
Pimentel seeks SC help vs. Marcy Teodoro's proclamation as Marikina rep
In his petition, Pimentel asked the SC to issue a TRO against the resolution of the Commission on Elections (Comelec) dated June 25, which lifted the suspension of Teodoro's proclamation following the reinstatement of his certificate of candidacy (COC).
He also asked the court to issue a status quo ante order to restore Teodoro's status prior to the issuance of the resolution, as well as to reinstate the cancellation of Teodoro's COC.
Further, Pimentel also asked the court to declare Teodoro's votes as stray votes.
Earlier, Comelec issued a certificate of finality and entry of judgment, paving the way for Teodoro's proclamation. It ruled that the June 25 resolution should be declared immediately executory.
Pimentel was Teodoro's rival for congressman in the 1st district of Marikina during the elections.
In a press briefing, SC spokesperson Atty. Camille Ting said the Court has yet to take action on Pimentel's petition. — VDV, GMA Integrated News

Comelec issues certificate of finality for Yap's proclamation as Benguet rep
The Commission on Elections (Comelec) Second Division has issued a certificate of finality and entry of judgment on a disqualification petition against Eric Yap, clearing the way for his proclamation as the duly-elected representative of the lone district of Benguet. This developed after the poll body did not receive within its five-day deadline a motion for reconsideration (MR) on an earlier ruling that dismissed an October 2024 petition filed by petitioner Franklin Tino. The dismissed petition sought to disqualify Yap from the May 2025 midterm elections on the grounds of material misrepresentation due to questions on his citizenship. Further, no temporary restraining order (TRO) from the Supreme Court (SC) was issued during the five-day reglementary period. "The records show that the Petitioner failed to file a motion for reconsideration and there being no restraining order issued by the Supreme Court (SC) within five days from receipt of the Resolution that would preclude the aforementioned Resolution of this Commission (Second Division) from being final and executory," the certificate of finality read. "In view of the foregoing, the resolution of the Commission (Second Division) promulgated on 26 June 2025 is hereby declared immediately executory under the Comelec Rules of Procedure, and Comelec Resolution No. 11046," it added. Last week, the poll body division lifted the suspension of Yap's proclamation following the dismissal of a disqualification petition against his candidacy. Tino, in his petition, alleged that Yap committed material misrepresentation when he filed his certificate of candidacy (COC) for Benguet representative when he is not a natural-born Filipino citizen. He also accused Yap of falsifying his birth certificate and Philippine passport. For his part, Yap denied the allegations as "false, malicious, and unfounded." In its ruling which lifted the suspension, the Comelec Second Division said Tino failed to present any document, testimony, or circumstantial evidence that would support his claim against Yap. — VDV, GMA Integrated News

DENR to submit 'accurate, science-based' info to SC on Samal-Davao connector bridge
The Department of Environment and Natural Resources (DENR) said it will submit "complete and science-based information" to the Supreme Court after it issued a writ of kalikasan in connection with the Samal Island–Davao City Connector (SIDC) bridge project. 'In compliance with the Supreme Court's directive, the DENR will submit a verified return within ten (10) calendar days from receipt of the Order. This non-extendible submission will contain accurate, complete, and science-based information necessary to assist the Court in its deliberation,' said DENR Region XI in a statement. The regional DENR office is one of the respondents in an earlier petition seeking the immediate issuance of a temporary environmental protection order against the SIDC Project, arguing that this will result in irreversible damage to the coral reefs in Paradise Reef and the Hizon Marine Protected Area. The petitioners also sought a writ of kalikasan for the respondents to permanently cease and desist from the construction. A writ of kalikasan is a legal remedy under Philippine jurisprudence that protects a person's constitutional right to a balanced and healthy ecology. But the SC clarified that it is not directing the government to stop the project's construction. DENR Region XI, meanwhile, assured the public that all projects under its jurisdiction comply fully with the Environmental Impact Statement System and other applicable legal requirements. 'We are fully prepared to cooperate with the judicial proceedings and will provide all relevant technical documents, environmental assessments, and compliance records as may be required. The DENR remains an evidence-based institution committed to promoting development that is both sustainable and environmentally responsible,' it said. The toll-free, four-lane SIDC spans 4.76 kilometers and will link Davao City at the R. Castillo–Daang Maharlika Junction to the Samal Circumferential Road. The Department of Public Works and Highways (DPWH) earlier said that the bridge project is at 38% progress rate. The SIDC is being funded through Official Development Assistance from China. Photo: Commission on Elections The Commission on Elections (Comelec) on Wednesday said it will review the recommendations of the European Union (EU) poll observers on the recent 2025 national and local elections (NLE). Members of the EU observation mission met with Comelec officials to formally turn over their final election observation report and recommendations, months after the conclusion of the May 12 midterm polls. 'Ang pangako ng lahat ng bawat isang miyembro ng Comelec kanina, aaralin at kung may mga bagay na maisasama sa proposal na revised Omnibus Election Code (OEC) ay isasama pa namin para maisaayos,' Comelec spokesperson John Rex Laudiangco told reporters. (The promise of each and every Comelec en banc member is to review the report and if there is any recommendation that may be included in the proposal for the revised OEC, then we will include it.) In April, the EU launched the election observation mission for Eleksyon 2025, deploying an initial 200 observers. More poll observers arrived in the country the following month. The international observers released their initial report on May 14, flagging widespread vote-buying; the continued dominance of political families; election-related violence, including on election day; and a legal framework that is fragmented and lacks grievance mechanisms. According to Laudiangco, among the EU poll observers' recommendations are decreasing the number of voters per precinct to shorten lines. They also reiterated the issues on vote buying, and violence, and lauded the poll body's transparency efforts, engagement with media, and expeditious actions on complaints of discrimination, and red-tagging. 'Mukhang ang susi kasi sa lahat ng nakitang observations, dalawang bagay: pagbabago sa legislation at pagpapalaki ng pondo. Kung masosolusyunan ang dalawang bagay na ito, tingin namin pareho, magagampanan namin ang sinasabi nilang international standard at mas magandang pagpapalakad ng halalan,' he added. (We saw that the key to these observations are two things: the amendment of election laws and a higher budget for the polls. If a way can be found for these, we think we will be able to attain the international standard and a better way of conducting elections.) The EU observation team said it will also submit its final report and recommendations to Congress.
