the international community/AU as it would terminate the lucrative gravy train.
