He made the remarks while addressing a five-day training programme for joint secretaries and senior officers of the department of legal affairs.
The programme is part of ongoing capacity-building efforts for senior Indian Legal Service (ILS) officers, especially those newly inducted or preparing to take on joint secretary or other senior leadership roles.
Recalling historical moments such as the Emergency of 1975, Meghwal shared anecdotes to highlight the need for personal integrity and constitutional commitment.
Officers, he said, should 'use their heart' when faced with difficult choices and carry a deeper sense of constitutional duty in their roles, according to an official statement.
Law secretary Anju Rathi Rana described the training as more than an induction, calling it 'a moment of professional inflection and institutional renewal.'
Citing the recent repeal of colonial-era criminal laws, she stressed the critical role joint secretaries play in interpreting and implementing reforms.
She also encouraged participants to move beyond traditional file-based functioning and adopt a solution-oriented, governance-enabling approach.
'The desk of a joint secretary is not merely a point of file movement, but a crucible where ideas are refined, policies shaped and decisions with far-reaching implications are made,' Rana said.

Cabinet clears ₹1,853 crore Tamil Nadu highway project under HAM
The Union Cabinet on Tuesday approved a national highway project in Tamil Nadu at a cost of Rs 1,853 crore in Hybrid Annuity Mode (HAM), Union Minister of Information and Broadcasting Ashwini Vaishnaw announced. The 46.6-kilometre four-lane project between Paramakudi and Ramanathapuram will reduce travel woes between Madurai, Paramakudi, Ramanathapuram, Mandapam, Rameshwaram and Dhanushkodi – the travel is dependent on the existing two-lane National Highway 87 (NH-87) and associated state highways, which experience significant congestion due to high traffic volumes, especially in densely populated stretches and key towns along the corridor. 'To address these challenges, the project will upgrade approximately 46.7 km of NH-87 from Paramakudi to Ramanathapuram to a four-lane configuration. This will decongest the existing corridor, improve safety, and cater to the mobility needs of rapidly growing towns such as Paramakudi, Sathirakudi, Achundanvayal and Ramanathapuram,' the Cabinet said in a statement. According to the Cabinet, the Paramakudi–Ramanathapuram section will play a pivotal role in regional economic growth by strengthening connectivity between major religious and economic centres. This will boost tourism to Rameshwaram and Dhanushkodi, and open new avenues for trade and industrial development. 'The project will also generate approximately 840,000 person-days of direct and 1 million person-days of indirect employment, and will open new avenues of growth, development and prosperity in surrounding regions,' it said. The corridor has an average daily traffic of 12,700 passenger car units. The civil cost of the project is Rs 997 crore and the land acquisition cost is Rs 340 crore.

Censor board's ban on JSK an attack on creative freedom: Saji Cherian
Minister for Culture Saji Cherian has criticised the Central Board of Film Certifications' (CBFC) decision to deny screening permission for the film JSK-Janaki vs State of Kerala, starring Union Minister and actor Suresh Gopi, calling it a blatant infringement on freedom of expression. Interacting with mediapersons here on Tuesday, Mr. Cherian said, 'If this is the plight of a film featuring a Union Minister, what can common artists expect?' He said the government stands firmly with those in the film industry and creative fields and will extend all necessary support. 'A denial of certification merely based on a film's title is an unjustified overreach and cannot be accepted,' the Minister said. He drew parallels to the earlier censorship issues faced by Empuraan, directed by Prithviraj Sukumaran. Scenes from the film were removed and raids were conducted at the offices of the makers. 'But the people of Kerala wholeheartedly accepted the film,' he said. Mr. Cherian reaffirmed that the Constitution guarantees every citizen the democratic right to enjoy cinema, literature, music, and food choices. 'Any form of encroachment on these rights are unacceptable. We are committed to ensuring a supportive environment for artists to work freely,' he said. He said that the Kerala government will continue to uphold the spirit of artistic liberty and stand as a barrier against censorship and intolerance.
