As Trump eyes more tariffs, South Korea remains safe haven for GM and Hyundai

DETROIT — As President Donald Trump threatens to further increase tariffs on U.S. trading partners, the greatest impact for the auto industry outside of North America would be additional levies on South Korea and Japan.
The East Asian countries produced a combined 16.8% of vehicles sold last year in the U.S., including a record 8.6% from South Korea and 8.2% from Japan, according to data provided to CNBC by GlobalData.
They were the largest vehicle importers to the U.S. outside of Mexico — and they have little to no duties compared with the 25% tariff Trump has threatened imposing on Canada and Mexico.
Automakers such as General Motors and South Korea-based Hyundai Motor export vehicles tariff-free from South Korea. The country overtook Japan and Canada last year to become the second-largest exporter of new cars to the U.S., based on sales.
It trails only Mexico, which represented 16.2% of U.S. auto sales in 2024, GlobalData reports.
'Obviously Hyundai has a massive amount of exposure. Behind it is GM … with relatively large volume models,' said Jeff Schuster, global vice president of automotive research at GlobalData. 'There's a lot of risk potentially here, but it's limited, really limited, to those two players.'
Imports from Japan are currently subject to a 2.5% tariff for automakers such as Toyota Motor, Nissan Motor and Honda Motor. Vehicles from Japan represented about 1.31 million autos sold last year in the U.S.
Japan's percentage of sales has actually decreased in recent years, while South Korea's exports and sales have continued to rise from less than 845,000 in 2019 to more than 1.37 million in 2024.
South Korea has 0% tariffs on cars despite Trump renegotiating a trade deal with the country during his first term in 2018. That accord was touted for improving vehicle imports to South Korea, but it did little to address vehicle exports to the U.S.
The deal also has done little for increasing automotive exports to South Korea, according to data from the International Trade Commission. U.S. passenger vehicle exports to South Korea have actually decreased by roughly 16%.
Separate from cars, tariffs on trucks exported from South Korea and Japan to the U.S, as well as elsewhere, are 25%.
A tariff is a tax on imports, or foreign goods, brought into the United States. The companies importing the goods pay the tariffs, and some experts fear the companies would simply pass any additional costs on to consumers — raising the cost of vehicles and potentially reducing demand.
GM, Hyundai
South Korea-based Hyundai is the largest exporter of vehicles to the U.S., followed by GM and then Kia Corp., a part of Hyundai that largely operates separately in the U.S.
GM has notably increased its imports from South Korea in recent years. Its U.S. sales of South Korean-produced vehicles — largely entry-level models — have risen from 173,000 in 2019 to more than 407,000 last year, according to GlobalData.
GM is the largest foreign direct investor in Korea's manufacturing industry, according to the automaker's website. It has invested 9 trillion South Korean won (roughly $6.2 billion) since establishing the operations in 2002.
GM produces its Buick Encore GX and Buick Envista crossovers, as well as the Chevrolet Trailblazer and Chevrolet Trax crossovers, at plants in South Korea. The company has touted the vehicles as being a pinnacle for the automaker's profitable growth in lower-margin, entry-level vehicles.
'We're taking out costs of programs, improving profitability and creating vehicles that customers love, like the new Chevy Trax and the Buick Envista,' GM President Mark Reuss said during the company's investor day in October. 'Trax and Envista have helped raise our share of the U.S. small SUV market to its highest level since 2007.'
Hyundai did not immediately respond when asked about potential tariffs on South Korea. GM and Kia declined to comment.
Terence Lau, dean of the College of Law at Syracuse University who previously worked as a trade expert for Ford Motor, said the automotive industry is built on free trade. If tariffs are implemented, the industry can adjust, but it takes time.
'The car industry can adjust to anything. Really, it can. It's always going to make product that customers want to buy, because personal mobility and transportation is a human need all around the world,' he said. 'What the car industry cannot do well is pivot on a dime.'
Lau argued that a single-digit tariff can be a 'nuisance,' but once they hit 10% or more, that's when additional costs can really began eating into the margin or products.
