Marcy Teodoro proclaimed Marikina 1st District Rep

The Commission on Elections (Comelec) on Tuesday formally proclaimed former Marikina Mayor Marcy Teodoro as the winning congressional candidate of the city's 1st district for Eleksyon 2025. 'It appears that Teodoro, Marcy garnered 75, 062 votes for the Office of member, House of Representatives. The same being the highest number of votes legally cast for the said office. On the basis of the foregoing, we hereby proclaim Teodoro as the duly-elected member, House of Representatives of NCR, City of Marikina 1st District,' said Comelec-Marikina 1st district election officer Atty. Dave Villarosa said during the proclamation. The proclamation was held at the Marikina Public Market Function Hall at around 4:30 p.m. It was conducted hours after the Board of Canvassers met and discussed the certificate of finality and entry of judgment issued by the Comelec en banc for case of the former mayor, which paved the way for Teodoro's proclamation as representative of the 1st district of Marikina Teodoro earlier lamented the refusal of Marikina Comelec to proclaim him, saying the local poll body office told him they were waiting for the issuance of a Comelec resolution for their convening. Poll chief George Erwin Garcia explained there is no need to issue another resolution for the Board of Canvassers to convene. However, he said that based on Comelec rules, a local poll body office should first issue a notice of meeting of the BOC to inform all parties that they will convene and discuss the details for the proclamation. A subsequent notice to proclaim will also be issued following the meeting. 'Maaaring ang kadahilanan kung bakit hindi pa agad tumatalima ang CBOC ay sapagkat kakailanganin na mayroong notice. Ibig sabihin, hindi porke ngayon nag-issue ang Comelec main office ng entry of judgment and certificate of finality ay ngayong araw na ito rin ipapatupad ang pagpapasumpa,' Garcia told reporters. (Maybe the CBOC is waiting for a notice to convene. It does not mean that once the entry of judgment and certificate of finality has been issued by the Comelec main office, the proclamation should follow immediately.) The Marikina Comelec issued a notice of meeting for the BOC to convene on July 1 at 1:30 p.m. to discuss the certificate of finality and entry of judgment issued by the en banc. Former senator Aquilino 'Koko' Pimentel III has asked the Supreme Court (SC) to issue a temporary restraining order (TRO) against former Marikina Mayor Marcelino "Marcy" Teodoro's proclamation as Marikina representative. In his petition, Pimentel asked the SC to issue a TRO against the resolution of the Commission on Elections (Comelec) dated June 25, which lifted the suspension of Teodoro's proclamation following the reinstatement of his certificate of candidacy (COC). He also asked the court to issue a status quo ante order to restore Teodoro's status prior to the issuance of the resolution, as well as to reinstate the cancellation of Teodoro's COC. Further, Pimentel also asked the court to declare Teodoro's votes as stray votes. Earlier, Comelec issued a certificate of finality and entry of judgment, paving the way for Teodoro's proclamation. It ruled that the June 25 resolution should be declared immediately executory. Pimentel was Teodoro's rival for congressman in the 1st district of Marikina during the elections. In a press briefing, SC spokesperson Atty. Camille Ting said the Court has yet to take action on Pimentel's petition. — VDV, GMA Integrated News

Philippines Elevates Defense Ties With Lithuania to Counter ‘Common Threats'

