
Canadian Airports Council Response to the Competition Bureau's Airline Market Report
Today's report highlights challenges and provides a timely opportunity to assess the current state of the aviation ecosystem and chart a collaborative path forward. In the view of Canada's airports, the recommendations in the report could be more focused in areas that will actually drive growth and air service for communities. "Cabotage is not the answer to competition in a country as sparse and large as Canada. A foreign carrier is not going to service our smallest towns and thin volume routes," noted Monette Pasher, President of Canadian Airports Council. "We need to package the right policy solution for the specific problem at hand."
Canada's airports have been working with government and industry stakeholders to identify practical, policy-driven solutions to ensure that our country remains competitive, connected and prepared to meet the challenges of a shifting global environment.
Airports compete for air service globally and support a competitive marketplace. Airports of all sizes are investing in innovations and infrastructure to make their operations more predictable, more sustainable, more safe and more efficient. These airports will need to invest $28-billion over the next decade to keep up with growth and support the communities they serve, which depend on air services for economic opportunity, access to healthcare and social connectivity.
Facilitating this growth requires a supportive air policy ecosystem. Airports have put forward a set of policy recommendations for the government to consider this year, including:
Extend airport leases by 50 years so they can unlock growth on airport campuses;
Establish a Regional Air Connectivity Fund to support equitable air access in remote and northern regions;
Support airport infrastructure development through projects of national significance and trade diversification programs; and
Recapitalize the Airport Capital Assistance Program (ACAP) to $150-million annually in order to support regional, rural and northern airports with safety infrastructure.
This report does recognize that Canada's airline sector is more competitive than it has been in a decade. Major airports are seeing increased demand for direct flights and more diverse consumer needs in terms of destinations and services. This will support competition as we develop innovative infrastructure to improve productivity and meet demand.
Canada's airports appreciated the opportunity to engage in this dialogue and feed in to these topics, which are important for the connective tissue of our country. There is a clear focus on strengthening a sector that is vital to our economy, our communities and our global competitiveness.

Canadian exports to U.S. continue to drop in May
OTTAWA, July 3 (Xinhua) -- Canadian exports to the United States continued to drop in May, while exports to other countries reached a record high, Statistics Canada said on Thursday. Amid the recent implementation of tariffs on imports of Canadian goods in the United States, Canada's exports to the United States decreased 0.9 percent in May, a fourth consecutive monthly decline, said the national statistical agency. Compared to a monthly average of 75.9 percent in 2024, Canada's share of exports to the United States was 68.3 percent in May, one of the lowest proportions on record. On the other hand, imports from the United States were down 1.2 percent in May, a third consecutive monthly decrease, the agency reported. According to the data, exports to countries other than the United States rose 5.7 percent in May to reach a record high. Total merchandise trade with countries other than the United States increased 47.6 billion Canadian dollars (35 billion U.S. dollars) in May, a third consecutive record high. In May, Canada's merchandise exports rose 1.1 percent to 60.8 billion Canadian dollars, while imports fell 1.6 percent to 66.7 billion Canadian dollars, the agency said.

‘It can't just be a competition on price': Why Seaspan didn't bid on BC Ferries contract
British Columbia's biggest shipyard says building the next wave of ferries in the province is absolutely a possibility, but will require political will on the part of decision makers. It comes as BC Ferries faces public pressure over its recent decision to award a multi-billion-dollar contract to build four new major vessels to a Chinese shipyard. No Canadian company bid on the contract, and while the decision will save the company $1.2 billion over going with a European yard, it has hit the choppy waters of growing nationalism and a global trade war. B.C. shipyard Seaspan did not bid on the deal. 2:15 BC Ferries criticized over decision to award contract to Chinese-owned shipyard Senior vice-president of strategy, business development and communications Dave Hargreaves told Global News that's in part because while it has the capability, it doesn't currently have the capacity. Story continues below advertisement The company is essentially fully booked through the end of the decade, building Coast Guard and Canadian Navy ships. But the company said the BC Ferries procurement process — which was heavily tilted towards price — would have essentially ruled it out anyway. 'The fact of the matter is that their labour costs in their shipyards is probably seven to eight times cheaper than ours, so not like 10 per cent cheaper,' Hargreaves said. And so it's hard to see that we would ever get to cost-competitive with China, or for that matter like Korea, or some Eastern European countries, or places like that.' Hargreaves compared the BC Ferries contract to its deals for major vessels with the federal government, which he said have a 100 per cent overall Canadian content requirement. 'Some of our subcontractors are already exporting things,' he said. 'You don't get any of that if you go and build the ferries in China.' And there is the strategic benefit of domestic control of shipbuilding capacity. 'Having a sovereign capability to do shipbuilding in Canada, I mean, we still are one of the world's longest coastline countries with huge maritime areas,' he said. 'So the ability to build ships kind of seems important.' While Premier David Eby has said he wants to see vessels built in B.C., the province won't force BC Ferries to drop the China contract — citing the urgent need to get the vessels into service, and the desire to keep ferry fares down. Expanding B.C.'s capacity and getting B.C. shipyards ready to successfully bid on more Canadian ship contracts will create more good jobs in this community and the communities that supply them.' That's the kind of talk Hargreaves said will be necessary if future ferries are to be built in B.C., adding the provincial government will need to be fully on board. 'That does have to include some much stronger preferences for B.C./Canadian content. It can't just be a competition on price, it has to take into account all the other benefits that accrue from building here … has to be seen as an investment for B.C.,' he said. 'BC Ferries doesn't really have that flexibility to make that decision by themselves, right? It has to be the province that comes to the table there.'
