BENGALURU: Viral videos of jam-packed trains and crammed unreserved compartments may have sparked fears that
Indian Railways
is prioritising air-conditioned luxury over affordable travel.
But official data tells a different tale: In 2024–25, a staggering 651 crore passengers travelled by general coaches, marking a 17 per cent surge compared to 2022–23.
Far from shrinking, general and unreserved travel is booming, reveals railway ministry's latest data while reflecting a growing dependence on budget rail travel by the country's low- and middle-income families. In 2023-24, the passenger count in the general coaches (unreserved coaches) added to 609 crore.

According to a statement by railway minister Ashwini Vaishnaw in Rajya Sabha, the surge in general class travel has been accompanied by a notable policy shift in coach allocation.
Non-AC coaches, which include general and sleeper class, now make up 70 percent of the total coach fleet, numbering approximately 57,200 out of 82,200. The number of available seats reflects a similar trend, with non-AC seats accounting for 54 lakh (78 per cent) of the total 69 lakh seats.
To meet this growing demand, the Railways introduced 1,250 general coaches in long-distance trains during 2024–25 alone, the minister said and added that the fleet was being augmented with the deployment of Amrit Bharat Express, a fully non-AC modern train with advanced features such as semi-automatic couplers, sliding windows, mobile holders, and foldable snack tables.
So far, 14 Amrit Bharat trains have been introduced, each comprising 8 sleeper and 11 general coaches.
Further, the extant policy on Mail/Express trains mandates 22 coaches per rake, including 12 general (non-AC) and 8 AC coaches, underscoring the government's priority towards affordable mass transport.
The ministry is also executing a special manufacturing program for 17,000 additional non-AC coaches over the next five years, he said. The increase in general coach usage is also being supported by the augmentation of MEMU and EMU services, which offer additional unreserved travel options beyond mail/express trains.
With regard to the videos of packed compartments, a senior railway official described it as an 'occurrence during peak season'. 'Special trains are deployed to meet the rush, especially during festive holidays. About 13,500 special train trips were operated last year to meet the demand, the official added.

Gujarat's employment engine stalls: MSME shutdowns, zero PMEGP uptake in key districts

AHMEDABAD: The Prime Minister's Employment Generation Programme (PMEGP) has virtually failed in Gujarat, with not a single application from key districts like Surat and Navsari in 2024–25. A sharp 60 per cent decline in applications over five years, coupled with the closure of 7,269 small and medium enterprises, has left over 33,000 people jobless, exposing the Gujarat government's failure in translating employment promises into reality. In a damning indicator of policy failure, Gujarat has witnessed a breakdown in the implementation of the PMEGP, particularly in major districts like Surat and Navsari, which recorded zero applications for the scheme in 2024–25. This shocking data has emerged from a central government reply in the Rajya Sabha to Gujarat MP Narhari Amin, laying bare the state's crumbling employment generation apparatus. The collapse is not isolated. PMEGP applications have plummeted from 19,654 in 2020–21 to just 7,793 in 2024–25, a drop of over 60 per cent, clearly revealing that Gujarat's youth are losing faith in the scheme. Even in tribal districts where the scheme was meant to be a lifeline, the numbers are alarming: only seven applications in Dang and Mahisagar, 16 in Chhota Udepur, and just two in Narmada.

Separate legal frameworks govern insurance cover for domestic, intl flights: Govt

The ministry of civil aviation said that insurance coverage for domestic and international air passengers is governed by separate legal instruments. Insurance for domestic flights is regulated under Carriage by Air Act, 1972, whereas intnl flights are by Montreal Convention, 1999. (Representative file photo) Replying to a question by CPI(M) MP John Brittas in the Rajya Sabha on Monday, civil aviation minister Kinjarapu Rammohan Naidu, clarified that insurance for domestic flights is regulated under the Carriage by Air Act, 1972, whereas international flights are governed by the Montreal Convention, 1999, to which India is a signatory. The provisions of the Convention have been incorporated into the same Act through specific clauses. The statement further noted that both frameworks prescribe liability limits for compensation in cases of death, bodily injury, delay in carriage, or destruction, loss, or delay of baggage. Airlines are required to maintain insurance to adequately cover their liability for both domestic and international operations. Also Read: 263 safety-related problems across 8 airlines in last one year: DGCA audit report The exact amount of maximum payouts, benefit types, and policy conditions are based on individual arrangements between the airline and its insurer. The requirement for maintaining such coverage is ensured by the Directorate General of Civil Aviation (DGCA) through the Civil Aviation Requirements (CAR), which are followed while issuing Air Operator Certificates to Indian carriers. The Montreal Convention, 1999, is an international treaty that standardises rules relating to the liability of airlines in cases of death, injury, baggage loss, and delays during international air travel. It replaced earlier frameworks like the Warsaw Convention and aims to ensure uniformity and greater protection for passengers. Under this convention, airlines are strictly liable for damages up to a specified threshold (currently 128,821 Special Drawing Rights or SDRs) and must maintain adequate insurance to cover such liabilities. In India, the Carriage by Air Act, 1972, governs the legal framework for air transportation. It applies to domestic flights. The act sets liability limits for various scenarios, including bodily injury, loss or damage to baggage, and flight delays. While the Montreal Convention governs international flights, domestic operations fall under national provisions within the same Act, enforced by Indian authorities like the DGCA.