The Philippine defense secretary said that the agreement was part of the Marcos administration's attempt to build alliances as a counter to China's assertive maritime behavior. The Philippines and Lithuania have signed an agreement aimed at deepening security relations in order to counter the 'common threat' from their powerful neighbors, particularly in the Baltic and South China seas. The Memorandum of Understanding on Defense Cooperation was signed in Manila yesterday by Philippine Defense Secretary Gilberto Teodoro Jr. and his Lithuanian counterpart, Dovilė Šakalienė, who is in the country on a four-day official visit. In a statement, the Philippine Department of National Defense said that the MoU would create 'a concrete framework for possible defense cooperation between the two countries' defense establishments, particularly in the field of cyber security, defense industry, munitions production cooperation, addressing hybrid threats, and maritime security.' Prior to the signing of the MoU, Teodoro and Šakalienė 'exchanged views' on global security concerns, including in the South China Sea and Europe, the statement said. 'Both sides emphasized their shared principles and commitment in upholding international law and deterring unilateral actions that threaten regional stability,' it added. In a joint press briefing with Teodoro, whom she met on the sidelines of last month's Shangri-La Dialogue defense conference in Singapore, Šakalienė pointed to the common challenges facing the Philippines and Lithuania, nations with a powerful neighbor increasingly inclined to use force to achieve strategic ends. 'We see great potential for cooperation with the Philippines in many areas such as maritime security, including challenges related to shadow fleets by some big countries, our neighbors operating in the South China Sea and Baltic Sea,' Šakalienė said, as per Bloomberg. She also repeated the alarm that she sounded in her speech at last month's Shangri-La Dialogue in Singapore, in which she referenced 'the convergence of Russia, China, Iran, and North Korea into an increasingly coordinated authoritarian axis' and said that this demanded a unified response from the world's democracies. 'Their joint actions are threatening the free world, are threatening the democracy in this world … and we do not have a luxury to allow this to be annihilated,' she said in Manila yesterday, citing China's recent assertiveness in the South China Sea as a prime example. The past three years have seen China's coast guard increase both the frequency and intensity of its forays into Philippine-claimed waters. This has resulted in a string of dangerous confrontations in which Manila claims that Philippine Coast Guard and fisheries bureau ships have been rammed and hit with high-pressure water cannons. China's government has generally claimed that it is merely defending its own territory, and accused the Philippines' foreign partners of stirring up the maritime disputes for their own gain. In yesterday's press conference, Teodoro said that Manila's partnership with Vilnius was underpinned by a 'common threat.' We must resist and insist on the proper application of international law… and resist any attempt to unilaterally redefine them,' he said. He added that upholding international law is essential to protect 'smaller countries who need the law to preserve our territorial integrity and sovereignty.' Teodoro added that the MoU was 'part of the alliance-building efforts' of President Ferdinand Marcos Jr.'s administration, which has also broadened and deepened its defense cooperation with partners, including the United States, Japan, and Australia, in response to China's recent belligerent actions. Lithuania offers a small but potentially useful complement to this circle of partners. In this vein, Lithuania was among the four European nations that participated in this year's Balikatan military exercises as observers, along with the Netherlands, the Czech Republic, and Poland. Last November, the Philippines participated as an observer in Amber Mist 2024, a cybersecurity exercise conducted by the Lithuanian Armed Forces. Lithuania has been among the most vocal supporters of the 2016 arbitral award that supported most of the Philippines' maritime claims and ruled that China's expansive 'historical' claims to the South China Sea have no basis in international law. China has rejected the ruling.

Defense Secretary Gilberto Teodoro Jr. said the Philippine military has been operationalizing a 'one theater' concept for the Indo-Pacific region. In the military, theater means the entire land, sea, and air area that is or may become involved directly in war operations. "[One-theater concept] is being operationalized now by the Japanese joint operations command. Right now, the chief of staff of the Armed Forces [is also operationalizing the one theater concept],' Teodoro said Monday. 'But it may be the purview of the strategic command of the Armed Forces in the future, and the US Indo-Pacom plus Australian Self Defense Force, so the operationalization will be on military end. And the first product of this will be the combined coordinating center which will come up this December,' he added. Earlier, Japan reportedly proposed a "one theater" concept to the United States that would combine the Korean Peninsula, East China Sea, and South China Sea as one operational and war zone Teodoro said the one theater concept is already an operating concept and does not need any other agreement. Defense Secretary Gilberto Teodoro Jr. said the Philippine military needs to obtain airborne warning and control system (AWACS) capability to make the multi-role fighter (MRF) jets, which the country plans to buy, operational. 'It is not only the purchase of the MRF per se which we need to deal with but also to make the MRFs operational as a force package, meaning to say we need the AWACS capability,' Teodoro said. 'A lot of countries have experienced the fact that they are realizing that they need AWACS, notwithstanding the fact that their satellite capability is not enough. We need tankers and we need sustainment,' he added. He pointed out that the Philippines must take into account that these assets need to be maintained and used with adequate stores, reserves, and munitions, which add to the cost of the package. Teodoro said the Department of National Defense is in constant coordination with the Department of Finance and the Department of Budget and Management for the continuity of funding available. According to him, the proposals for the purchase of MRFs are still being reviewed. Last week, Philippine Air Force (PAF) chief Lieutenant General Arthur Cordura said the country is not discounting the possibility of acquiring Japanese fighter jets in the future. ''Mitsubishi fighters, the Japanese-made multi-roles (fighter aircraft) are very potential platforms also. The selection for the multi-role will depend upon the appreciation of the department in terms of how these are incorporated, this can be effectively incorporated in the whole CADC (Comprehensive Archipelagic Defense Concept) concept ano,'' Cordura said. ''So it does not discount later, perhaps, platforms coming also from Japan if they will serve the purpose of our territorial defense plan,'' he added. —VAL, GMA Integrated News