Tariff cherry-picking
Ford Motor CEO Jim Farley last week argued that if Trump is going to implement tariffs affecting the automotive industry, it should take a 'comprehensive' look at all countries to even the playing field in North America.
Farley singled out Toyota and Hyundai for importing hundreds of thousands of vehicles annually from Japan and South Korea, respectively.
'There are millions of vehicles coming into our country that are not being applied to these [incremental tariffs],' Farley said during the company's fourth-quarter earnings call with investors. 'So if we're going to have a tariff policy ... it better be comprehensive for our industry.
'We can't just cherry-pick one place or the other because this is a bonanza for our import competitors.'
The White House did not respond for comment on potential tariffs on South Korea.
Trump on Thursday signed a presidential memorandum laying out his plan to impose 'reciprocal tariffs' on foreign nations, but did not go into detail regarding what countries could be targeted.
As a presidential candidate, Trump floated the possibility of imposing across-the-board tariffs on all U.S. imports. But he also advocated for Congress to pass what he called the ' Trump Reciprocal Trade Act, ' which would empower him to slap tariffs on the goods of any country that has higher tariffs on U.S.-made goods.

But tariffs for the steel industry, which is of key economic importance to the UK, were left to stand at 25% rather than falling to zero as originally agreed. Concerns had previously been raised that the sector could face a levy of up to 50% – the US's global rate – unless a further agreement was made by July 9, when Mr Trump said he would start implementing import taxes on America's trading partners. But that deadline has been and gone without any concrete update on the status of UK steel. Downing Street said that both sides are working 'at pace' to 'go further to deliver benefits to working people on both sides of the Atlantic' and to give UK industry 'the security it needs'. The two leaders are also expected to discuss the war in Ukraine, which Number 10 said would include 'applying pressure' on Vladimir Putin to end the invasion, before travelling on together for a private engagement in Aberdeen. It comes after Trump announced he had agreed 'the biggest deal ever made' between the US and the European Union after meeting Ursula von der Leyen for high-stakes talks at Turnberry on Sunday. After a day playing golf, the US leader met the President of the EU Commission to hammer out the broad terms of an agreement that will subject the bloc to 15% tariffs on most of its goods entering America. This is lower than a 30% levy previously threatened by the US president. The agreement will include 'zero for zero' tariffs on a number of products including aircraft, some agricultural goods and certain chemicals, as well as EU purchases of US energy worth 750 billion dollars (£558 billion) over three years. Speaking to journalists on Sunday about his meeting with Starmer, Trump said: 'We're meeting about a lot of things. We have our trade deal and it's been a great deal. 'It's good for us. It's good for them and good for us. I think the UK is very happy, they've been trying for 12 years to get it and they got it, and it's a great trade deal for both, works out very well. 'We'll be discussing that. I think we're going to be discussing a lot about Israel. 'They're very much involved in terms of wanting something to happen. 'He's doing a very good job, by the way.' JOHANNESBURG, July 28 (Reuters) - The South African rand was weaker in early trade on Monday, with investor attention pinned on key economic data expected during the week while investors also eyed an uncomfortably close August 1 deadline for U.S. President Donald Trump's country-specific tariffs. At 0524 GMT the rand traded at 17.7475 against the dollar , 0.2% weaker than Friday's close. The risk-sensitive currency lost a bit of ground last week and remains on the back foot as cautious traders await tariff updates with the country facing a 30% duty on its exports to the U.S. and an interest rate decision by the South African Reserve Bank on Thursday. Many traders and analysts expect another rate cut (ZAREPO=ECI), opens new tab after inflation (ZACPIY=ECI), opens new tab rose modestly in June, moving just inside the central bank's target range. Glen Lednock windfarm opponents submit 41-page objection

