Andhra Pradesh notifies capital region land pooling scheme rules, 2025

government on Tuesday notified the
Andhra Pradesh Capital Region Land Pooling Scheme
(Formulation and Implementation) Rules, 2025, which will govern the unique method of pooling land for building the greenfield capital city of Amaravati.
S Suresh Kumar, principal secretary to the government, Municipal Administration and Urban Development, said these rules shall apply to the 'capital region' except the 'capital city area' which will continue to be governed by the Andhra Pradesh Capital City Land Pooling Scheme (Formulation and Implementation) Rules, 2015.
"In keeping with the will of the Government to build 'People's Capital' and for building the necessary concomitant infrastructural projects like airports, ports and all other necessary projects, the procurement mechanism of the land has been designed to be a voluntary scheme," said Kumar in a government order (GO).
It is based on mutual consensus between the landowners and the state/authority, said Kumar, adding that this is a unique method of procurement of land, which is named and styled as 'Land Pooling Scheme'.
The 'Land Pooling Scheme' rules come at a time when the government is planning to turn greenfield capital city Amaravati into a 'mega city' by combining adjacent Mangalagiri, Tadepalli, Guntur, and Vijayawada with Amaravati.
This endeavour aims to pool an additional 40,000 acres of land, besides the 54,000 acres of land on which the government is already sitting for Amaravati.
The government is planning to build an international airport in Amaravati.
The 'Land Pooling Scheme' has been designed for developing the Capital Region wherein the land parcels owned by individual farmers and owners or group of owners are consolidated by the authority under a development scheme, he said.
According to Kumar, the 'Land Pooling Scheme' is a better scheme formulated by the Andhra Pradesh State Legislature owing to the mandate enabled under Sections 107 and 108 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
"The broad objective of the scheme is to do justice to the families affected by the construction of a Livable and Sustainable Capital Region for the State of Andhra Pradesh and also to the farmers and land owners in the Capital Region and also to make them avail a better compensation and also with a view to make them Partners in the State Development Process," said the principal secretary.
It is designed in such a manner that the participant land owners are fairly compensated with the allotment of the reconstituted plot along with the developed infrastructure, among other benefits, said Kumar.

Accra: Prominent awardees of the Order of the Star of Ghana, which was awarded to Prime Minister Narendra Modi on Wednesday, was also bestowed upon several noted personalities. The award was presented by Ghana's President, John Dramani Mahama, in recognition of his "distinguished" statesmanship and influential global leadership, Ministry of External Affairs said in an official statement. The award was previously bestowed upon Queen Elizabeth II- as Queen of the United Kingdom in 2007, Nelson Mandela- Former President of South Africa in 1998, Kofi Annan- Former Secretary-General of the United Nations in 2000, Alassane Ouattara - President of Cote d'Ivoire in 2017, King Charles III - Prince of Wales at award in 2018, now King of the United Kingdom, King Mohammed VI - King of Morocco in 2017, Giorgio Napolitano and Former President of Italy in 2006. Bengaluru: In a significant setback to the Karnataka state government, the Central Administrative Tribunal (CAT) on Tuesday revoked the suspension of IPS officer Vikas Kumar Vikash, who was among the six police officials suspended in connection with the stampede near M. Chinnaswamy Stadium during RCB's IPL victory celebration last month. The stampede, which occurred on June 4, led to the tragic death of 11 individuals and left over 60 injured. Following public outrage and criticism over the failure to manage the crowd, the government had ordered a magistrate-level inquiry and suspended several officials, including then Additional Commissioner of Police (East Division), Vikas Kumar, and then Bengaluru City Police Commissioner B. Dayananda. Challenging his suspension, Vikas Kumar had approached CAT. A bench comprising Justices B.K. Srivatsava and Santosh Mehra had reserved its order on June 24 and delivered its ruling today, directing the state to revoke the suspension and reinstate the officer. The tribunal also ruled that Vikas Kumar is entitled to all service-related benefits. Senior advocate Dhyan Chinappa, representing Vikas Kumar, argued that the suspension violated service rules and lacked procedural backing. With this decision, focus now shifts to similar cases involving other suspended officers, including Dayananda and DCP H.T. Shekhar, which are currently under CAT review and may also see relief soon. The suspensions were executed under All India Services (Discipline and Appeal) Rules, 1969 for the IPS officers and Karnataka State Police (Disciplinary Proceedings) Rules, 1965 for the ACP and Police CAT's order exposing legal and procedural lapses in the government's handling of the disciplinary action, the episode has become a source of political embarrassment. It also raises questions about accountability mechanisms and the fairness of immediate punitive measures following high-profile public incidents. However, on Wednesday the government approached the High Court challenging the Central Administrative Tribunal's (CAT) order reinstating Additional Commissioner of Police Vikash Kumar Vikash, who was suspended following the tragic stampede at Chinnaswamy Stadium here last month, which claimed 11 lives and injured 56 others. It contended that the CAT overstepped its jurisdiction by making determinations on the incident without the benefit of a full-fledged departmental inquiry. It termed the Tribunal's reasoning as 'perverse' and inconsistent with established legal principles concerning suspension.