The Save Glen Lednock document includes concerns on access, traffic and transport, ecology, cultural heritage, noise and vibration. Campaigners opposed to a controversial windfarm in a scenic Perthshire glen have lodged a 41-page objection to the scheme. ‌ The Comrie-based Save Glen Lednock group - who have described the proposed scheme as a 'destructive industrial project' – submitted their objection to the Scottish Government's Energy Consents Unit (ECU) just hours before Monday's deadline (July 21). ‌ Renewable energy company Low Carbon, is aiming to build 19 turbines with blade tips extending as high as 200m, on land within Invergeldie Estate. ‌ It is expected to generate approximately 342,600 MWh of electricity per year or the equivalent of the annual electricity requirement of more than 100,000 households. Save Glen Lednock campaigners say those living near the windfarm – as well as businesses and residents in Comrie and Crieff, and rare birds including golden eagles - will all suffer as a result of the scheme. The Save Glen Lednock submission lodged this week includes objections on access, traffic and transport, ecology, cultural heritage, noise and vibration and national planning policy. ‌ Objector Alastair Forsyth said: 'This development has the potential to have very negative impacts on many people's lives, not just those who live in Glen Lednock, but also well beyond – with hundreds of additional vehicles for the construction phase, including many lorries, travelling daily along the A85 through Comrie and Crieff to the A9 at Perth.' The campaigners also highlighted that they only had six weeks to digest 293 documents detailing the plans. Mr Forsyth added: 'The developer has had years to put together this mass of documentation, yet concerned citizens of Strathearn, and visitors who value the tranquillity and beauty of Glen Lednock, have had just weeks to make sense of the 3,000 pages of documentation that were submitted by Low Carbon in support of their application.' ‌ A Low Carbon spokesperson said this week: 'The final design for the Glen Lednock Wind Farm has been shaped by extensive pre-application consultation with the local community and we are grateful for the input from residents, community councils and other organisations that took time to attend our public exhibitions and other events over the past two years and shared their views with us. Low Carbon has also undertaken a programme of survey and assessment over several years to inform our Glen Lednock Wind Farm application, which is in line with good practice guidance from the Scottish Government. This includes an assessment of the project's alignment with National Planning Framework 4 policy tests. ‌ 'Furthermore, the application sets out how Low Carbon will provide the equivalent of £5,000 per MW of installed generating capacity annually into a community benefit fund every year. 'This equates to £589,000 per annum or £23.6million (2025 prices) for local communities around Glen Lednock over the proposed 40-year operational life of the project.' Windfarm backers Low Carbon and opponents Save Glen Lednock have clashed over a number of issues. ‌ Developers Low Carbon last week disputed the campaigners' assertion of 400 lorry movements per day during construction of the windfarm. However, campaigners pointed to Low Carbon's own Environmental Impact Assessment Report (EIAR) to support their assertion. These figures itemise a seven-month peak daily traffic figure of 392 accounting for 251 large good vehicles (LGV) and 140 heavy goods vehicles (HGV) and one HGV articulated lorry. Heavy goods vehicles and large goods vehicles both have a gross weight exceeding 3500kg. ‌ Low Carbon also took issue with campaigners' mention of a new eight mile access road. However, the EIRC states: 'The Access Route Area to the Turbine Development Area would be approximately 12,687m (eight miles) in length, via the existing A85 bellmouth to the east of Comrie and along a series of access tracks, both existing and newly constructed comprising 'a number of localised upgrades to approximately 8,528m (5.29 miles) of existing tracks; and approximately 4,158m (2.58 miles) of new track. Another issue of contention is the impact the turbines would have on wild birds including golden eagles. Low Carbon point out research contained in their EIRC comprises a 'comprehensive assessment of disturbance and displacement of bird species, including golden eagle, [and] concludes that there will be no significant displacement' [by wind turbines]. ‌ However, Save Glen Lednock point to a collison risk estimate table in the Low Carbon report. Campaigner Alastair Forsyth said: 'What is shocking is the predicted mortality of birds of prey caused by collisions with wind turbines over the 40 year operational predicted life of the turbines. 'To be clear a collision equals a dead bird. 'For golden eagle Low Carbon estimate that this would equal approximately 12 birds in 40 years.'
